About MSF

Médecins Sans Frontières (MSF) is an independent international medical humanitarian organization that delivers emergency aid in more than 70 countries to people affected by armed conflict, epidemics, natural or man-made disasters, or exclusion from healthcare. 

Main Purpose

Defining, coordinating and monitoring all data-related activities including data collection, analysis, reporting, monitoring, and evaluation processes according to MSF OCB protocols, standards and procedures to ensure quality medical care for patients and their communities and to improve the health condition of the population.

Accountability

• With the support of the Desk Epidemiologist & MedCo, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow-up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information

• Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.

• On a monthly, quarterly or basis of request, implementing detailed analysis of recorder data for key indicators for the project to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identify and report any new and interesting indicators for review with the medical team for potential follow-up where relevant.

• Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data

• Planning and supervising, with the support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development and internal communication) the data team to ensure having the appropriate team in terms of size, capabilities and skills

• Participating in meetings and/or trainings as requested and scheduled by the manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings

• On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analyzed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity

• Performing additional activities whenever needed and as requested by the supervisor.

MSF Section/Context Specific Accountabilities

  • Monitoring & Surveillance

Technically support the medical and paramedical project teams on development of quality logframes including objectives, indicators etc. as per MSF guidelines

  1. Ensure interlink between project logframe indicators and the mission HIS

  2. Technically support measurement and analysis of indicators

  3. Provide in-depth analysis as per requests and routinely

 SSD OCB Mission Health Information System (HIS)

i. Ensure functionality and sustainability of the mission Health Information System (HIS) including its passive and active surveillance systems.

ii. Ensuring that all pillars of the HIS are updated as per the intervention needs including epidemiology software tools, data flow, related SoPs and other essential pillars of the system

iii. Make sure that all staff involved in the HIS are equipped with required knowledge and skills to utilize tools, software’s etc.

iv. Lead the set-up and revision as per requirements of the project data flows including all key steps

v. Ensure relevant data is shared timely with medical department & national surveillance stakeholders as well as other health partners if relevant

•  Infectious disease outbreak surveillance & response

   i.          Ensure functionality and agile reactivity of the mission’s active surveillance system and early

detection of suspected notifiable diseases through a robust passive surveillance system.

   ii.          Provide rapid timely epidemiological insights and data analysis on suspected cases of notifiable diseases and act as a technical referent on epidemiological aspects during disease outbreaks

•         Assessments

Support the medical and paramedical team in needs assessments and any other type of assessment where methodological support is required

•         Capacity Building

   i.          Identify and propose capacity building sessions based on identified gaps for the data / epi team as well as for other medical staff related subjects

   ii.          Prepare and lead approved quality trainings

   iii.          Ensure a long-term capacity building plan is in place

•         Coordination, supervision, technical and administrative guidance

   i.    Coordinate with external key stakeholders when required and attend relevant external meetings

   ii.   Closely collaborate and coordinate with medical and paramedical staff at coordination and project level

   iii.  Provide technical support to Data team as well as all other medical staff on any epidemiologic data related aspects such as data flow, data analysis etc.

   iv.  Provide professional guidance to directly line managed staff.

Job Requirements

Education

  • Desirable degree (or masters) in Epidemiology or Public Health with extensive training in statistics and epidemiology.

  • Desirable specialization or training in tropical diseases.

Experience

  • Desirable working experience with MSF or other NGOs.

  • At least 2 years of experience in M&E/Data Management.
