In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access to, reproductive, maternal, neonatal, child, and adolescent health (RMNCAH) services, primary health care (PHC) including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

PROJECTS OVERVIEW

The Strengthening Service Delivery (SSD) Project focuses on building upon and leveraging previous and current Gates Foundation, and other, investments to improve the quality of downstream, supply-side integrated services access often by women, newborns, children, and youth. Through this award, JSI, with partners including Engender Health, Ethiopian Midwives Association, Family Guidance Association of Ethiopia, inSupply Health, ThinkPlace, and local universities and development associations, aims to strengthen infrastructure through locally-led technical assistance. Together, we’ll work to expand structures and processes of improvement further to enable better care offerings in reproductive, maternal, newborn, and child, and adolescent health and nutrition (RMNCHA-N) services. Our work will also focus on improving last-mile supply delivery and commodity management disconnects.

OVERVIEW OF THE POSITION

This position involves conducting needs assessments to identify strengths and gaps in in-service RMNCAH_N training, designing blended learning curricula, participating in national in-service training efforts, and providing technical guidance and support to regional and zonal teams in the development of training plans and facilitation of training sessions. The role also involves coordinating and collaborating with stakeholders on capacity-building efforts for healthcare workers and managers through different approaches including blended learning and remote mentorship approaches with various donors and implementing organizations, supervising staff, ensuring project deliverables are performed to the expected quality and standards, and monitoring and evaluating capacity-building activities in collaboration with the M, E, and Research teams.

KEY DUTIES AND RESPONSIBILITIES

·       Conduct needs assessments, to identify strengths and gaps in competency and performance of RMNCAH-N service delivery across PHC facilities.

·       Identify, adapt and or design blended learning curricula for priority areas such as FP, MNCH, Nutrition, and Immunization in close collaboration with the project team.

·       Actively participate and contribute to national in-service training efforts through different existing coordinating platforms such as TWGs.

·       Lead and develop strategies to build MOH, RHBs, CPD centers and other relevant stakeholders in the area of blended training material development and implementation.

·       Draw on and incorporate proven practices in capacity building to maximize improvement of health workforce competencies in FP, MNH, immunization and Nutrition.

·       Provide technical guidance and support to regional and zonal teams in the development of training plans and facilitation of training sessions.

·       Coordinate and collaborate capacity-building efforts through a blended learning approach with other stakeholders including the health system, donors and implementers, as appropriate.

·       Facilitate links between MOH HRD LEO, MCH LEO, and the regional health bureaus and their respective CPD centers.

·       Supervise staff to provide challenges, feedback, and support to ensure the project deliverables are performed to the expected quality and standards.

·       Maintain regular communication with the Deputy Project Director and project team for effective and efficient project management.

·       Ensure the alignment of daily activities with project goals, approved work plans, and standards for high quality, within budget, and on-time product delivery.

·       Coordinate activities with the project technical team, Administration, and Finance Team to ensure that there is sufficient funding and accountability for all training activities.

·       Monitor and evaluate capacity-building activities in collaboration with the M, E and Research teams.

·       Adhere to and promote JSI’s culture and values and uphold JSI’s standards related to fraud and ethics accountability and management

·       Perform other duties as assigned by the Project Director or Deputy Director.

Job Requirements

REQUIRED SKILS AND COMPETENCIES

·       Master's degree in public health, education, or a related field with 10+ years of experience in HRH and in-service training.

·       Demonstrated success in designing, coordinating and implementing in-service training programs including training of trainers (TOTs) activities

·       Proven experience in designing and implementing blended learning programs, particularly in maternal, newborn, and child health

·       Knowledge of current trends and best practices in blended learning and instructional design

·       Strong project management skills, with the ability to manage multiple projects simultaneously

·       Excellent communication and interpersonal skills, working effectively with diverse stakeholders

·       Familiarity with learning management systems and other educational technologies

·       Experience in developing and delivering training and capacity-building programs

·       Strong problem-solving skills and the ability to think creatively and strategically

·       Knowledge of evaluation methods and tools for assessing the impact of training programs, and ability to analyze data and evaluate the effectiveness of blended learning programs

·       Familiarity with adult learning theory and principles

·       Excellent written and verbal communication skills in English

·       Ability to adapt to changing circumstances and priorities

·       Strong leadership and team management skills

·       Ability and willingness to travel to regions throughout Ethiopia
