Swiss Church Aid/ HEKS has country programmes with focus on Natural Resource Management, WASH, and Inclusive Markets for Smallholder Pastoralists & Farmers and Humanitarian Assistance for drought and conflict affected communities. Swiss Church Aid (HEKS/EPER) Ethiopia is looking for qualified and committed Livestock Officer for its integrated emergency responses project in Borana zone of Oromia region.
Swiss Church Aid (HEKS/EPER) Ethiopia with the financial assistance from Austrian Development Agency (ADA) is planning to implement an integrated emergency response in four target woredas of Borana zone. The project provides diverse livelihoods and market-based responses including community-based protection services to disaster affected target communities in Borana. The main objective of the project is to enhance the ability of vulnerable households from IDP and host communities in target woredas in the Borena Zone, Oromia, Ethiopia to recover from climate-related shocks and strengthen protective environment and resilience to recurrent and future crises.
· Participate actively in the identification of relevant livestock market system actors (input suppliers, wholesalers, PVPs CAHWs, Producers) and governance frameworks (formal and informal), and all support markets and functions.
· Participate actively in the household targeting for the animal health service voucher and commercial restocking intervention as assigned by supervisors.
· Prepare plan of action for effective livestock and input activity implementation in consultation with project team,
· Participated in planning, implementation and monitoring of livestock input /animal health service voucher and commercial restocking activities.
· Contribute actively to development of key monitoring and measuring indicators, milestones, and plans in close collaboration with supervisor and M&E team, and solely responsible for monitoring and reporting all output, outcome and impact indicators for the animal health service voucher and restocking intervention.
· Ensure that all activities are implemented according to the agreed technical specifications and quality, the agreed time schedule, and within the limit of the approved budget.
· Ensure adequate consultation and participation of woreda and kebele level stakeholders throughout the project cycles such as in project planning, implementation, and monitoring of the activities.
·Ensure transparent and legitimate beneficiaries’ selection is conducted at community level with utmost participation of stakeholders at woreda and kebele level.
· Ensure that complete beneficiaries distribution lists are prepared, according to HEKS/EPER guidelines.
·Acquire accurate information about selected beneficiaries’ families, their problems, needs and capabilities.
· Prepare and develop periodic reports and weekly progress updates in a standard and quality manner.
· Register any feedback (complaint, suggestion etc.) from the community, or other relevant stakeholders and report it to team leader and field office.
· Respect HEKS/EPER global code of conduct and other organizational policies and guidelines
·Conduct other duties as may be assigned by the Project team leader and Project Officers
· Represent HEKS/EPER at kebele level at various forums, including providing updates project reports, information, plans and other relevant topics.
DVM or MSc Degree in Veterinary Medicine, Animal Science, and related fields.
Minimum of 4 years of professional work experience in managing projects in livestock production and food security.
Proven experience in livelihoods, NRM and emergency livestock interventions.
Evidence of project cycle management experience, including design, planning, budgeting, monitoring & evaluation, and reporting.
Experience in working with pastoral and agro pastoral communities.
Demonstrable experience of working in Borana Zone desirable.
Willingness to work in remote areas, ability to work with minimum supervision.
Proficiency with Microsoft Office applications.
Strong communication and interpersonal skills.
Knowledge of local language, Afaan Oromo, is required.
Strong sense of integrity and personal commitment to the goals and values of HEKS/EPER.
