Job Description
Positive Action for Development (PAD) is an indigenous, non-governmental, non-profit making, secular and legally registered Ethiopian Civil Society Organization on June 6/2011 with a registration number 2330. The organization was established with a vision to see a community of hope, where poverty has been overcome and people live in dignity and security. The organization has a mission to save lives, promote hope, defeat poverty, and achieve social justice through integrated and sustainable development approaches. It is working in Emergency/lifesaving and Development thematic areas.
Working with and reporting to the Finance and Operation Head, the Grant & Compliance Officer will be responsible for financial oversight, compliance, and grant management of the program. Manage the grant and ensure funding is spent according to Pad and donors' regulations and the respective implementing partner’s policies and rules. Work closely with the program and finance team and sub-grantee finance teams to ensure the effective use of resources in order to achieve the program/project objectives in compliance with the donor requirements and regulations.
Maintain subgrant documents in compliance with funder requirements and PAD policy and procedures
Ensure that grants are implemented in compliance with PAD and relevant donor regulations.
Ensure that necessary deadlines for donor financial reports are met.
Oversee and manage the overall compliance against Donor regulations and requirements.
Oversee management of sub-contracts/subgrants
Ensure funds expended are compliant with donor's regulations and PAD policies and procedures.
Lead and oversee the development, management, and complete life cycle of sub-contracts/subgrants
Mentor and supervise various grant and subcontract/subgrants
Responsible for preparation and submitting required financial reports
Ensure that reports to donors are submitted on time; those reports are coherent and accurate (quarterly, interim or final reports); and that the internal budget monitoring reports are up to date.
Monitor burn rates and implementation progress of grants and flag grant underperformance and compliance issues to the relevant Program Manager, Program Coordinators, and the Senior Management Team. Support follow-up actions to resolve grant challenges.
Monitor and support the use of management tools such as Budget Monitoring Report (BMR) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
Review donor agreements and provide contract requirement training to relevant PAD teams.
Provide orientation and on-the-job training to PAD team members. Topics may include donor compliance rules and regulations, budget development, Grant Opening, Implementation and Grant Closing etc.
Assist as appropriate in the preparation of annual and Project budget and help address donor-related feedback
Work closely with the Senior Finance Officer during donor, internal and external annual audits. Ensure adequate preparation and participation with his/her team, during these audits.
Assist with management responses to donor/internal/external audits to the auditors within the given timeframe and audit recommendations are implemented for donor compliance.
Assist in building the capacity of finance staff supervised to ensure good standards of financial management is maintained.
Perform other related duties as requested by his/her immediate supervisor
Qualification: BA Degree and above in Accounting and Finance, Management, and any related field of studies
Experience: At least Three years of relevant experience in Grant Management
Skills Required, Attitudes and Attributes:
Team player with excellent grant management and communication skills
Skilled computer literacy in all Microsoft Office programs, and Peachtree Accounting software
Knowledge of various donors' financial policy and procedures
Ability to produce donor reports on time
Fluency in written and spoken English
