GIZ supports the Ethiopian Government in various areas, increasingly also in the Ethiopian lowlands, which account for nearly 60% of Ethiopia's land area. They are inhabited by more than 18 million (agro-)pastoralists, and people who create their livelihood from related professions.
Due to population growth and the increasingly frequent occurrence of extreme weather events, this livelihood system is increasingly put at risk and the people, their livestock and the harvests have become increasingly vulnerable. Extensive resource use like overgrazing and deforestation causes food insecurity, soil degradation, and erosion. The result are dry valleys, in which rainwater flows quickly out of the area before being able to infiltrate into the soil. This further exacerbates desertification and food insecurity. To address this issue, the Dry Valley Rehabilitation and Productive Use (DVRPU) approach was developed in cooperation with the Ministry of Agriculture (MoA) and the Bureaus of Agriculture (BoA) in Afar and Somali regions.
The Capacity Development for Strengthening Drought Resilience (CDSDR) Project has started its third phase. It promotes the DVRPU approach with a series of technical, biological, economic, social, institutional, and managerial measures applied to rehabilitate entire dry valleys for the benefit of the inhabitants and their animals. Besides upscaling of the approach in Somali and Afar regions, it will expand its application to Oromia and SNNPR regions.
The Knowledge Management (KM) and Planning, Monitoring, Evaluation, and Learning (PMEL) Expert is responsible to support the programme’s objectives by:
1. Primarily, enhancing knowledge sharing, facilitating learning, and improving project outcomes by developing and implementing a comprehensive Knowledge Management strategy and efficient PMEL frameworks.
2. Developing and coordinating the production of knowledge products for external use according to GIZ standards
3. Monitoring internal and external communication and knowledge management measures/knowledge products in close cooperation with the management aiming to contribute to the further development of the DVRPU approach
4. Liaising with partners at all levels for national & international knowledge exchange, while supporting representation of the DVRPU approach
5. Making the created/collected knowledge products available to programme staff and GIZ in the form of a comprehensive knowledge management data system coherent with the GIZ knowledge management system.
6. The expert will play a pivotal role in ensuring effective project management, performance measurement, and learning initiatives to achieve organizational goals and enhance program effectiveness.
The Expert performs the following tasks:
Knowledge Management
In collaboration with the KM federal team:
1. Support in developing and coordinating implementation and monitoring of internal and external communications effort in collaboration with program management and partners.
2. Support organizational learning within the CDSDR project through systematic and regular storage, dissemination of knowledge products, arrangement of internal exchange visits and conduction of in-house training events for CDSDR staff.
3. Support knowledge management by timely and systematic collection and distribution of project’s and partner’s produced knowledge products/ researches and studies for up-scaling internally and externally.
4. Create and maintain database and website systems for knowledge products including relevant project and research findings, photo documentation and project events.
5. Provide support to the partner-owned program’s database website and provide technical support and hands-on training system in the MoA and BoAs platforms in the documentation of lessons learned.
6. Maintain and further develop the project’s photo/media archive.
7. Organize knowledge-sharing events for partners, for them to get a better insight into the management of the rehabilitated valleys.
Planning, Monitoring, Evaluation, and Learning (PMEL)
In collaboration with the M&E federal team:
1. Assist in the development and implementation of strategic plans, ensuring alignment with organizational objectives.
2. Contribute to the design and execution of project plans and initiatives.
3. Support in identifying opportunities for improvement and innovation.
4. Establish monitoring and evaluation frameworks for ongoing projects and initiatives.
5. Collect and analyze data to assess the effectiveness and impact of programs.
6. Ensure timely and accurate documentation of monitoring and evaluation activities.
7. Prepare reports and presentations highlighting key findings and recommendations.
8. Facilitate learning opportunities for staff and project beneficiaries through training sessions, workshops, and knowledge-sharing sessions.
9. Identify lessons learned and best practices to inform future strategies and activities.
10. Prepare comprehensive reports on project progress, findings, and recommendations for internal and external stakeholders.
Other duties/additional tasks
The Expert performs other duties and tasks at the request of the management
Qualifications
1. Minimum Bachelor’s degree in agricultural extension, communication, marketing, public relations, journalism or related field.
Professional experience
1. Minimum of 5 years of experience in a similar position, especially regarding the development of diverse communications products, as well as strategic communication planning, implementation, budgeting and monitoring
2. At least 3 years of working experience with governmental partners and communities in facilitating communication/training material development and knowledge transfer for (behaviour) change processes
3. At least 3 years of practical experience working with international organizations, preferably in the area of communication and communication management
4. At least 2 years of practical experience in content development, writing and/or editorial work
5. Proven experience with all MS-office products including Publisher and Adobe publishing products
Other knowledge, additional competencies
1. Very good English and Somali language skills, both written and oral
2. Knowledge of government institutions active in Natural Resource Management and pastoralism in Somali is an advantage
3. Previous work experience in Somali Region is an advantage
4. High degree of initiative, integrity, and accountability
5. Good self-organization, strong interpersonal skills and results-orientation
6. Ability to work structured and maintain the overview in a complex environment; ability to work independently and as part of a team; ability to work under time pressure; stress tolerance and patience.
7. High work ethic and willingness to travel, discipline and punctuality
