Position Title: Human Resource and Admin Assistant

The Human Resource (HR) department is responsible for providing effective HR policies, procedures, and people-friendly guidelines and support within Mercy Corps Ethiopia, regional and global teams based in Ethiopia. This includes leading the support on talent acquisition & development; employee engagement coordination; country wide training & learning management; compensation & benefits administration; country wide performance management oversight; disciplinary & grievance handling; staff data management; staff disengagement management and third-party service provision management.
The HR Officer is responsible the implementation of human resources processes in support of the achievement of the country programs’ objectives. S/he will facilitate of full cycle recruitment and support the team member life cycles across the county program. S/he will maintain the HRIS and provide operational support to the users at the national level supported by the global Management Information Systems team. The Human Resource Officer will support in the implementation of policies and procedures for effective team member management.
TALENT ACQUISITION AND ONBOARDING
Coordinate recruitment processes, including developing and posting vacancy announcements, tracking, and reporting on recruitment processes, screening and short-listing applications, preparing interview schedules, and assisting with background screening and reference checks for final job candidates.
Ensure all position descriptions are signed by both employee and supervisor and filed in staff files
Work with hiring managers to provide guidance on recruitment practices and processes (i.e. long/short listing, candidates evaluation, Salaries, interview invitations to candidates, and rejection e-mails).
Coordinate provision of new hires documentation upon starting their positions.
Ensure that the onboarding of new staff in the takes place in a timely manner.
Send out welcome notes and provide the onboarding matrix to all new hires and responsible managers
Follow up with line managers to ensure that orientation of staff is happening as scheduled.
Ensure that all new hires complete mandatory training and sign all policy documents as required
Serve as focal point for HRIS, which will include input and maintenance of employee data including hiring of employees, job changes, terminations etc.
Ensure that HR information and data systems are maintained, ensuring data is accurately stored, maintained, and entered in the HR databases in a timely and efficient manner.
Maintain PD library, update the organization chart and monthly and relevant databases (GDI, NEA, Contracts tracker and staff list)
Contributes to building, maintaining, and aligning the HR support processes, including standard operating procedures and templates
Support the implementation and adherence to HR policies and systems and support managers and staff in interpretation of the policies and procedures.
Monitor contract’s expiry dates and bring to the attention of the line managers and budget holders in a timely manner for further actions and direction.
Ensure that contracts are prepared, renewed, and signed by all parties in a timely manner and send out reminders for end of contract notifications.
Conduct regular checks to ensure staff files have all contracts and maintain a contracts tracker.
Work closely with teams to ensure HR services are provided on time, with high quality and compliant with policies and manuals,
Responsible for the clearance of departing staff, as per MC policies and procedures and ensure that their final dues are processed
Compile documentation for payroll changes including PAFs, and statutory documentation.
Works with the HR team to administer staff pension scheme, ensuring completeness of relevant documents and liaising with fund administrator. Ensure pension application forms and claim forms have been submitted to the fund administrator in timely manner.
Ensure all team members receive complete orientation within 15 days of hire using the tools (onboarding initiative) provided/available in OIB. Ensure signed OIB matrix for all team members are tracked and files in personnel files
Working alongside Senior HR Officer and Field HR Officers monitor and ensure completion of all required eLearning onboarding and Safeguarding courses with one week of hire. Encourage full use of Talent Development in all MC-Ethiopia Offices
Be responsible for update and upkeep of personnel files for team members working in all MC-N locations as per Mercy Corps defined protocols and MC Ethiopia HR practices.
Work alongside Talent Acquisition Officer to ensure all job files are created and updated as per Mercy Corps defined protocols and MCE Ethiopia HR practices.
Assist the HR lead in administration of Medical and Accidental Insurance benefits for all MC Ethiopia team members
Ensure that National Staffs issued ID cards are aligned with their employment contracts and renewed on a timely basis.
Be responsible for update and upkeep and smooth transition of all HR Data and information’s to Human Capital Management System for MC Ethiopia.
Track all performance reviews/probationary evaluations/ contract end dates and notify supervisors and team members accordingly.
Be responsible for timely collection and review of monthly timesheets including its review and compilation into payroll;
Working alongside Field HR Officers to ensure timely and accurate update and maintain leave record for all MC Ethiopia Offices
Support the organization’s commitment to age and gender inclusive team building process
Promote an inclusive and equitable workplace culture
Increase staff knowledge of GEDSI

Works Directly With: Human Resource team, Finance teams, Operations and Program Teams.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
Bachelor’s degree in HR Management/ Administration or relevant field.
2 - 5 years of professional experience in multiple human resource disciplines.
Demonstrated understanding and proven experience of staffing and talent planning in international relief and development environments.
In-depth knowledge and experience of Ethiopian Labor law, compensation, benefits administration, recruitment, selection and onboarding
Proficiency in MS Office, internet searching, and applicant tracking systems and use of social media for sourcing talent.
Ability to communicate, influence and problem solve effectively across diverse cultures and geographical distances with sensitivity
Fluency in English is required. Fluency in any other Nigerian languages will be an added advantage.
The successful candidate must have excellent interpersonal skills, strong oral and written communications skills and should be an excellent listener. S/ he must have excellent analytical skills, good reasoning abilities, and sound judgment. S/he will also be able to thrive in a fast-paced environment and will demonstrate strong understanding of cultural and social environment that exist both in and out of Nigeria and will have the willingness and ability to work effectively with a wide verity of people.
