Job Purpose:

Amref Health Africa in Ethiopia is a TA partner (consortium member) for a new five-year TB LON Activity in four developing regional states (DRS) of Ethiopia led by Beza Posteriority Development Organization (BPDO) and funded by USAID. This flagship prorgam aims to contribute to national and regional efforts to achieve the END TB 90 (90) 90 milestones by 2025 contributing towards the National End TB target of 2035 through narrowing TB program performance gap in DRS with a focus on the Key Affected population (KAP) groups.

This position has the role of providing technical leadership for TB/MDR activities of the activity including advising the government, consortium partners, and regional sub-awardees. The position supervises and coaches the functions of regional TB/MDR technical advisors. Therefore, we are seeking a dynamic, experienced, and highly organized Senior technical advisor to provide technical expertise and support in the planning, implementation, and evaluation of TB especially for MDR TB control and management interventions of the TB LON activity.

The position will be based in Addis Ababa, with regular travels to the field to provide technical and implementation support to both county and regional health bureaus and other IPs and actors. This role requires a solid understanding of the Ethiopian health system, the National TB program (NTP), pastoralist TB approaches, and other related strategic and technical guidelines.

Main Duties and Responsibilities:

Under the supervision of the Technical Director, the Technical Advisor for MDR TB is responsible for performing the following tasks:

  • Serve as key technical assistance (TA) personnel in the national TB LON partnership, especially in technical leadership of programmatic and clinical management of TB/MDR TB

  • Provide technical guidance for TB LON activity consortiums and team members through guiding SOPs, manuals or minimum TA package

  • Lead the design and implementation of quality-of-care interventions, Standard of care (SOC) tools, and approaches for different contexts focusing on the pastoral communities as TB KAP groups

  • Lead development of a work plan and TA plan annually and quarterly for TB/MDR intervention of the Activity

  • Work with the technical team including the TB Technical Director, TB Laboratory advisor, and other advisors across consortia at national and regional levels to ensure the activity is implemented as per desired standards.

  • Assist in the preparation of quarterly, bi-annual and annual reports as well as interim status reports as required

  • Supervise and support regional technical advisors for MDR TB and other teams in addressing TA support and quality initiatives are optimally addressed

  • Provide technical support to the MOH directly and through participating in technical working groups for the successful implementation of the NTP and TB LON

  • Closely work with led and sub-awardees including local IPs and TB patient associations designing, testing, and developing, guidelines, and SBCC manuals

  • Participate in the creating and implementing learning agenda and documentation of lessons from TB LON Activity

  • Provide support in strengthening the use of TB data and evidence, across all levels of the health system to improve service quality

  • Carry out other duties as assigned by the immediate supervisor.  

Job Requirements

Required Educational Qualifications:

  •  Qualifications - a master’s degree in public health or a degree in Medicine (MD) or MD with MPH or a closely related field of study in healthcare is required.

Experience:

  • A minimum of eight years public health work experience of this five years (5) of experience in TB program technical leadership and other public health work (in such areas as providing health technical assistance, and health program implementation in areas of TB/MDR TB) is required.

  • Prior work experience with USAID is desirable.

  • Knowledge of and experience in quality of care and commodity management, including new TB diagnostic technologies, with particular reference to TB diagnosis and PMDT.

  • High level of Technical assistance (TA) skills, Supervisory and coaching skills,

  • Good Problem-solving skills, Partnership and capacity development skills,

  • Excellent communication, and interpersonal skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse partners.

  • Computer literacy; competency with Microsoft Office, internet, and email systems.

  • Fluency in written and spoken English is required.

  • Ability to work independently as well as in collaboration with colleagues and partners.

  • Willingness to travel frequently within the DRS regions.
