The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Protection Family Links Field Officer 1 (PFL FO 1) based in Addis Ababa

Terms of Employment: 5 months fixed term contract for maternity cover

PURPOSE

The Protection of Family Links Field Officer 1 supports the implementation and monitoring of the ICRC protection of Family Links (PFL) activities.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement

  • Understands and adheres to the ICRC Code of Conduct

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Always respects and observes staff regulations and security rules

  • Always represents the ICRC in a professional manner

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers

  • Collaborates, supports, and communicate effectively with Ethiopian Red Cross Society (ERCS) to address PFL needs

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses

  • Takes responsibility for their own professional learning and development.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

SPECIFIC DUTIES (80%)

  • The PFL FO 1 supports the PFL FO 2 in the management of an email management tool dedicated to PFL work (STM system receiving around 300 to 400 emails per months) and of other PFL online tools. S/he knows, applies, and ensures respect for the ICRC procedures and workflow related to the STM system and other PFL tools. S/he can also be invited to contribute to contributes to the drafting/updating of such procedures. Furthermore, s/he works under the general umbrella of general PFL procedures and guidelines in Ethiopia, and respects the procedures related to the management of ICRC’s internal database for protection work.

  • In collaboration with and under the supervision of the PFL FO 2 (STM Manager), the PFL FO 1 contributes the management of the STM & other PFL tools such:

  • Properly manages all communications incoming to the STM and other online tools in accordance with established guidelines and workflows.

  • Liaises with the Data department in accordance with the established guidelines and workflows.

  • Ensures systematic and timely treatment of all PFL cases and information received through the STM and other PFL tools.

  • Under the supervision of the line manager, prepares and sends correspondence to Red Cross Red Crescent National Societies or other organizations (ex. UNHCR, UNICEF, IOM, etc.) as required.

  • During the absence of the line manager, covers part of his/her responsibilities in relation to the management of the STM.

  • Supports the implementation of the Missing Persons Digital Matching Project (MPDM) in Ethiopia.

ADDITIONAL DUTIES (20%)

  • Carries out PFL activities under the supervision of the line manager (may also support other activities of the protection department)

  • Receives visitors and ensures that visits are appropriately followed up

  • Translates or interprets upon request

  • Carries out administrative tasks relating to the follow-up of PFL field assignments

  • Collects, compiles, and translates PFL-related information, paying due attention to staff risk management requirements.

  • Helps to compile, clean, and analyse data to produce regular reports

  • Develops and maintains contact with municipal/regional authorities, local/regional National Society branches, the local population, and suppliers.

  • Prepares, participates in and reports on all aspects of field visits.

  • Undertakes filing and archiving tasks in line with standard procedures.

  • Participates actively in meetings

Job Requirements

  • University degree in social sciences, Political Science, humanitarian assistance, communication humanitarian cooperation or related areas

  • Excellent command of English and Amharic

  • Good computer skills, including Microsoft Office Suite (Word, Excel)

  • Minimum of 3 years of experience working in PFL or in another protection role, especially including interactions with affected communities and refugees

  • Previous experience with databases and data management (specialized software), secretarial work or an information-management background are strong assets

  • Minimum of 1 year ICRC experience is a strong asset
