Job Description
Background:
Kefeta, USAID’s timely Integrated Youth Activity project is a holistic approach to empower Ethiopian youths to advance their economic, civic, and social development, actively promoting growth within their communities and contributing to the country’s peace and prosperity.
Kefeta envisions Ethiopian youths who are game changers: empowered to advance their own economic, civic, and social development; resilient in the face of shocks; actively promoting development within their communities and contributing to the country’s peace and prosperity. Kefeta will benefit the lives of at least two million Ethiopian youths in 18 cities, building their agency and capacity for advocacy, linking them to economic opportunities, and improving their access to youth friendly services.
As youth’s access to finance is often cited as debilitating barriers for the youth, one of Kefeta’s main intervention is to provide access to finance platform by establishing a Saving and Credit Cooperative for the youth (Youth SACCO).
Kefeta Youth SACCO is a youth-led, youth-managed and youth-owned financial institution that has a mandate to mobilize savings and provide access to affordable credit to the member youth as a way to assist their socioeconomic well-being with a suitable and creative mix of youth tailored financial products. To date, Kefeta Youth SACCO is established in 13 Kefeta targeted cities and now in the process to form a National Kefeta Youth SACCO which will serve as an umbrella organization for the city level Kefeta Youth SACCOs.
Therefore, Amref Health Africa on behalf of Kefeta National Youth SACCO is looking for the best candidate to fill the below positions.
Job Purpose:
The overall purpose of this role is to oversee that the cooperative ICT infrastructure is managed effectively, with the key aim of ensuring operational performance, risk management and implementation of ICT strategy and policies in line with overall Kefeta Youth SACCO goals.
Key Roles and Responsibilities:
ICT Strategy, policy and budget formulation & implementation:
Define and implement the company ICT strategic objectives and goals in consultation with Board and Management
Prepare and implement ICT budgets in line with overall Kefeta Youth SACCO requirements and departmental needs in consultation with Board and Management
Development and update of the ICT Infrastructure annual plan and road map.
Execute departmental objectives in line with the Kefeta Youth SACCO’s strategic plan and aligning the ICT strategy
Recommend and advise the CEO on ICT technologies, strategies, and their impact on the Society objectives
Formulate and implement sound ICT policies, procedures, strategies, and systems.
ICT Risk Management:
Ensure that data centers hosting the server are well protected and safeguarded against intrusion.
Ensure successful server backup, routine testing of disaster recovery planning, backups and restore procedures for local drives.
Maintain logs, determine critical versions of data, and execute related archiving procedures.
Ensure secured LAN and WAN data network links to support distant users.
Perform daily data backup according to the backup plan and conduct regular tests for the backup.
ICT Operational Services:
Oversee and monitor Kefeta Youth SACCO co-banking system and ensure the availability of a stable and reliable ERP Systems, Mobile Banking system, SMS system and member portal
Install, configure, monitor and maintain all computer systems and networks in the Kefeta Youth SACCO
Configure, implement and upgrade hardware and software, sets up peripherals such as printers, routers, repairing equipment.
Diagnoses hardware and software faults and solves technical and application problems.
Troubleshoots, diagnoses problems, implements corrective action procedures within prescribed guidelines and/or escalates to other technical resources as appropriate.
Updates and improves the company’s website, and work to identify ways to increase website traffic and search engines ranking
Social media accounts management.
ICT Administrative Services:
Provide training and support for all users in all KEFETA YOUTH SACCO core financial system and other relevant ICT related issues
Administers user accounts and carry out induction/training on applicable applications.
Provide expert advice on and assistance in procurement of new ICT equipment, technical specifications and information on best options in the market.
Prepare and submit weekly and monthly reports to the CEO
Participate in ICT Committee meetings

Required Educational Qualifications:
Bachelor’s Degree in Computer Science, Business Information Technology (BBIT) or related field required.
Specialized Training/Professional Qualifications:
Oracle certified and conversant with SQL Server.
CISCO CCNA or CICT Certification
Experience:
Over 4 years’ experience in mid to large sized IT Department
Relevant experience of information systems designs and modeling
Relevant experience in designing databases and developing web applications
Proven experience with software development projects, with proven ability to manage medium to large technical team.
Familiar with IBS and RBS
