Project: QuEST- Ethiopia Service Delivery Redesign (SDR) study

Background

Ethiopia Public Health Institute (EPHI) is nationally mandated institute to lead public health research on priority health problems.Health System and Reproductive Health Research Directorate (HS-RH-RD) is one of the directorates of EPHI which has roles and responsibilities to conduct national researches on health system and reproductive health.  Hence, Health System and Reproductive Health Research Directorate is looking to hire a qualified competent and interested applicant for Quality Evidence for Health System Transform (QuEST) project.

QuEST is a collaborative effort among Health System and Reproductive Health Research directorate (HS-RH-RD) of EPHI in collaboration with MoH, Addis Ababa university-School of Public Health, and Harvard T.H CHAN School of Public Health. One of the components of QuEST is Service delivery redesign/SDR. The main goal of MNH redesign is to improve survival of mothers and newborns.  The concept of SDR is a systemic reform that rationalizes the health system such that high quality services are provided at the right level, by the right provider and at the right time to optimize outcomes by restructuring health systems to deliver all women in Hospital (Delovery Hubs) with full scope of obstetric and neonatal care for complications management (e.g CS, blood transfusion and care for sick mothers and newborn) to improve survival of mothers and newborns, while lower level facilities provide quality antenatal, postnatal, and newborn care. Service delivery redesign is a stepwise process involving four phases. It starts with a feasibility assessment that maps out health system capacity and identifies the major gaps that would need to be filled for redesign to be implemented. The second phase is the design phase, which identifies the most appropriate rollout strategy that best leverages existing initiatives. The design phase would be followed by an improvement phase where the plans developed and preparatory activities are carried out in preparation for policy implementation. The last phase is Implemention phase, which only after all the facility and non-facility improvements are made that redesign can be rolled out.

Therefore, the study of SDR will started from by conducting feasibility assessment which focus of Co-identify redesign candidate region(s), collect and analyses to assess the current health system capacity and gaps to close out for redesign by conducting Health system mapping and Geographic analysis using secondary data/existing current health system data, conducting provide survey, Facility assessment and Community focus group discussions using primary data collection.

Objective 

The objective of this post is to deploy an expert with background on Health officer, Nurse or Midwifery with health system researcher, Epidemiology, Health service management, Reproductive health or Ob/Gyn specialist/ integrated emergency surgical officer, who technically support the overall SDR implementation including data collection, analysis and report writing in line with the intended purposes of the project and will contribute to the success of the project as a whole. To this end, HS-RH-RD is looking to hire highly qualified and energetic researchers who will technically lead longitudinal data collection, managing field work and data analysis, evidence generation and translation activities.

Job Requirements

·  PhD/MPH in Epidemiology , Reproductive health, Health service management or Health system   with background on  health officer, Nurse,  or Midwifery

· At least 6 years for PhD or 8 years for MPH/MSC Experience  in the Health system and health facility on maternal and child health services, survey coordinator and managing national data

  • Having proven experience of maternal and child health quality improvement activities

  • Have a proven experience of managing the survey and national data

  • Community and facility  based health research experience

·  Practical and theoretical knowledge  on quality improvement models and others

· Having  a proven a experience of Quantitative and Qualitative data analysis

· Demonstrated proficiency in a range of data management and statistical software (e.g.Cspro, SPSS, STATA) is required

·Able to conduct geographic analysis using WHO’s Access Mod tool and geographic analysis software e.g., QGIS and Qualitative data analysis using Nvivo, Atlas or other qualitative analysis tool is preferred

· Experience in video teleconferencing software program i.e. zoom

ROLES AND RESPONSIBILITIES

· Able to facilitate and coordinate data collection (Primary and secondary data),

· Able to manage and analyze both qualitative and quantitative data

· Work closely with the EPHI, AAU and MOH technical working group

  • Conduct in-depth analysis of the collected data and other MNCH quality improvement related studies

·         Assist in coordinating meetings, events and conferences such as dissemination meetings and analytical workshops of having national and organizational focus

·          Coordinate and participate in report writing, preparing scientific manuscripts, producing technical reports, policy briefs, and fact sheets, as needed

  • Central level oversight of field work to assure data quality.

  • Ensure logistics for quantitative and qualitative data collection and collation of survey data, meeting and any other for the implementation of the project

  • Assist in coordinating meetings with stakeholders  as needed

  • Minute taking and sharing to the technical working group

  • Prepare monthly report on progress of the implementation

  • Any other related task as may be requested by the task team leader and the directorat
