Amref Health Africa was founded in 1957 and has since grown to become the largest African-based international health development organization, currently implementing more than 150 programs that directly reach more than 20 million people across 35 countries in Africa. The Ethiopia Country office was registered in 2002 and has been operational for over two decades. We are operational in all regions of Ethiopia with more than 300 staff and a wide portfolio of PHC, RMNCAYH-N, Youth Development, WASH, and DPC, including NTDs.

Integrated Health System Strengthening Project is a Bill and Melinda Gates Foundation (BMGF) investment co-designed with Amref Health Africa and MOH to support the design and implementation of a platform mechanism/s for health systems strengthening for primary health care (PHC) in Ethiopia. This investment focuses primarily on the sub-national level (regional and district) with links to national efforts. The design will integrate key HSS pillars – e.g., Human Resources for Health (HRH), Health Care Financing (HCF), Data, and Leadership and Governance – to support PHC administrators and managers toward optimizing health systems for improved service delivery.
Job Purpose:
The HSS Regional Coordinator, under the supervision of the IHSS Technical Director and the Regional Manager, will manage the grassroots implementation of IHSS program activities in the region. S/he leads IHSS regional staff and closely works with other IHSS Directors at the Country Office, the Woreda, Zonal, and Regional stakeholders, and partners working in the region to achieve the planned activities and associated objectives. The Regional Coordinator will plan, coordinate, and schedule the IHSS Project activities in all operational woredas of the Region.
The IHSS Regional Coordinator will collaborate with the Regional Manager and respective Directors at the CO to ensure that all the project activities are implemented per the organization’s mission, strategic objectives, and program approaches. He/she oversees IHSS Program Officers and supports the operation staff at the regional level. He/she serves as the primary liaison for the IHSS project in the region, establishing regional partnerships and maintaining a conducive team spirit among the regional staff
Plan, organize, coordinate, and implement the overall regional activities of IHSS project interventions, which entails developing realistic and strategically focused annual program implementation plans and, providing region-specific work plans, programmatic and financial reports, and facilitating the provision of required logistics support.
Provide technical and managerial support to the regional IHSS officers and support staff to coordinate the overall program implementation and ensure that the IHSS project activities at the regional level are implemented according to the policies, procedures, and operational guidelines.
Conduct quarterly reviews of work plans and budgets and submit work plans and progress reports using project indicator data per the Monitoring and Evaluation team guidance.
Provide technical expertise to WoHOs and participate in the woreda-based planning for regions representing the project.
Work with regional and country office staff to assess and identify technical assistance needs with regard to technical skills and supervision support related to IHSS interventions.
Coordinates and ensures the implementation of recommendations by the CO Technical, Program, M&E, Finance, and Administration units.
Analyses contents of field reports to improve program implementation and provides feedback to regional officers;
Evaluates the cost efficiency of IHSS interventions at the woreda level and suggest changes and/or improvements as required.
Collaborate with Amref's assigned Focal Person or Regional Manager to facilitate all local procurements related to IHSS, property/supply, and vehicle management.
Fosters solid partnerships and builds networks with the Regional partners, including local health institutions and other relevant stakeholders and community, in advancing the IHSS objectives and KPIs.
Represents Amref Health Africa at relevant technical & managerial meetings in the region and promotes partnerships and networking
Perform other related duties as required by the IHSS Technical Director and the Regional Manager.
Academic and Professional Qualifications:
6 years of work experience for candidates with a BSC Degree in Public Health field and 4 years for candidates with MPH.
Required Experience:
4+ years relevant work experience in project coordination or health system strengthening in the regions.
Familiarity with HSS principles and best practices
Experience working in/with RHBs is desirable.
Strong facilitation, problem-solving, and stakeholder engagement skills
Ability to supervise personnel and build and maintain a strong team
Strong analytical and writing skills
Excellent verbal communication skills in English and local language
Well-developed networking and interpersonal skills;
Ability to perform and prioritize multiple tasks.
Computer proficiency in MS Office applications and technology-assisted communication techniques.
Experienced team leader with a highly collaborative mindset. Passionate about working on the ground with frequent encounters with woredas and health facility teams with more challenges compounded by limited resources.
Ability to prioritize and manage activities in a frequently changing environment and adapt to the complex nature of working with local counterparts with high turnover leadership, scarce resources, and limited staff motivation.
Skill to be highly composed at times of multiple actions at a time, attention to detail, professionalism, and reliability.
