PROGRAM:         Integrated multi sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region

  MINIMUM HOURS OF WORK: 40 hours per week

Program background:

Project HOPE Ethiopia has secured funding from Ethiopian Humanitarian Fund (EHF) to implement Integrated multi-sectoral response (Health, Nutrition, and Protection) to support conflict affected IDP Returnees in Gudetu Kondala Woreda, West Wollega Zone, Oromia Region. This project, jointly implemented with Fayyaa Integrated Development Organization (FIDO), will provide integrated life-saving emergency and essential Primary Health Care (PHC), Nutrition, and Protection services to conflict affected returnees. It will also restore relevant service delivery systems through static and outreach/mobile modality, facility rehabilitation and strengthening capacity of targeted sectors.

 The core interventions of this humanitarian response project are to delivery of vaccination services, Sexual and Reproductive (SRH) services, treatment of sick children and adults, outbreak disease control including Cholera, Malaria and Measles case management, improved provision of maternal and newborn health, mental health services to returnees; prevention and treatment of acute malnutrition together with Maternal and Infant & Young Feeding in Emergencies (MIYCF-E) counselling for improved practices. Moreover, the project will deliver protection services to vulnerable groups of returnees and supports protection systems. The project will also enhance community engagement, establish accountability systems and also rehabilitate damaged health infrastructure to benefit both the returnees and the broader community.

 JOB SUMMARY:

The Emergency Health Officer as a member of MHNT will be responsible for the delivery of the mobile health and Nutrition services to IDP returnees and conflict affected communities in the assigned Woreda ensuring technical quality. She/he will mainly be responsible for the day-to-day implementation of clinical and emergency health and nutrition services to children, mothers and adults including screening and treatment services, conduct of outreach EPI, health education and disease surveillance activities as per the guideline of Oromia RHB and WHO mobile health and Nutrition teams. In addition, the position holder is expected to provide supervision, technical assistance and capacity building to health extension workers and Health workers in targeted health facilities and to community volunteers. 

She/he will be responsible for the day-to-day implementation of mobile health and Nutrition services package as per the standard, supporting health facilities in their integrated outreach and mobile health & Nutrition programs and drug supply and dispensary management. He will also be responsible for routine documentation and reporting of people provided with health education, vaccinated children, adults and children served in OPD, IPD and all other provided services and compile weekly and monthly reports to submit to share with MHNT team leader and Woreda health offices.

 SPECIFIC RESPONSIBIITES:

Specific responsibilities of the HO include but are not limited to:

 Clinical and public health services

1.  Plan and deliver health and nutrition services in mobile outreach/mobile and static HF (outpatient and inpatient) settings as outlined in the relevant protocol and guidelines for MHNT, ICMNCI, SAM management to achieve the objectives of the project.

2. Provide basic preventive health care services at community level with emphasis on health promotion, immunization, integrated health and nutrition services

3. Facilitate and conduct as required screening, assessment, diagnosis and management of patients including admission into OTP and SC, care for chronic communicable and non-communicable diseases.

4. Assist health facilities in the establishment and utilization of Breast-Feeding Spaces (BFSs) for a holistic IYCF and psychosocial support to pregnant, lactating women and their children who are facing emergency situations.

5. Ensure ethical conduct and patient safety at all times, including use of PPEs

6. Strengthening of linkages and coordination mechanisms between community and the Woreda health bureaus

7. Strengthening of early referrals mechanism.

8. Train and support the HEWs on prevention and response of major diseases under surveillance, and in ICMNCI, severe acute malnutrition case management and follow-up (e.g., referral to SC) according to national guidelines.

9. Train and support community-based volunteer health workers for the implementation of the community components of the project.

10. Ensure at all times the MHNT team and HFs are adequately equipped and supplied with the essential drugs and medical equipment for provision of treatment services

11. Conduct planning and promotion of awareness creation on nutrition and preventative health care issues in the community.

Monitoring & Evaluation

12.   Recording of patient data, data collection and management including maintenance of HMIS data.

13. Use standard supervision checklist to monitor and evaluate the service quality

14.   Submit weekly, monthly and quarterly report to team leader

15.   Prepare weekly and monthly indicators report for the assigned service areas.

 OTHER FUNCTIONS

Performs any other related duties that may be assigned by immediate supervisor or Senior Management Team (SMT).

Job Requirements

• BSc in public health/ Health Officer, BSc in Nursing or MD degree. Additional post graduate level qualification is helpful.

• Minimum of 5 years work experience for BSc holders and 1 years of experience for postgraduate in health programs both at clinical and community-based programs, working in lifesaving primary health care services. Have an experience of community engagement and health facility support activities.

• Previous experience in MHNT is desirable.

• Training on IMNCI, ICCM/CBNC, SAM and IMAI or other clinical and public health areas

• PHEM and other disease surveillance related trainings

• NGO and humanitarian experience is an advantage.

 TECHNICAL SKILLS:

• Ability to work under pressure, long work hours and high workload.

• Excellent communication skills- verbal and written skills.

• Communication using local language (Affan Oromo) and English are a must.

• Self-motivated, transparent, highly responsible, and punctual.

• Ability to work as part of a team as well as to work autonomously when required.

• Experience in training of staff in health programming.

• Excellent interpersonal communication.
