Job Description
Swiss Church Aid (HEKS/EPER) is looking for a qualified and committed Humanitarian Coordinator for its integrated emergency responses projects in Ethiopia funded, among others, by the Austria Development Agency (ADA) and the UN Office for the Coordination of Humanitarian Affairs (UNOCHA). The Humanitarian Team Leader provides leadership to the humanitarian project teams and managerial and technical oversight. S/he will be responsible for the effective and efficient implementation of project activities and achievement of expected results, in line with donor compliance requirements. S/he will provide management and technical support to project staff, monitor progress against plans and deliver quality reports against agreed schedules. The post holder will actively engage in writing Triple Nexus project proposals to secure further funding from institutional donors. One important task will be to act as security focal person for selected projects / geographic areas. S/he will document learning and ensure it is fed into wider organizational planning and strategic direction.
To ensure project activities and budget utilization are periodically and adequately planned and reviewed with full participation of all project teams.
To coordinate timely and result-oriented implementation of planned project activities.
To conduct regular field trips, and undertake periodic reviews to follow up on the status of project implementation against implementation plan
To regularly and strictly assess security environment and to guide the implementation of the security standards and procedures.
To lead / participate in organizational or multi-stakeholder assessments at field level.
To actively engage in high-quality proposal development for new interventions.
To facilitate joint monitoring and experience sharing activities among HEKS/EPER team and partner organizations.
·To ensure that project visits of guests, funders, supporters and stakeholders are effected safely, smoothly and effectively.
·To ensure relevant lessons, best practices and innovations are captured and shared with relevant partners and stakeholders.
·To support design of project evaluations by HEKS/EPER or other service providers, in collaboration with the MEAL Officer.
·To ensure quality monthly, quarterly, bi-annual and annual activity and financial reports are developed and submitted to HEKS/EPER Country Office, government and other relevant stakeholders such as selected donors.
·To ensure that gender issues are properly addressed during the process of the project planning and implementation.
·To maintain ongoing communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges.
·To represents HEKS/EPER at target Humanitarian cluster meetings, or other meetings organized by cooperating agencies (donors, UNDSS, platforms etc) as required.
·To carry out other duties as assigned.
Education, Qualifications & other knowledge
BA/BSc in Economics, Rural Development, Social Science or related fields
At least seven years of relevant and documented experience in humanitarian project implementation and emergency programming management
At least four years of relevant and documented experience in project coordination
Willingness to work in a volatile security environment
Demonstrable employment with NGOs
Experience in coordinating humanitarian activities / interventions
Experience in coordinating, supporting and coaching teams
Experience of generating information and effective report writing
Experience in leading / coordinating safety and security protocols and procedures
Ability to establish credibility and maintain supportive relationships with project staff, partner organizations, beneficiary community, government and other stakeholders
A very good understanding of the humanitarian system, principles and key relief sectors (e.g. strong knowledge of and demonstrated experience with SPHERE and understanding and experience of the cluster approach to coordination and response)
Strong communication and listening skills
Ability for information generation, situation analysis and timely dissemination
Understanding of financial requirements of projects and ability to prepare and manage budgets
Excellent command of written and spoken English and Amharic
Very good verbal and written reporting and presentation skills
Very good level of IT skills and computer literacy
Strong leadership and decision making skills
A reliable staff member with ability to prioritize and manage a busy workload
Holds him/herself and colleagues accountable for delivery of responsibilities
A broad, mature and strategic thinker with an eye on details
Willingness to level and spend substantial amount of time in the field with project staff and beneficiaries

MA/MSc in the same fields
Experience in working across cultures and themes
Demonstrable employment with International NGOs
Experience of sensitive planning for gender equality and empowerment of women and other marginalized groups (children, people with disabilities etc.)
Experience in managing UN agency funded projects
Submission of reports for UN Cluster system
Ability to speak other local language of Ethiopia
Project and proposal development skills
Knowledge of other local languages of Ethiopia
