Job Description

The Woreda Community Development Officer is responsible for implementing the MaYEA program in their respective Woredas of each zone in each region. He / She will work within the wider MaYEA program team and other SOSSE staff. He / She is accountable to his/her respective cluster coordinator and coordinates with other SOSSE teams. Moreover, he/she is responsible for the follow-up of the overall MaYEA resource management and communications of his/her Woreda MaYEA program to adhere to all universal and MasterCard Foundation, SOSSE, Federal and Regional Governments, and program-specific standards and procedures.  

 Duties and Responsibilities

  • Makes sure the program resources are well managed and effectively utilized for the purpose,

  • Prepare annual plans of enterprise development activities of MaYEAP within the woreda; implement and follow-up the implementation by others; keep proper records and documentations of activities, outputs and outcomes of the enterprise development activities,

  • Properly implement the MaYEA program with the required quality and magnitude within their woredas,

  • Make sure records are updated and well kept, ad hoc and monthly, quarterly and annual reports are timely produced and communicated to all concerned. 

  • Coordinate, implement and follow up the MaYEAP’s apiculture and allied value chain related interventions of the program and  support government employed Woreda Officers, Kebeles Experts, community beekeeping mentors and other stakeholders to improve the quality and quantity of apicultural and allied/associated commodities production.

  • Coordinate with the cluster coordinator and cluster officers of the program to plan, implement and follow up the commercialization of existing apiculture enterprises, establish new youth lead apicultural enterprises organize cooperatives and promote contractual farming. 

  • Coordinate with the cluster coordinator and cluster officers of the program to plan, organize, implement and follow up business opportunity identification, business plan development, market studies, input and output market development activities and promote market driven production system that meet quality standards.

  • Coordinate with the cluster coordinator and cluster officers to plan, implement and follow up a youth focused targeting strategy and prioritize young women (at least 80%) and  other vulnerable groups (at least 10%) to engage in apiculture based and allied enterprise. 

  • Identify potential participants of the program in the woreda following the targeting criteria and procedures of MaYEAP. 

  • Coordinate with the cluster coordinator and cluster officers of the program to strengthen both public and private apiculture related extension system in the Woreda and encourage private sector engagement. 

  • Coordinate with the cluster coordinator and enterprise development officer of the cluster to avail important apicultural inputs (like beekeeping equipment, bee colony, bee hives etc.), finance and other resources required for the proper implementation of the program in the Woreda. 

  • Coordinate with the cluster coordinator and enterprise development officer of the cluster to plan, implement and follow up apiculture input and output market development activities within the woreda. 

  • Coordinate with the cluster coordinator and enterprise development officer of the cluster to plan, implement and follow up apiculture and apiculture allied value chain development activities within the Woreda ensuring business creation and forward and backward linkages. 

  • Coordinate with the cluster coordinator and enterprise development officer of the cluster to plan, implement and follow up the promotion of apiculture and allied value chains, agro-processing, and addition of value chain points in within her/his Woreda.

  • Coordinate with the cluster coordinator and enterprise development officer of the cluster to promote digital financing, digital marketing and credit scoring system in the Woreda that can benefit the youth.

  • Collaborate with cluster coordinator and cluster officers to plan, implement and follow up all the capacity building interventions of the program within the woreda.

  • Collaborate with cluster coordinator and cluster officers to plan, implement and follow up all the policy related interventions of the program and support the implementation and enforcement of related policies, regulations, proclamations and initiatives within the Woreda.

  • Coordinate with the cluster coordinator and cluster officer to create enabling environment for gender equity and equality, youth engagement and protection and inclusion of vulnerable groups 

  • Ensure that project communities are aware of safeguarding policies and how to raise and report concerns.

  • Serve as a liaison between the organization and project community on safeguarding matters.

  • Ensure the implementation of safe programs by being alert and responsive to safeguarding risks in project communities

  • Make sure every MaYEAP program’s and related activities in the Woreda are in line with universally accepted safeguarding principles and SOSSE’s and MasterCard Foundation’s safeguarding policies and procedures.

Number of Position: one in each woreda of each zone

Job Requirements

Qualification and Competence

Educational Background

  • Minimum of BSc Degree in Agriculture and above in Animal Science, Agriculture, Agricultural Economics, Agri-business, and related fields.

Work Experience

  • Direct experience on agricultural enterprise development especially on apiculture at grass root level is required. A minimum of five years practical work experience is mandatory.

  • Experience in the NGO sector has advantage. 

Skills and competencies 

  • Ability to work and leave with communities (both pastoral and farming communities) 

  • Knowledge and competence of participatory approach and multi-stakeholder engagement facilitation, 

  • Gender sensitiveness, inclusiveness, sense of equity and ability to engage and work with young people,

  • Fluency in written and spoken English and Amharic and the local language, 

  • Ability to work independently and under tight deadlines,

  • Motorbike riding license & experience,

  • Team sprit with other staff.
