Scope of work
The Ethiopian Investment Commission is recruiting an experienced Refugee Protection Specialist for the PCU, who shall provide technical and analytical support to the EOP in the areas of advancing the refugees’ rights to work of the program. He/ She shall be accountable to the Director of the Program Coordination Unit (PCU).
Specific Roles and Responsibilities of the Communications Specialist
The Refugee Protection Specialist shall be responsible for carrying out the following functions.

The Specialist’s tasks will include, but not be limited to:
The Refugee protection specialist is focal point of EOP for operationalization and sustainability of the rights to work for the refugees in the program intervention areas. S/he will lead and manage the refugee protection agenda for the EOP.
Responsible for addressing the needs and issues of refugee who holds residence permit, work permit and business licenses based on relevant national and international standards, including EOP PAD, EOP POM, Ethiopian Refugee Proclamation, Comprehensive Refugee Response Framework (CRRF), RRS guidelines (OCP, residence permits; work permits, GRM) and other relevant documents.
Help identify the special legal and protection needs of refugees holding residence permit, work permit and/or business license and liaising with RRS and UNHCR to ensure they are met.
In collaboration with RRS/UNHCR, he/she shall perform follow up when there is need for joint missions.
Researching and drawing up process maps for how to gain residence permits; work permits, register as own self-employed and register a new enterprise (Business Licenses);
Promote cooperation with national institutions in supporting the inclusion of refugees into the labor market as per the jointly agreed declarations and laws.
The Refugee Protection Specialist is mostly dealing with RRS /70% work time/ – namely with Livelihood unit, protection units and personnel in charge of work with refugees. S/he also cooperates with UNHCR, WB and other partners.
Contribute to the facilitation of operational cooperation between the implementing institutions.
Refugee Protection Specialist along with Safeguard Specialist will carry on the following areas:
Ensure RRS’s local facilitation and support branches are established and functional for refugee hosting community with 300+ of refugees in the community.
Facilitate the establishment of NRCs (Neighborhood Relations Committee) for all refuges hosting communities.
Ensure provision of community (consultation) led by RRS in refugee hosting communities.
Facilitate annual community intervention and implementation.
Ensure the functioning of refugee tracking system which was established in the first years of the program.
Provides support to RRS to ensure the special protection of vulnerable groups such as women, children, elderly, and disabled refugee is adequately provided.
proactively coordinating and preparing for team missions, completing relevant paperwork, liaising with internal and external stakeholders, drawing up a meeting schedule.
Participate in the internal and external meetings, drawing up agendas and producing minutes.
Maintaining an accurate and timely record, with timesheets, of all work undertaken.
Liaison with the communication specialist to collect and articulate case studies on achievements, impacts and lessons learned to various external and internal audiences regarding refugees’ protection.
Take responsibility for the capacity building of implementing institutions through technical assistance, institutional assessment, training and coaching in the areas of refugee protection, with a specific focus on RRS’s and MoLS’ TA program.
Provide inputs of the thematic area regularly to the director for the timely and professional completion of all reporting requirements of WB, program administration and other reporting bodies. Ensures that all information reported is accurate, documented, and reliable. Ensures the confidentiality and privacy of all information.
Perform other related duties as required and directed by the program Director
Educational Qualification/years of experience Essentials: A master’s degree from a reputable and recognized university in Law, Sociology, International Relations; or related field with at least 7 years of relevant experience
Required Qualifications (Skill)
Experience managing multiple projects and stakeholder relationships under time pressure, including liaising simultaneously with numerous external parties.
Strong teamwork and organizational skills and attention to detail, including in relation to process management.
Experience in developing and delivering on time-bound plans that require involvement by numerous colleagues and some external parties.
Experience working with business, government or other organizations on refugee protection issues, and the ability to present and explain information and concepts clearly and compellingly in a presentation or workshop-style format.
Computer literate with capability in email, MS Office, and related business and communication tools.
Strategic and creative mindset.
Meticulous attention to detail
Fluency in English and Amharic languages
High levels of motivation and initiative.
Experience in social/community development and programs that facilitate employment is an advantage.
