 GENERAL DESCRIPTION OF THE ROLE

 Manage and oversee the health and Nutrition project at the area office level to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to the line manager (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or underspending on project budget).

Provide strong leadership of the assigned health and Nutrition project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities (where applicable), and local health staff.

Contribute to the development and implementation of an appropriate and effective health and Nutrition strategy including proactive planning for responsible exit in consultation with the country health advisor, other health staff and field managers.

Set clear objectives and indicators for health and Nutrition activities in collaboration with the country health advisor, health staff, field managers and, where appropriate, with the local communities.

Continuously monitor and supervise health and Nutrition activities, evaluating progress through outputs and impacts using data, and involving the health team in analysis and taking appropriate action as needed to ensure continued progress.

Provide input into the integration of accountability to affected populations (AAP) in all aspects of the project.

Ensure accurate and timely reporting of activities according to GOAL, donor and other applicable timeframes and formats.

Support the development of new proposals by providing relevant information and data linked to the assessed needs and gaps and the GOAL country strategy, in conjunction with the relevant field managers and the country health and Nutrition advisor.

  KEY AREAS OF ACCOUNTABILITY/DUTIES

 1.       As a member of the Programs Implementation team, contribute to:

·         Promotion of GOALs values of accountability, ambition, creativity, integrity, and collaboration through personal role modelling and capacity building with the program team

·         Encouraging a team culture of learning, creativity, and innovation, and freeing up our people to deliver outstanding results for children and communities.

·         Establishing, maintaining, and improving active and regular working relationships with relevant government authorities, donors, partner agencies, and communities

 2.       Management of Program Implementation

·         Responsible for management of Child Protection program implementation in Tigray Region proposed results are achieved on time, within budget and in compliance with donor regulations.

·         Manage program budgets including monthly budget forecasting and quarterly budget revisions.

·         Provide technical leadership on program implementation methodologies in line with good practice and in collaboration with the woreda program managers.

·         Ensure that programs are implemented in ways that are responsive to communities and children, in line with GOAL’s principles, values and strategic plan and compliant with GOAL’s procedures.

·         Work with relevant government and non-government partners to strengthen capacity on child protection programming and advocate for improved child protection systems and policies.

·         Manage program partnerships including partner capacity building, follow-up, and reporting.

·         In close coordination with the Protection officer, participate in proposal development processes related to child protection programming.

·         Work to develop timely and high-quality progress and final reports for external and internal use. These should be results-based and demonstrate progress against agreed indicators.

·         Ensure appropriate, timely, and accurate data collection against agreed indicators to enable both internal and external reporting.

 3.    Staff Management, Mentorship, and Development

·         Contribute to the recruitment of a team of program staff, building technical and planning capacities and supporting them to play a leadership role in program implementation.

·         With the woreda manager, build staff capacity and understanding of their role in both a development and emergency response context.

·         Supervise, mentor and manage the program implementation team ensuring that staff achieve the program’s expected results on time and within quality standards.

·         Work with staff to define each person’s performance objectives and professional development plan and evaluate direct reports regularly.

 4.    Collaboration and Representation

·         Regularly coordinate and collaborate with other program managers and program teams to strengthen programmatic synergies and impact for children in Upper Nile State.

·         Represent child protection programming on behalf of GOAL with government, non-government agencies, and communities and within GOAL as appropriate.

 5.    Emergency Preparedness and Response

·         Actively participate in the Country Office’s emergency preparedness and planning processes

·         Where possible, integrate emergency preparedness in all program planning and team meetings to ensure that it is being considered in all stages of program planning and implementation.

·         In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.

·         At least five years of experience in Health and nutrition programs of which at least one year is in a conflict setting, managing complex emergency responses, with a focus on emergency health and nutrition, working with host communities and IDPs.

·         Degree in a relevant discipline, BSC in Clinical Nursing/Public health officer, humanitarian aid, , social sciences, or a related field.

·         program management level with demonstrable ability to influence a team of technical and support staff overseeing a large and complex program.

·         Demonstrable previous experience in program implementation and review.

·         Experienced and confident in representation with government at all levels, with institutional donors (PRM, ECHO, etc) UN agencies, NGOs, and government departments.

·         Excellent management skills with the ability to quickly reprioritize activities to meet the demands of the program in a rapidly changing context.

·         Good interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues.

·         Commitment to capacity building staff, Proven management ability to lead, motivate and develop staff

·         Excellent writing skills.

·         Enthusiastic and willing to work unsociable and/or long hours to meet the needs of the program.

 Desirable quality, skill and competence

 ·         Prior work experience in Tigray, region of Ethiopia with a history of chronic and acute crises.

·         Prior experience overseeing the implementation of programs in large-scale emergency response contexts.

·         Technical knowledge in health, WASH, Livelihoods, and nutrition.
