TEAM/PROGRAMME: Ethiopia Cash Working Group

Location: Addis Abeba

GRADE: 1A

Contract Length: 5 months, with possibility of extension

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

Organizational Context and Scope ROLE PURPOSE:

The Coordination Support Lead -ECWG will work under direct technical supervision of CWG Coordinator and Co-chair, Addis Ababa.

The Coordination Support Lead - ECWG is to support the CWG Coordinator in fulfilment of his/her coordination  mission to:

·       Leadership and coordination of the national and regional CWG activities that comprise of 107 organizations from INGO, UN agencies, donors, LNGOS and line government ministerial offices.

·       Provide leadership in emergency and crisis preparedness, response, and recovery. Response through CVA programing in Ethiopia. 

·       Liaise and coordinate with all clusters, ICCG, HCT and other relevant plat forms for effective and efficient planning, implementation, monitoring and standardization of CVA Programing in Ethiopia.

·       Ensure evidence-based actions, gap-filling and sound coordination; and enhance accountability, predictability, and effectiveness of Cash Working Group actions

·       The Coordination support lead is expected to represent the CWG in supporting Whole of Ethiopia  initiatives, including: (i) coordinating with other CWGs (HCT-CWG and the HLG-CWG) on country-wide issues, including price inflation, currency fluctuations, market system functionality, etc.); and contributing to the yearly humanitarian response planning (HRP) facilitated by OCHA’s and NDRMC

·       The CWG Coordination support lead will work closely with all CVA stakeholders (communities, authorities, private sector service providers, relevant ministries, NGOs, donors, UN agencies and other relevant  stakeholders) to provide an effective, timely and strategic collective response to the developing situation, and help articulate the vision for cash and voucher assistance, as an integral component of the humanitarian response in Ethiopia.

·       To deputise and cover for CWG coordinator in his/her functions when and where necessary.

SCOPE OF ROLE:

Reports to: Thematic Director, FSL and Resilience

Dimensions: Work with all 107 organizations from INGOS, UN agencies, LNGOS and donors. In addition, directly work with regional CWG leads, All clusters at national level, ICCG and HCT

Number of direct reports: Directly work with National and regional CWG leads from other agencies. 

KEY AREAS OF ACCOUNTABILITY:

STERATEGY AND VISION

·       Promote and give guidance on the centrality of Cash and Voucher Assistance (CVA) in the context of the humanitarian response in Ethiopia. Together with the Coordinator, develop strategies in collaboration with WG members to ensure that CVA best practices are systematically implemented and updated in the humanitarian response interventions.

·       Contribute to countrywide strategy development and promoting the centrality of CVA

·       Provide strategic insight on the conceptualization of an exit strategy from emergency MPC, with special emphasis on referrals and alignment with early recovery/stabilization/durable solution/social protection initiatives where possible.

·       Technical support to stakeholders to promote quality CVA programming.

·       Provide technical advice to stakeholders, as requested, on efficient, effective and context appropriate CVA programming for affected population

·       Draft/update MPC and sector specific CVA guidelines, key messages and Standard Operational Procedures as needed

·       Assist the CWG, including organizations such as REACH, iMMAP, HNAP, in designing tools such as, market and needs assessment, response analyses, selection of delivery mechanisms PDM meta-analyses, risk management/mitigation and facilitate stakeholders’ access to tools;

COORDINATION

·       Coordination support role of the CVA programing in Ethiopia

·       Ensure and liaise with 107 member organizations, donors, all clusters, ICCG and HCT at national and regional level.

·       Participate in discussions and coordination meetings at the national and sub-national levels

·       Generate reports of gaps and needs across the country and sectors

·       Take minutes in various CWG and Strategic Advisory Group meetings

·       Support and organise sub-national CWG meetings at sub-national level

·       Work with ICCG/OCHA IM unit in cross-Sector information management and analysis at the strategic level;

·       Act as the Cash Working Group focal point for Information Management Working Group meetings

·       Ensure the dissemination and adaptation as necessary of information management tools that meet the Working Group needs

·       Ensure linkages with all Cluster stakeholders, particularly local actors, for enhanced sectoral risk mapping  and gap identification

·        Ensure application of appropriate information technology for maintenance of partner lists (e.g through  Google Groups) and archiving of information (e.g through humanitarianresponse.info or other websites)

·       Attend Cluster meetings and other engagements on behalf of CWG Coordinator, including OCHA/ICCG at national level.

·       Ensure that information is shared amongst ECWG members, and that information from other sectors and clusters is made available to ECWG members in order to improve planning, integration and implementation.

·       Support the work of regional CWGs to assure strong technical knowledge and diffusion of pertinent

             information, as well as operational representation for CTPs.

PLANNING AND PREPAREDNESS

·       Provide information outputs in the local language wherever feasible

·        Assist in mapping of CWG partner capacity, needs, and context gaps-in development and delivery of joint response plans and necessary assessments

·       Engage in Humanitarian Programme Cycle initiatives with CWG inclusion in HNO and HRP

MONITORING AND REPORTING

·       Ensure adequate monitoring mechanisms are in place to review impact of the Working Group and progress against implementation plans at national and regional level.

·       Ensure CWG partners provide timely, consistent, and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making; including but not limited to monthly  5Ws reporting

·       Ensure adequate reporting and effective information sharing amongst all partners including CWG Focal points, Strategic Advisory Group, other Cluster leads and ICCG

·        Develop and maintain simple, user-friendly WG reporting formats in consultation with the local authorities, Cluster Coordinators, CWG partner agencies, service providers and other key stakeholders; these reporting formats should include provision for gender and age disaggregation of data and reporting on more vulnerable groups

·       Map Assistance coverage in Ethiopia, analysing and reporting potential gaps

·       Provide reporting to CWG accountability lines as directed by Coordinator- as per ICCG and joint  humanitarian sit-reps and other key reporting lines

·        Support and monitor the implementation of the CWG work plan (roadmap)

·       Track and monitor CWG coordination activities, such as provision of trainings, etc., provide summary and reports as required.

·       Support in assessment and Post-Distribution Monitoring (PDM) tools development, harmonisation and meta-analysis of results

·       Provide information outputs in the local language (Amharic etc) wherever feasible

CAPACITY BUILDING

·       Organise Capacity building activities at national and regional level in close collaboration/coordination with CWG partners

·       Prepare all administrative, financial, and logistical requirements for all capacity building activitie

GENERAL

·       Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

·       Display neutrality and act as the representative of all ECWG members

·       Develop and maintain a strong and positive relationship with UN OCHA, UNICEF, UNHCR, WFP, IOM, INGOs, donors and other country cluster coordinators

ADDITIONAL

·       50% of field travel will be required

·       Preform such other duties as assigned

Job Requirements

QUALIFICATIONS AND EXPERIENCE

·       Bachelor’s degree in social science, Economics & Agriculture is required,

·       At least ten years of combined field and headquarters experience in different international organizations or projects (e.g. UN agencies, INGOs, IOs, Donors, IFRC or ICRC)

·       Knowledge of the UN System, and NGO humanitarian community, and humanitarian coordination architecture (desired)

·       Knowledge of Cash and Voucher Assistance (CVA) standards, indicators and best practice

·       Knowledge of market-based approaches

·       Experience providing high-level technical trainings adapted to various skill levels and contexts.

·       Demonstrated understanding of the Coordination Architecture in the Cluster Approach in Ethiopia

·       Demonstrable ability to work and represent views across different stakeholders taking part in the ECWG.

·       Demonstrable understanding of international humanitarian response and co-ordination mechanisms.

·       Demonstrated flexibility and creativity in planning and problem solving.

·       Experience of high level co-ordination and facilitation of meetings.

·        Proven analytic skills

·       Strong communication and interpersonal skills: able to communicate and interact with a wide range of people and organisations at all levels with tact and diplomacy

Strong command of English language in writing and drafting reports and minute
