Background

Africa Humanitarian Action (AHA) responds to displacements caused by crises, conflicts and disasters, providing emergency, development and policy advocacy services to refugees, internally displaced persons (IDPs), migrants and their host communities. Established in 1994, and working with and through African communities, AHA has extended its programmes in health, nutrition, WASH, livelihoods, and shelter in 20 African countries to date, reaching more than 26 million people affected by humanitarian crises. AHA is committed to empower local institutions to enhance their ability for disaster preparedness, peaceful development and prosperity. The AHA Head Office directs and coordinates its continental activities.   

Position Profile 

The sector experts/Officer will work as a team under the supervision of the Senior Programme Manager and guidance of the Executive director to strengthen AHA’s Emergency Preparedness and Response capacity to Public Health Events. The sector experts will closely work with partners who are members of an ongoing consortium engagement to strengthen Local NGO’s response capacity to Public Health events.

The sector experts will work together to strengthen organizational internal capacity towards responding to public health emergencies and as the need arises be ready for deployment to provide capacity development and conduct need assessment in outbreaks of pandemic potential. 

Reporting channel

  • Reports to the Senior Programme Manager

  • Works closely with the core team composed of 5 experts from different sectors. 

  • Liaises with AHA country representatives. 

  • Liaises with partners on respective sectors under the supervision of the SPM.

Main Responsibilities

  • Leads the development of sector specific workplan and provides guidance to the core team on respective sector.

  •  Leads the development and or updating of respective sector’s guidelines, SOBs, toolkits etc. at AHA-HO.

  • Facilitates/support respective sectoral capacity development of AHA’s and partners’ staff. 

  • Develop partners and donors mapping for both humanitarian and development sectors. 

  • Provide sectoral leadership and guidance for AHA team responding to Public Health emergencies.

  • Create or strengthen link with sectoral clusters, regional networks and represent AHA in such events/forums. 

  • Contribute in multisectoral project development. 

  • Collaborate with other organizations, government, media and other stake holders to build partnership.

  • Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout AHA. As applicable to the position, maintains a clear understanding of AHAs’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Working condition

  • It is a full-time post, and the sector Officers will be stationed in Addis Ababa with frequent travels and short stays abroad.

Job Requirements

Qualifications

  • Advanced Degree on relevant courses to each position

  • Excellent English language skills (written, reading and spoken); Knowledge of French is a plus.  

Experience

  • At least Eight years of experience in respective sector, of which 4 years should be in managerial position. 

Skills & universal Competencies

  • Excellent writing, reasoning and analytical skills.

  • Experience in training and skills development.

  • Experience in developing successful proposals and grant applications. 

  • Excellent interpersonal, communication and negotiation skills to work effectively in a multi-cultural setting, often at a distance. 

  • Excellent organizational abilities and attention to detail. 

  • Quick thinker, able to prioritize own workload and make decisions under pressure.
