We are looking for a MEL Coordinator for Addis Ababa to support MULU KP Activity and HHA in the day-to-day operation. Under the supervision of the Program Manager, will be primarily responsible, for the overall monitoring and evaluation activities of MULU KP Activity and HHA project in Addis Ababa.
Key Result Areas:
Ensure Proper documentation and reporting.
Monitoring and Evaluation, Learning
Ensure and deliver quality data from all LIPs and HHA facilities in Addis Ababa.
Promoting the culture of data use for decision making at different level.
Effective data management (e.g., data quality, data security and reduced cost of data)
Provide Capacity building for project and LIP staff.

Main Duties and Responsibilities:
Technical support
Provide technical assistant on alignment of MULU KP and NCD Activities and indicators into the RHB’s targets, monitoring, evaluation, and reporting system.
Support strengthening of local implementing partners (LIPs) and public health facilities that will lead the institutionalization of MER, DHIS2 reports at different levels.
Carryout regular programmatic data collection, data cleaning, data compilation, and data submission to MULU KP and NCD regional team.
Ensure timely submission of data by LIPs M&E staffs, NCD coordinators/public health facilities in accordance with standard tools & guidelines.
Provide guidance to partners about data cleansing and enrichment activities.
Prepare data summary and visualizations to present the data in a user-friendly format.
Ensure the correctness of dashboards on DHIS2 and update visualizations as needed.
Ensure RoTA report submission by LIPs, prepare PSI biweekly report and attend meeting.
Ensure that the NCD team identifies low performing sites and develop action plan regularly
With LIPs ensure DHIS2 report submission to respective subcity health office by DICs.
Ensure the quarterly submission of narrative hypertension program report to the regional health bureaus
Ensure monthly submission of hypertension DHIS 2 reports to MOH and Donor /AstraZeneca
Support the NCD program manager on the Quarterly/biannual report preparation for the donor.
Representing PSI in national TWGs on digitalization of data management of NCDs.
Ensure the real time data entry to Commcare and support the case management.
Facilitate trainings and oversee and support the implementation of M&E tools through LIPs and with the NCD team.
Build the capacity of all relevant team members to develop and maintain a robust M&E system.
Use site level data to action (D2A) framework and work closely with program staffs in improving data use culture.
Ensure the regular data quality assurance is regularly conducted by PSI/E, LIPs, and NCD advisors and that all identified gaps/discrepancies are corrected timely at all levels and results entered to DHIS2 system.
Ensure all expected documentations are according to the quality standards.
Lead all programmatic data archiving and filing for PSI/E at the regional level.
Lead the program performance biweekly, monthly, quarter, and annual review meetings, liaise with government office for annual program evaluation.
Perform any other related activities as assigned by immediate supervisor.
Execute any assignment assigned from your immediate supervisor which deemed crucial for program implementation.
MULU KP and NCD Activity Deliverables
In collaboration with AACAHB Power Bi review DHIS2 data entry, Kobo collect.
Provide mentoring and coaching support to healthcare providers at DIC and LIP M&E.
Prepare Donor required reports.
Develop quarterly revisions based on monthly D2A outcomes.
Develop a checklist that shall be used to identify issues related to all technical areas (QA, MERL, SC).
Analyze findings and share learnings for course correction, and continued improvement.
Document lesson learned based on data analysis per major key performance indicators.
Provide TA to ensure that HPs and HCs are reporting an increased number of new hypertension screening, enrollment to care, BP control rate and continue to their follow-up.
Health Workforce
Mentorship and coaching of DIC data clerks and healthcare providers: regularly provide on-job training and feedback and coach them on areas for improvement.
Conduct one-on-one on job and refresher training sessions on Commcare and USAID reporting templates.
Conduct a weekly base Commcare analysis and share to program team for timely feedback and make some important decisions.
Planning and coordinating regional review meeting on MULU KP and NCD Activities.
Regularly represent Addis Ababa IFI in regional RoTA and Task force meetings and other TWG as needed
Background
Qualification and Experience:
Master’s degree in statistics, public health, demography or Information systems or other related fields with six (6) years of demonstrated experience, while 4 years specific MEL experience in data analysis, visualization, data management, M & E planning and Reporting in HIV/AIDS programs or other health related programs such as NCDs
OR
Bachelor’s degree in statistics, public health, demography or Information systems or other related fields with eight (8) years of demonstrated experience, while 5 years specific technical experience in data analysis, visualization, data management, M & E planning and Reporting in HIV/AIDS and NCD programs or other health related programs.
What would get us excited?
Previous experience with or knowledge in the use of software packages such as Microsoft Office; MS Excel, MS Access, and GIS and mobile data collection.
A knowledge and data analysis skill using statistical software such as SPSS, STATA, and in handling of web-based management systems and databases systems such as DHIS-2, and DATIM
A knowledge and skills of using mobile platforms specifically on CommCare.
Experience with qualitative and quantitative data collection and analysis methodologies required.
Team player who takes initiative, is a problem-solver and able to multi-task.
Detail-oriented and highly organized.
Ability to follow deadlines, accuracy, and attention to detail.
Excellent written and verbal communication skills in English and other local languages.
