About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others. 

I. Summary of position

Action Against Hunger in Ethiopia is looking for a dynamic, energetic, ambitious, and results-oriented Area Coordinator who will be responsible for overseeing the day–to–day operations of a specific area within the organization like Oromia, Somali, Benishangul-Gumuz, Tigray, and Amhara intervention areas. He/she will work with teams of employees to ensure that everyone is working toward the same goals and objectives, and they may also be tasked with developing new initiatives to improve Program implementation in their area. The Area Coordinator must have strong leadership skills and the ability to motivate others. They often act as liaisons between upper management and base frontline employees, helping both groups understand each other’s needs and concerns.

The Area Coordinator Purpose, Engagement and Delivery is:

The Area Coordinator is member of the senior management team and works to ensure program quality and operational implementation, as well as growth where appropriate and feasible, and strong representation. The Area Coordinator directly supervises Field Coordinators ensuring that projects and programs address beneficiary needs and are implemented according to ACF global strategy, donor guidelines, approved work plans and budgets.

Main duties and responsibilities

  •  Oversee all aspects of program implementation, including budgeting and financial management, tracking achievements and milestones, reporting, coordination of field teams, and communication with Country Director.

  • He/she ensures bases under direct supervision have Annual Plan of operation deducted from the organization five year strategic plan, and yearly performance and KPI targets aligned and communicated with departments and implementing staffs

  • He/she will provide leadership to both program and support teams in the field, and provide representation of ACF to existing and new funding, implementing partners, stakeholders and local authorities.

  • Strategy and Growth: Oversee the implementation of ACF program strategy in areas of Protection/Gender, WASH, Food Security, Health & Nutrition, including developing project implementation plan.

  • The jobholder is expected to capitalize on integration management among thematic sectors and Support units to maximize impact and benefit to beneficiaries while optimizing costs/efficiency

  • Provide analysis of the current security and socio-economic situation, trends, need, gaps, and activities of external parties in areas served in order to inform mission direction.

  • Ensure activities and programs are contextually appropriate and meeting the needs of beneficiaries and identify new strategic opportunities.

  • Represent ACF in external meetings with donors, partners, clusters, working groups, and other NGOs and government agencies in order to stay informed, report relevant findings to the Country Office, and increase ACF’s visibility within the donor and partner community.

  • Cultivate strong networks and relationships with external partners, local authorities and others; skillfully manage stakeholders and obtain buy-in for ACF Ethiopia activities as needed

  • Support proposal assessment, development, and budgeting.

  • Collaborate with and support country communications team in production of external & internal visibility products.

  • Cultivate a positive, fulfilling work environment for team members, promoting productivity and good relationships within the team.

  • Coach and develop team members through the establishment of goals and objectives using regularly scheduled performance evaluations.

  • Provide leadership and support to project implementation teams, troubleshooting and coordinating as needed.

  • Support Grants Management and MEAL in compliance and monitoring of all ACF Ethiopia grant submissions, program implementation, monitoring, and reporting.

  • Manage program finances including cash flows, budget forecasting, and reporting.

  • Oversee procurement, ensuring timely supply management as well as compliance with all application policies and regulations.

  • Ensure compliance and understanding of all policies and procedures related to fraud, corruption, transparency, and whistleblowing

II.  Supervisory Responsibilities

Human resources management and coaching of the technical and program teams

  • Directly manage Field Coordinators

  • Collaborates with Capital Program and Support Head of Departments

  • Act as a liaisons between coordination office and Bases

  • Ensure that base under supervision has approved organogram and staff/personnel mapping is done on quarterly basis

  • Oversight Annual Performance Goal setting and review Process in coordination with bases and capital HR FPs

IV. Fiscal Responsibility

  • Budget follow-up (BFU) regularly and ensure the utilization of allocated budget in a timely manner to ensure accurate and effective use of funds in compliance with Action Against Hunger and donor regulations

  • Lead and coordinate timely variance analysis and action plan development based on BFU review

  • Generate and share routine PFU,SFU and Warehouse stock inventories to respective bases and program units to take timely remedial action

  • Ensure timely submission of cash/treasury forecast and disbursement/remittance of cash to base secondary bank accounts

  • Ensure Bases under supervision have annual core cost plan and shared costs are charged based on the mission financial plan for the period

  • Coordinate and oversight Periodic Audit and Compliance Review and Audit Action plan rollout.

V.  Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VI. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

  • Must be able to travel regularly for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.           

Job Requirements

I.  Required Qualifications and Professional Experience

  • Bachelor's /MA degree in humanitarian-related fields

  • At least Ten years of field experience in the operational management of humanitarian-development programs

  • A proven track record in humanitarian – development project management on one of the following topics (WASH, FS, Nutrition and Protection).

II. Required Skills & Competencies

  • Excellent capacity for strategic humanitarian context analysis

  • Proven record of security and base management in development and post-crisis settings.

  • Strong management skills and leadership, pro-activity

  • Strong communication, networking, and representation

  • Basic knowledge of ACF programs and procedures is advantageous

  • Good team worker, facilitator, and mediator

  • Fluency in written and spoken English is required and additional knowledge of the local language will be an added advantage
