We are currently seeking qualified candidates for the position of Senior Coordination Adviser for the Feed the Future Ethiopia Community Nutrition Activity
The Program Manager will closely work with the Senior Emergency Preparedness, Response and Recovery Advisor, Senior Coordination Advisor, Senior Program Officer/Rehabilitation & WASH Engineer, Nutrition Field Coordinators, and LME Manager, and all the support staff under his/her supervision to timely, effectively, and accountably deliver community Nutrition supplemental grant activities for Feed the Future Zone of Influence conflict-affected woredas in Tigray region. She/he will lead the overall project implementation: planning, timely start, implementation, monitoring, and closing of the project. Externally, s/he will represent and liaise with regional clusters, technical working groups, and other sub-cluster emergency coordination forums and as needed also with national MOH and other coordination mechanism. S/he will Work closely with the RHBs, Community Nutrition implementing partners, different USAID IPs, S/he will oversee and guide the work of Local Implementing Partners (LIPs) and sub-primes/LIPs and Nutrition Partners working in Tigray region
The Program Manager will be responsible and accountable for project budget management, timely expenditure, adhering with donor compliance requirements. The Program Manager will ensure effective delivery of all project activities in line with the agreed plans and timeframe and meeting the highest possible quality. He/she works closely and in an integrated manner with the Community Nutrition staff at national and field level to ensure smooth delivery and reporting of all the relevant supplemental budget activities.
Location: Mekelle, Tigray Region, Ethiopia
Coordination and Program Implementation
Coordinate and oversee the implementation of the supplemental funding activities in line with the agreed workplan and timetable.
Ensure smooth coordination and communication among implementing partners in the region to avoid duplication of efforts. Develop base-specific emergency response plans, contingency plans, and project-specific deep implementation plans. Support and contribute to the development of emergency program guidelines, SoPs, tools, and implementation documents. Facilitate implementing partners' information and communication sharing. Ensure in the sharing of relevant information with the RHB and the Community Nutrition Team from the implementing partners, and relevant information from the RHB and the Community Nutrition is shared with the .Actively engage in timely implementation and monitoring of the supplemental funding activities of Community Nutrition Activities.
Closely monitor the supplemental activity budget and the various expenditures related and actively follow the procurement and any rehabilitation work being supported.
Lead Community Nutrition Regional Launching and start implementation activities at community level.
Review and validate activity progress reports for the supplemental funding activities and provide quality weekly/ monthly APR reports. Provide regular technical and operational support for the field team on the implementation of the supplemental funding activities.
Liaise with the field and MEAL teams to capture the project impact, lesson, success stories, and other materials.
Participate in the regional nutrition cluster meetings and other coordination platforms as representative of FHI-360 Community Nutrition Activity.
Liaise and coordinate with key stakeholders and partners e.g. government authorities, donors, and civil society organizations to ensure full coordination and smooth implementation of all the activities.
Follow effective and efficient utilization of organizational resource including vehicles as per the organization policy and procedure.
Ensure full compliance with FHI-360 policy, guidelines, SOPs, and other relevant national guidelines and protocols during the implementation of the supplemental funding activities.
Promote and maintain Diversity, Equity, Inclusion, and gender through the emergency project cycle.
Provide technical and operational support for the Zonal coordinators in a timely and professional manner.
Ensure project LIPs deliver Community Nutrition activities as per agreed DIP, and proper budget utilization in compliance with the donor requirements and delivers the expected project reports and documentation both within agreed timetable.
Conduct regular Joint supportive supervision and monitor the implementation project activities of the LIPs.
Manage staff under, onboarding, Performance Appraisals, monitoring and during planning activities.
Coach and mentor staff engaged in the supplemental funding activities.
Supervisory Responsibility
8-10 regional and field staff report to this position.
Must have sufficient management and coordination expertise in emergency and developmental projects and demonstrated professional relationships to fulfill the position's requirements.
Demonstrated ability to interact with donors, particularly USAID, implementing partners, and Country office Community Nutrition staffs and with other FHI-360 teams.
The successful candidate will have the ability to budget, diversified project team, and different crises response and developmental projects.
A relevant university degree (Nutrition, Health related), preferred master’s degree on MPH, and a minimum of 10 years’ experience working in Ethiopia with the ability to rapidly deploy and travel within the country.
Proven experience working in a high-stress environment and ability to live in conditions of physical hardship.
Must have familiarity and experience with emergency preparedness, response, and recovery best practices such as Sphere standards, hazard mapping, HRPs, and HNOs.
At least 7-10 years of managing /leading emergency preparedness, response, and recovery projects in Health, Nutrition and WASH in Ethiopian context.
Experience managing programs in a large-scale emergency relief setting with sectoral experience in nutrition but with multisectoral experiences in protection, WASH, health, Nutrition, resource provisioning, food security, and livelihoods.
Experience with INGO procedures, approaches, and operations.
Familiar with localization agenda and experience of managing different LIPs
Proven ability to manage with diversified staff, capacity building, Coaching, and mentoring and performance monitoring.
Familiarity with USAID or other USG administrative, management, and reporting procedures and systems; experience with contracts preferred.
Demonstrated in-depth understanding of the Ethiopia Nutrition sector and national and regional Emergency Nutrition Coordination platforms.
Strong oral and written communication and presentation skills.
Demonstrated proficiency in the use of Microsoft Office Suite.
Fluency in English is required and understanding of local context is required.

Leads aspects of business development and project design efforts (such as drafting management section in a proposal).

Involved in capture management, selects partners, and drafts team agreements and leads aspect of proposal design.
Writes proposal sections (management, similar experience, etc.)
Leads sub-award design and is responsible for sub-award monitoring.
Monitor and approve all budgeted project expenditures.
Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis (monthly/bimonthly)
Manage all project funds according to established accounting policies and procedures.
Ensure that all financial records for the project are up to date.
Prepare financial reports and supporting documentation for funders as outlined in funding agreement.
Coaches, mentors, and manages project team to ensure quality, efficiency and compliance with project and company standards/policies.
Provide guidance and monitoring for project staff, ensuring clarity over project plans and priorities, and encouraging effective teamwork.
Manages the development of project teams to ensure compliance with policies and procedures; also, to develop and implement process improvement plans.
Develop tools and techniques for delegating tasks according to the skills of every team member and also to evaluate the performance of all team members.
Ensure that all project personnel receive an appropriate orientation to the organization and the project.
Works independently and with other agencies to build local community acceptance.

Bachelor's Degree or its International Equivalent in (Nutrition, Health related), preferred master’s degree on MPH, and a minimum of 10 years’ experience working in Ethiopia with the ability to rapidly deploy and travel within the country.
Master's degree in public health, nutrition, or any related field preferred
Project Management (PM) Certification preferred.
Typically requires a minimum of 8+ years of relevant experience with projects management principles and practices, 2+ years of line management experience required.
Minimum of 10 years of related work experience, including managing and implementing Emergency, Preparedness, Response, and Recovery activities for USAID-funded programs, preferably in Ethiopia.
At least five years of relevant senior-level professional experience managing and implementing humanitarian programs in Ethiopia.
Preferred to have training/ facilitation experience in Budget Management, Project Management, CMAM/SAM, MHPSS, AMIYCN/IYCF-E, and SBC and EC
Strong interpersonal, networking, and advocacy skills and demonstrated stakeholder coordination and management competency.
Familiar and worked closely with national and regional EPRR initiatives and coordination platforms.
In-depth understanding of local government and planning and budgeting processes from the national to the kebele level.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
International or domestic (US) program development or project management preferred.
Typical office environment.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
