On behalf of clients, we have managed over US $120 million in grants, working with government, civil society organizations, and other development actors to improve the lives of over 38 million people in the region. We have partnered with over 650 local organizations to implement innovative, effective interventions across 14 sectors, including community health, anti-human trafficking, literacy, infant and maternal health, disaster relief, water and sanitation, and education. 

Geneva Global has operated in Ethiopia since 2007, where we are officially registered and operate as Geneva Global Ethiopia.  Since 2011, Geneva Global Ethiopia has implemented the Speed School program. This is an accelerated education that has brought over 280,000 formerly out-of-school children aged 9 to 14 back into the government school system, where they routinely succeed.  The program allows the students to cover the first three years of primary education in one year, using highly effective instructional methods combined with programs to support the mothers of these students to support their children’s continued schooling both economically and with social and household interventions.  To date, the program has operated in close partnership with the Ministry of Education and the Regional Education Bureaus and other decentralized education structures of Amhara, Oromia, SNNP, Tigray, Somali, Afar and Sidama regions. The functional implementation of the Speed School program has fallen to regional and local civil society partners.

Job Summary:

This is a unique opportunity for the right candidate to work at an organization dedicated to providing a world-class educational service to out-of-school children and underserved communities in Ethiopia, focused on maximizing impact and system-level change through active program management. The position will be a full-time position based at Geneva Global Ethiopia Headquarters in Addis Ababa.

Key Responsibilities:

  • The Junior Monitoring & Evaluation Officer is responsible to support the following aspects of the specific monitoring and evaluation elements of Geneva Global Ethiopia’s education program:

  • Design and planning of monitoring and evaluation tools and data collection for all components and aspects of the GG-Eth education program.

  • Supervision, guidance, and facilitation of the implementation of monitoring and evaluation activities at grass root level by GG-Eth staff and grantee collaborating partners.

  • Organization, analysis, and reporting of data to inform the education program stakeholders and to guide decisions about the program’s expansion and quality improvement; and

  • Organization and conduct of targeted evaluations and case studies.

  • In fulfillment of these responsibilities, the Junior Monitoring & Evaluation Officer coordinates closely with other members of the GG-Eth team to ensure a fully coherent and effective overall program design, implementation, and outcomes.

Major Activities and Tasks:

  • The Junior Monitoring & Evaluation Officer fulfills, coordinates, and/or supports implementation of the following activities and tasks to contribute to the effective conduct of Geneva Global Ethiopia’s education program and successful attainment of the associated outcomes.

  • Design and Planning. The Junior Monitoring & Evaluation Officer consults and support with the full GG-Eth education team and select partners to design an M&E system that captures fully and accurately the many dimensions of the overall program and provides information that serves to strengthen attainment of the program’s goals and objectives. Key activities and tasks falling within this area of responsibility include the following:

  •  Support GG-Eth’s overall education program design activities, including the development of theories of change and strategic frameworks – e.g., results frameworks and log frames – both for annual program planning and new project proposals.

  • Review and articulate key strategic objectives with relevant GG-Eth staff and partners to identify “SMART” indicators to track, measure, analyze, and report.

  • Elaborate and update M&E tools and data collection strategies.

  • Develop and/or update GG-Eth’s overall program monitoring and evaluation plan, consulting with GG-Eth and GGI colleagues as well as with grantee and government partners.

  • Facilitate the identification of M&E training and support needs of GG-Eth team members, grantee partners, and government education personnel and plan the delivery of training and technical support.

  • Ensure that GG-Eth’s hardware and software capacity is capable to handle the program’s M&E requirements; propose and enact upgrades, as necessary.

  • Support GG-Eth team and partners to design separate monitoring, evaluation, and/or case study for special interventions, activities, needs, and/or clients.

  • Implementation of Monitoring and Evaluation Activities. The Junior Monitoring & Evaluation Officer responsible the timely, accurate, and complete collection and reporting of information about the implementation and impacts of GG-Eth’s education program using the program’s standard M&E tools and customized tools and guides for special monitoring, evaluation, and case study (MEC) purposes. Key activities and tasks falling within this area of responsibility include the following:

  • Support and coordinate the delivery of M&E tools to the responsible data collection partners with clear instructions concerning their use and the delivery of the results to GG-Eth.

  • Deliver training of trainers in GG-Eth’s monitoring and evaluation tools, strategy, and steps, or directly train data collectors, as necessary.

  • Monitor and support data collection activities directly, and train, guide and support GG-Eth, grantee partners, and government staff to monitor and support data collection.

  • Monitor, manage, and support the reception of data from the many data collectors, ensuring their adherence to timetables and data quality standards.

  • Refine, manage, and use the data platforms to manage the program databases for the efficient and effective capture, organization, analysis, and reporting of data.

  • Conduct data quality assessments and take follow-on steps, as appropriate.

  • Analysis and Reporting. The Junior Monitoring & Evaluation Officer ensures the high-quality analysis and reporting of the collected data and other information, both from routine monitoring and evaluation activities and from any exceptional evaluation and case study efforts. Key activities and tasks falling within this area of responsibility include the following:

  • Determine and set up data analysis tools and procedures for both quantitative and qualitative data.

  • Clean, sort, categorize, and organize data to create a coherent and accurate database for each M&E cycle or activity.

  • Analyze quantitative and qualitative data and share with relevant stakeholders.

  • Summarize findings for each cycle and activity and share in a timely manner with GG-Eth and GG-HQ as well as with grantee and government partners, as appropriate.

  • Maintain a longitudinal database (“scoresheet”) of key education output and outcome measures.

  • Prepare a dedicated summary analytic report for each individual grantee partner and by region, then share and review the data and conclusions with the relevant GG-Eth and GG-HQ agents so that they can follow up internally and with partners concerning any decisions or actions inspired by the findings.

  • Participate in developing monthly, quarterly, and annual reports of GG-Eth’s education programming, as guided by the respective project requirements.

  • Evaluations or Special Studies. The Junior Monitoring & Evaluation Officer supports the identification, design, and conduct of special studies, working with GG-Eth colleagues and partners to evaluate and research aspects of the program that warrant deeper analysis than is possible through the program’s routine monitoring and evaluation. Key activities and tasks falling within this area of responsibility include the following:

  • Guide and accompany colleagues and partners in identifying aspects of GG-Eth’s programming that warrant more intensive (and/or extensive) study.

  • Support the design of new evaluation or research activities.

  • Participate in the conduct of special studies or research and the preparation of related reports, coordinating and collaborating with GG-Eth and other colleagues, as relevant.

Other Tasks and Duties.

  • The Junior Monitoring & Evaluation Officer supports the overall knowledge management and generation efforts of Geneva Global, including the following:

  • Support GG-HQ in generating studies and other thought pieces about specific aspects of our overall education work for a global audience.

  • Participate in conferences and other gatherings, in Ethiopia and internationally, to contribute to knowledge exchange at both the national and international levels.

  • Track “best practices” in monitoring and evaluation and apply these, as relevant, to GG-Eth’s and GGI’s M&E design and efforts.

  • Provide technical support in M&E to other Geneva Global program teams and team members.

  • Support the designed and operation of Geneva Global’s ICT infrastructure with consulting IT consultant in Ethiopia and elsewhere to meet overall program quality purposes, including illustratively the operation of an SMS program to communicate with, train, and support teachers, parents, trainers, and education authorities.

  • Perform other duties and tasks as GG-Eth or GGI may assign or specify from time to time.

  • All services, duties and activities performed or to be performed by the Employee shall be subject to the specific instructions and requirements of Geneva Global.

Qualifications

  • Education: Bachelor’s degree or higher in Education Research and Administration, Measurement & Evaluation or a related field.

  • Excellent written and oral communication skills in English and Amharic.

  • A minimum of 5 years of progressively responsible operational and managerial experience in monitoring and evaluation and the overall delivery of education programs, with considerable experience working in the INGO or international development sector.

  • Extensive knowledge of current issues, actors and dynamics concerning education and international development in Ethiopia.

  • Proven track record in developing viable M&E approaches and methodologies and demonstrable knowledge of major M&E conceptual frameworks in this field (e.g., Theory of Change approach, logic framework, input/output/outcome mapping, performance and organizational audit, self-evaluations, etc.)

  • Experience with primary data collection in developing, fragile, and/or conflict-affected contexts.

  • Hands-on experience with quantitative and qualitative data collection, data management, analysis and reporting methods including questionnaires/surveys, structured/semi-structured and unstructured interviews, structured desk review and mapping, on-site observations, focus group discussions, etc.

  • Experience and knowledge in statistical packages like, Excel, SPSS, STATA, digital skills, in organizing data.

  • Experience or interest in using and developing new resources for communications and data visualization efforts.

  • Proven ability to think and act strategically and collaboratively and approach projects from an organizational perspective while demonstrating interpersonal skills and ability to interact at all levels including senior leadership.

  • Experience working closely with a culturally and globally diverse team, building and maintaining relationships both in the office and digitally.
