Position: Emergency Health Officer
Duty Station: Debark, North Gondar - Amhara
Duration of Contract: Six months contract, with possibility of extension (with 60 working days of Probation)
Closing date: January 21, 2024
Position Summary:
The Emergency Health Officer will be responsible for the successful planning, and implementation of OCHA emergency health interventions program at implementation areas. The position holder will coordinate technical training to staff, partners and stakeholders at woreda level in public health emergency management, infection prevention and control, MHgap and MHPSS approach/GPM+ training . He/she will report to the Emergency Response Manager .
Key Result #1 – Implementation and Coordination
Plan and implement detailed activities as per the approved emergency proposal
Carryout planned activities in close collaboration with relevant community volunteers and government stakeholders
Organize, facilitate and provide technical training including public health emergency management, infection prevention and control, MHgap and MHPSS approach/GPM+ training
Represent FHE in the district level emergency health working group and task forces
Identify the need of local health facilities to respond to emergency health situations
Closely work with the logistic team on timely distribution of emergency health kits to selected woreda health centers
Ensure SBCC materials are timely printed and distributed to each implementation district
Ensure Targeted beneficiaries attend MHPSS sessions/ GPM+ .
Take part in the designing outbreak health diseases( Cholera, malaria and measles) prevention and control messages as per area context
Organize prevention campaigns with trained volunteers for community awareness and engagement in outbreak diseases control
Key Result #2 –Monitoring, Reporting and partnership/networking
Organize joint monitoring visits to each health facility and implementation KAs and assess services provided
Make sure that project performance is on budget, scope and time
Organize project start up/launching meeting in collaboration with response manager, community and government counterparts at district and zonal levels
Update weekly outbreak diseases situation in collaboration with woreda PHEM office
Prepare monthly reports and share with the response manager

Education and Experience
BA Degree in Nursing, Public Health Officer, and related fields.
3 years related work experience in a relevant position Preferably in INGO Setting
Familiar with emergency health response and MHPSS programs
Required to have experience in working in collaboration with district, zonal and regional health offices managing emergency health c projects.
Language
Basic Proficiency in both spoken and written English and local languages.
Distinguishing Competencies

Highly level of professional disciple.
Highly committed to serve communities in a very challenging places with limited access to basic services.
Excellent computer skill and knowledge in the area of MS word, MS Excel, PowerPoint and email communication.
Have in-depth understanding of national health and nutrition policies and strategies.

Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself.
Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members.
Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Provide adequate time to staff to participate in gender sensitivity workshops and related events.
Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
Build a better gender balance in staffing through affirmative action.
Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings and take corrective action if warranted.
Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues
