Job Description

Job Purpose / Summary

The Monitoring, Evaluation,, Learning & Accountability Officer to monitor and evaluate the implementation of the emergency program. Develop & maintain MELA processes in order to support enhanced programme management and learning. Ensure full and proper documentation of project achievements and impacts. Work closely with the Emergency Coordinator at the organization Head Office.

Duties & Responsibilities: 

  • Develop a very clear concept of monitoring and evaluation system with a continuous and an on going discussion with project components;

  • Responsible for active programme monitoring and evaluation of the project, and ensure that the M&E tools and practices are consistently utilized;

  • Responsible for inputting to the project planning and monitoring plan achievement levels;

  • Input in the design and implementation of the baseline survey to be implemented at the project operational sites.

  • Participate in preparation of detailed operational plans and budgets in line with donor budgets and proposals.

  • Ensure that participatory methods are included in both planning and M&E systems developed with the project team and programme partners.

  • Provide accurate information on project achievements and impacts and work to maintain the quality of programme implementation.

  • Facilitate review meetings to reflect on programme progress and learning with community groups and government partners. 

  • Monitor and document programme progress, lessons, good experiences and impact with the programme team, partners and the communities.

  • Establish and maintain good working relationships with GOs and NGOs and community members.

  • Submit timely progress reports to the Field Office Coordinator.

  • Carryout any other duties as assigned by the Coordinator.

Job Requirements

Qualifications and Experience:

  • B.Sc. or M.Sc. Degree in Development Studies, or Sociology, or Economics, or related field with 3 to 5 years relevant practical experience (preferably in the NGO). Good communication skills, interpersonal skills and excellent report writing skill in English.
