Amref Health Africa in Ethiopia seeks to recruit a competent Program Financial Manager (FM) who will be tasked to plan and manage the overall financial flows and resources of the BMGF funded Activity and maintain the accuracy of all accounting records, budgeting and budget monitoring for the BMGF program.
Position: Program Finance Manager - BMGF (Addis Ababa)
Job Purpose:
The Program Financial Manager (FM) plans and manages the overall financial flows and resources of the BMGF funded Activity and maintains accuracy of all accounting records, budgeting and budget monitoring for the BMGF program. The Program FM ensures a transparent, safe and organized system, with input from Operations Director, Sr. Program Director, Program implementation director, Sr. Finance Manager, Grants & compliance Manager, and other operations teams. S/he provides timely financial information to facilitate efficient operations, activities and decision making, serves as the subject matter expert for Finance & accounting and ensure compliance with donor rules and regulations, as well as Amref’s internal policies and procedures.
Ultimately, the program Finance Manager possesses skills across financial, accounting, compliance, strategic, analysis and planning matters, helping to bring all of these elements together so that Senior Management can make informed, intelligent and factual business decisions.
The Program Finance Manager is responsible for internal and external project reporting, and proactively monitors budget variances for corrective actions as may be required. Collaborating closely with the Treasury accountant and the Logistics & Procurement team, the Program Finance Manager acts as the initial reviewer of all program procurements, providing guidance to purchasers on compliance requirements and best practices for the full procurement life cycle.
Key Duties and Responsibilities:
Ensures budgets are input timely and accurately
Consolidate and analyze financial performance to identify key operational drivers against forecasts and budgets
Lead monthly performance reporting and forecasting meetings for program SMT, maintain project financial reports on a monthly, quarterly and annual basis to include historical actuals, current month status and forward projections, continually refine the project financial model and estimating techniques employed to produce accurate estimates and projections
Financial management of all contracts to performance within cost, schedule and management constraints
Work cross-functionally with other areas of the organization to manage programs finance effectively
Preparation of the compilation of annual workplan budgets
Lead on the delivery of a range of financial planning, management and reporting services required by funders, partners, management and program team to the required Amref standards.
Responsible for providing relevant, accurate, complete, and timely financial accounting and management information in line with Amref and funder’s requirements.
Act as the key finance business partner to BMGF SMT across the operations.
Ensure compliance with all relevant local statutory regulations, including tax-related legislations, foreign exchange policies, etc.
Assist with systematic and ad-hoc analysis of project costs as a basis for evaluation, budgeting and operational research studies.
Seek ways to improve timeliness and quality of service provided by finance and assist in systems improvement.
Plan & ensure program audits are executed and submitted on time as per donor agreement
Ensure audit recommendations are implemented and closed ahead of the next audit
Participate in internal audits as scheduled and in external audits by providing auditors with accounting documents as requested and providing explanations for audit queries.
Alerts management to any financial or contractual compliance issues.
Provides guidance to project implementing staff and partners as needed on general financial policies and procedures, forms utilization, and expense reporting best practices for audit-ready submissions to Finance.
Provides general support to the work of the Senior Finance Manager, Operations Director, and Country Director as may be required.
Academic and Professional qualifications:
High level of analytical and interpretative problem solving.
MA degree in Accounting, Finance or related field
Computer literacy, including facility with Word, Excel, and other Microsoft Office applications
Ability to develop and implement solutions independently
Excellent understanding of systems and procedures for sub-grant management
Good communication skills
Highly proficient in analytics, research, and management reporting at a senior leadership level
Strong interpersonal and relationship-building skills
Required Experience:
Minimum 10 years of relevant experience in the areas of financial and project management expertise.
Experience on USAID award Management
Experience dealing with complex budgets.
