Job Description

Organization Background: JSI is a US-based public health nonprofit organization committed to delivering high-quality technical and managerial assistance programs worldwide. With over 25 years of experience in Ethiopia, JSI has implemented over 60 projects, focusing on improving health outcomes, quality, and equity in access to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. JSI has actively contributed to various areas, including primary health care, community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview:

The USAID Quality Healthcare Activity (QHA) aims to enhance health outcomes by improving the readiness of health facilities to deliver quality RMNCAH services, enhancing management and accountability for quality service delivery, and restoring services in conflict-affected areas. QHA's strategies will assist the government of Ethiopia in building responsive, resilient, and sustainable public and private health care systems. The five-year project, funded by USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and the Network of Ethiopian Women's Associations (NEWA) (May 01, 2023 - April 30, 2028).

Job Summary:

As an embedded Health Systems Advisor within the Amhara Regional Health Bureau (RHB), you will be responsible to support the RHB head for crafting and follow the implementation of health system strengthening initiatives. Your role involves providing strategic and high-level support to the regional health bureau for planning and implementing high quality health services, offering technical backup support in health service restoration, and executing other activities assigned by the regional health burau head and his/her designee.

Key Responsibilities:

Health system strengthening and resilience

  • Assess, analyze, and enhance the overall health systems within the Amhara Regional Health Bureau to ensure increased capacity, efficiency, and resilience.

  • Collaborate with relevant stakeholders to identify gaps and opportunities for improvement in health service delivery, infrastructure, and human resources.

  • Offer technical expertise and backup support to ensure the quality and effectiveness of health services, with a specific focus on RMNCAH.

  • Collaborate with health partners and facilities to address challenges, share best practices, and implement solutions for improved service delivery.

  • Develop and implement strategies for emergency response/health service rehabilitation and restoration within the Amhara Regional Health Bureau, ensuring the readiness and effectiveness of health facilities in handling emergencies, including conflicts and natural disasters.

  • Collaborate with regional health authorities and relevant stakeholders to establish robust emergency response plans, protocols, and training programs for health professionals.

  • Monitor and evaluate the implementation of emergency response activities, providing timely feedback and recommendations for continuous improvement.

  • Serve as a focal point for coordination between the regional health system and emergency response partners, contributing to a unified and effective response to health crises.

Capacity Exchange Activities:

  • Develop and implement capacity-building initiatives to enhance the skills and knowledge of health managers and leaders within the region.

  • Facilitate exchange programs and workshops to promote knowledge transfer, collaboration, and continuous learning among health system stakeholders.

Liaison and Communication:

  • Facilitate regular communication channels to ensure a seamless flow of information between RHBs and partners, promoting transparency, and collaboration.

  • Collaborate with relevant stakeholders to identify and mobilize resources required for health system strengthening initiatives.

  • Work closely with partners and RHBs to explore funding opportunities, partnerships, and grants

  • Engage with internal and external stakeholders, including government agencies, NGOs, and community organizations, to foster collaboration and alignment.

  • Build and maintain positive relationships with key partners to ensure coordinated efforts in achieving health system strengthening and RMNCAH goals.

Additional Assigned Activities:

  • Execute additional activities as assigned by the supervisor, which may include participating in research, contributing to policy development, or taking a lead role in specific health-related projects.

  • Stay informed about emerging trends, innovations, and global best practices in health systems, quality of health care, health service restoration and rehabilitation to bring valuable insights to the regional context.

Job Requirements

  • Master's degree in public health, health systems management, or a related field.

  • Minimum of 15 years of experience in health systems strengthening and RMNCAH.
