We are currently seeking qualified candidates for the position of Governance Advisor for the FtF Ethiopia Community Nutrition Activity.
Position Description:
The EPRR Advisor will provide technical and programmatic direction to support the implementation of planned EPRR activities in the FtF ZoE conflict affected woredas and other FtF woredas as needed. S/he will coordinate closely with the MOH Nutrition Coordination Office, RHBs, federal and regional ENCU, Community Nutrition implementing partners, other USAID IPs and others in the implementation of EPRR activities. S/he will oversee and guide the work of LIPs and sub-primes l \LIPs. S/he will lead the EPRR coordination within Ethiopia and will bring established connections with key government counterparts and respective partners. The Advisor will be well versed with the issues around the management and coordination of EPRR. The person works closely and in an integrated manner with Community Nutrition technical and programmatic staff to ensure smooth delivery and reporting of EPRP activities.
Conduct situational analysis to understand the current situation and identify needs.
Lead partners mapping (Who is doing what, where and when) to identify stakeholders in the area of emergency nutrition preparedness, response & recovery.
Lead to the development of the ERP work plan to support the Community Nutrition implementing partner and/or FHI 360 CRT.
Support the Community Nutrition team and the partners in the implementation of the Emergency Preparedness, Response and Recovery (EPRR) activities as agreed in the work plan (training, preparedness, response and recovery planning in Community Nutrition offices, providing TA during the various phases of the EPRR work).
Provide continuous technical assistance on EPRR programming to Community Nutrition.
Lead the planning, procurement and distribution of goods and services.
Prepare, review provide sign off for Periodic report as per donor and/or FHI 360requirement.
Conduct regional missions as needed and requested.
Prepare relevant sit reps, action plans and reports.
Provide technical assistance and support at the national and regional level on EPRR.
Provide technical guidance and support to Government of Ethiopia Ministry of Health, Nutrition Coordination Office, Regional Health Bureaus, Emergency Nutrition Coordination Unit in the development and implementation of robust nutrition coordination platforms.
Review, assess, and evaluate the effectiveness of EPRR activities and make recommendations for enhancements.
Supports the project team to produce best practices and share the lesson learned from ERR activities implementation.
Contribute to the preparation of overall Community Nutrition EPRR report.
Facilitate and lead nutrition related capacity building training for health workers and community nutrition program staffs on EPRR.
Lead National level Joint Supportive supervisions and review meeting in collaboration with MOH technical team on EPRR.
Ensure the mainstreaming of gender and inclusion issues across the EPRR.
Represent FHI-360 in regional and national emergency nutrition cluster meetings.
Perform any other incident-specific related duties, as required by the functional supervisor.
Emergency Preparedness
Develop EPRR guidance (SOPs) for the Community Nutrition project and its project offices and locations.
Lead to the development of the (ERP) proposal and input for budget development to support the Community Nutrition EPRR programming.
Develop/Adapt an ERP workshop package to support COMMUNITY NUTRITION regional teams.
Facilitate and support community nutrition regional teams while developing response and preparedness plans.
Support disseminating the plans to various national COMMUNITY NUTRITION stakeholders.
Support community nutrition regional teams in rolling out regional-level nutrition ERP trainings for community nutrition supported staff.
Ensure that community nutrition-related products reflect/include/consider emergency response and preparedness.
Provide substantial input into the new project products, materials, and activities, particularly community-based disaster risk reduction.
Lead the design of the Emergency Response and Preparedness Plan, hard and soft components related to community nutrition priorities.
Collaborate other line sectors/partners to ensure availability of required nutrition stocks.
Emergency Response
Ensure the delivery of identified services and programming under the different response modalities (Emergency Response Plan) to the highest quality and standard.
Ensure community nutrition response is aligned with technical, humanitarian standards and coordinated with the national and regional nutrition mechanisms.
Communicate and coordinate with community nutrition focal persons at the national and regional levels and other relevant field-level actors.
In close collaboration with field teams, prepare and share regular progress update.
Work with Learning Monitoring and Evaluation (LME) team to ensure data quality.
Recovery (Supplemental Funding)
Provide technical support to Community Nutrition in designing and writing proposals for utilizing available supplemental funding in line with the donor’s requirements.
Support Community Nutrition and the partners in implementing the approved supplemental funding-related activities.
Coordinate as needed with the various components of FHI 360 working in country (e.g. Crisis Response Team, Alive & Thrive, Healthy Behaviors, etc) as needed.
Provide any other support as needed to ensure the successful completion and documentation of the supplemental funding received.
Desired experience, skills and attributes:
Must have sufficient management and coordination expertise and experience and demonstrated professional relationships to fulfill the requirements of the position.
Demonstrated ability to interact with donors particularly USAID, implementing partners, and host country governments on EPRR issues.
The successful candidate will have a passion for emergency preparedness, response and recovery following minimum requirements:
Proven experience working in a high-stress environment and ability to live in conditions of physical hardship.
Must have familiarity and experience with emergency preparedness, response and recovery best practices such as Sphere standards, hazard mapping, HRPs, HNOs.
Proven success in designing and implementing community-based emergency preparedness, response and recovery and disaster risk reduction projects.
Experience managing programs in a large-scale emergency relief setting with sectoral experience in nutrition but with multisectoral experiences in protection, WASH, health, Nutrition and resource provisioning, food security and livelihoods.
Experience with INGO procedures, approaches, and operations.
Proven ability to collaborate with multi-cultural staff including training, facilitation, capacity building and mentoring.
Strong oral and written communication and presentations skills
Familiarity with USAID or other USG administrative, management and reporting procedures and systems; experience with contracts preferred.
Demonstrated in-depth understanding of the Ethiopia Nutrition sector and national and regional Emergency Nutrition Coordination platforms.
Proven track record managing and coordinating emergency project team composed of several technical experts and fostering teamwork.
Exceptional written and verbal communication skills
Fluency in English is required.
Demonstrated proficiency in the use of Microsoft Office Suite
Partner/Sub-Award Management:
May be daily POC (Point of Contact) with clients for some projects on technical matters.
Capacity Building, Training and Supervision:
Develops and implements technical training and capacity building interventions.
Identifies strategies to address training gaps.
May supervise or provide technical guidance to staff members locally and in the region.

Manages the processes, services, planning, organizing, coordinating, and controlling of all technical resources for a project.
Project/Program Reporting:
Drafts sponsor financial and technical reports.
Collates and uploads output and deliverables data to sponsor data systems.
Prepares and delivers presentations to sponsors on progress.
Helps in the development and review of work plans.
Creates technical content, owning the content, true experts at an advanced level (maybe the most senior technical person).
Serves as the primary author for technical deliverables (e.g., reports, presentations, manuscripts).
