Pathfinder Overview:

Project Overview:

The proposed project will explore how best to serve hard-to-reach adolescent/youth (A/Y), most notably those out-of-school, Pathfinder will conduct implementation research to understand these girls and boys better and then identify potential interventions to test for these populations. The proposed project will explore how best to improve key FP/SRH metrics for the adolescent boys and girls. Reaching marginalized adolescent girls and boys will advance GOE's priorities of reducing unmet need for FP, reducing teenage pregnancies, as well as reaching HPV vaccination goals. Additionally, the proposed project will support key GOE priorities and bolster GOE efforts to support adolescent health in the most effective way, considering adolescent preferences and needs to design youth-friendly services in a user-centered way to achieve maximum impact.

Summary of Role:  

The research Advisor will be responsible for framing the assessment concepts. Oversees the research designing process and ensures that research methodology, data collection analysis and reporting meets expectations as well as the overall project goal and purpose. Actively participates and leads the research aspect of the project from planning to evaluation. In close collaboration with the consultant firm, will produce the expected deliverables. He/she will Participates in the MEL activities of the project.

Reports to: Project Manager

Key Responsibilities:

Evidence generation and documentation /Knowledge management

  • Leads the research aspect of the project from planning to evaluation and in close collaboration with the consultant firm to produce the expected deliverables.

  • Provide research expertise and oversight of framing the assessment concepts, evaluations, analyses, and reports.

  • Oversees the research designing process and ensures that research methodology, data collection analysis and reporting meet expectations as well as the overall project goal and purpose.

  • Provide critical expertise on evaluation methodology, including sampling procedures, survey methodologies, quantitative and qualitative data collection methods, and gender-sensitive methodology.

  • Provide technical direction in the planning and coordination of analytic activities, ensuring that the methodologies used to undertake the analytic requirements address gender, disability-inclusive, and/or conflict-sensitive measures.

  • Document project achievements for communications materials such as annual reports, brochures, and website updates.

Monitoring Learning and Evaluation

  • Develop key project metrics and support progress monitoring and evaluation.

  • Technically support the monitoring and learning strategies, frameworks, plans and indicators to capture project performance and results.

  • Support periodic implementation review process to monitor progress and identify specific actions that may be needed to achieve expected results and participate in the design of the project evaluation.

Partnership and collaboration

  • Collaborate with technical advisor; monitoring and Evaluation team and regional coordinators to deliver high-impact results.

  • Work closely with the university research partners to implement joint activities and transfer of skills.

  • Engaging in different Technical Working Groups at the Ministry of health

  • Representing the organization at various partners’ meetings

  • Represents the project on partners' and donors’ meetings to further develop collaboration and partnership for synergetic results.

  • Work with partners, country team and headquarters team to document project achievements for communications materials such as annual reports, brochures, and website updates.

  • Carries out other duties as required by management.

Job Requirements

Required Education and Work Experience:

  • Bachelor’s degree in education research and evaluation, or other social sciences with emphasis on evaluation and research methodology

  • At least eight (8) years of experience supporting in the same field

  • Demonstrated experience using quantitative and qualitative data analysis skills.

  • Demonstrated experience in gender and inclusive development analysis skills.

  • Experience in managing and leading MEL activities

Preferred Education and Work Experience:

  • Master’s degree and at least six (6) years of related experience, managing and coordinating development programs.

  • In-depth knowledge of the latest professional development in Gender and Adolescent programming is a plus

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Travel required (30% or less)
