Position: Early Warning Program Manager
Duty Station: Addis Ababa
Duration of Contract: One year contract, renewable (with 60 working days of Probation)
Closing date: January 20, 2024
Responsible for leading the EW program activities planning, implementation, monitoring and periodic reporting as per the donor and organizational standards. Ensures smooth and healthy partnership with the consortium lead CRS and other agencies in relation to the JEOP EW, and DRR sector.
Review, and realign the JEOP EW plan received from the JEOP lead agency CRS and prepare woredas level prep-plan in a way that fit to the FH planning tool
Lead, coordinate and provide technical assistance to field team on JEOP project early warning program activities plan preparation using the FH planning tools
Lead and technically support the implementation of JEOP EW Program planned activities in collaboration with Regional and woreda level EW staffs and other JEOP sectors of Amhara and Tigray Regions.
Lead, follow up and provide technical support on the implementation of EW new initiatives such as the vulnerability-based targeting (VBT), Community Based Early Warning System (CBEWS), need estimation, IVR, context monitoring tool and organize capacity training for all JEOP projects staff and partners.
Monitor and evaluate JEOP 2.0 EW activities implementation and produce the monitoring report in collaboration with MEAL team, provide guidance to easily implement and submit the report timely.
Follow up, collect, clean, compile and document the context monitoring data and submit to CRS in a monthly basis.
Review, and compile Early Warning quarterly, bi-annual and annual reports and submit to the office timely as per the reporting template and respond timely to the comments provided by the CRS.
Oversee and technically support the fast on-set hazards assessment. Receive and compile fast on-set hazards reports, and its impact, other related reports and submit to the office.
Coach, coordinate and provide technical leadership role to Regional and woreda level EW program staff
Coordinate and Work closely with the JEOP Team and ensure that the program purposes are met.
Represent FH and take part in multi-agency assessment at national and regional level in collaboration with JEOP consortium lead agency CRS and EDRMC.
Attend EW-TWG meetings representing FHE JEOP early warning sector at National level and submit updates to the Relief and Humanitarian Affairs department.
Network and represent FHE and participate in National level DRM-ATF meetings at national level and submit the update to the RHA department
Liaison and ensure partnership with the national level relevant sector offices and INGOs in the areas of EW and DRM sector
Perform other assignments and duties assigned by the immediate supervisor

Education and Experience
MSc Degree in Agriculture, Agriculture Extension, Disaster Risk Reduction, NRM, Climate change or in other related field of study.
Minimum of 6 years related experience in a relevant position Preferably in INGO Setting
Language
Basic Proficiency in both spoken and written English language.
Distinguishing Competencies
High level of initiative taking.
Excellent computer skill and knowledge in the area of MS word, MS Excel, PowerPoint and email communication and internet exploring.
Excellent meeting or training workshop organizing and facilitation skills
Data collection, cleaning and encoding experience is an asset
Knowledge of USAID Rules and Regulations is an asset
Excellent report writing and documentation skill
Excellent data analysis and interpretation skill
Trained on USAID grant rules and regulations with experience

Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members.
Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.
Provide adequate time to staff to participate in gender sensitivity workshops and related events.
Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
Build a better gender balance in staffing through affirmative action.
Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings and take corrective action if warranted.
Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues
