 MSF Holland is looking for:      FLYING LABORATORY MANAGER

Number of Position:  one·       Place of work:      Kule and Amhara projects·       Terms of employment:  1 year  with possibility of extension ·       Remuneration and Benefits:-          Starting gross salary/month: 88862.00 ETB-          Medical Coverage : as per organizational scale·       Date of  application: January 19, 2023 – January 28, 2024 

 Main Purpose Define, implement and follow up all laboratory activities in the project area, according to MSF protocols; ensure the proper implementation of protocols and the quality of the laboratory work, and manage staff involved in laboratory activities

 Accountabilities 

• Participate in defining and updating the activities to be undertaken within the laboratory, and assist in medical diagnosis and eradication of diseases of the patients, in particular:

• Participate in the definition and update of budgets.

•Ensuring compliance with the basic plans of the laboratory.

•  Ensure that all laboratory tests (serology, hematology, biochemistry, bacteriology, parasitology ...) are made according to prescriptions.

• Ensures that the serological and compatibility tests are performed correctly and that donors are identified before all blood transfusions

.•Perform quality control tests and analysis

.•Supervises laboratory activities in health facilities.

•Ensure quality of the analysis performed

•Ensure compliance of hygiene and safety protocols both for individual as well as for collective protection are implemented in laboratories, making sure that cleaning personnel is informed about biohazards.:

This includes

•Ensure that all laboratory staff uses required clothes and equipment according to protocols, i.e. protective glasses, white coat, etc.

•  Is responsible for hygiene and universal precautions in laboratories according to protocols and in cooperation with logistics department

.• Ensure proper registration and records of all lab related activities, implementing a correct use of the associated management (EpyTryp. Etc.) to have a proper recording of laboratory activities. Prepares and sends slides/samples for external quality control.

•Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal/external communication) of the laboratory staff of the project in order to ensure both the sizing and the amount of knowledge required and improve people’s capabilities

.•  Check and ensure maintenance of the equipment under his/her responsibility they can be used at any time, in particular:

Ensure that the automatic instrument calibrations are performed correctly

.• Ensure that the inventory of laboratory equipment is done correctly to avoid stock-outs.

•Ensures that inventories of all material and equipment used exist and are updated.

• Compile, analyze and report on lab activities and results to the medical staff and the immediate supervisor providing data on complications, the total number and types of tests and in general any problem with the staff and / or laboratory material. Also participates in the development of epidemiological reports relating to MSF health services.

1.       PROJECT OBJECTIVES AND PURPOSE KULE

Overall Objective: Reduced morbidity and mortality and alleviate suffering for the refugee population of Gambella region

Project Purpose: Provide access to quality, free, community, primary and secondary healthcare to South Sudanese refugees in Kule camp and emergency response in the wider Gambella Region

#Specific Objectives

1.Population has access to community-based health services including health promotion, community engagement, vaccination, malaria and sexual and gender based violence (SGBV)

2.Population has improved access to curative and preventive, primary health care including for sexual and reproductive health, routine immunisation, non-communicable diseases, HIV / TB, SGBV and mental health in Kule health centre.

3.Population has improved access to secondary health care including diagnostics (laboratory and imagery), emergency stabilisation, inpatient care (adult and paediatric), malnutrition, maternity and referral for surgical care

.4.Population has access to safe blood transfusion services by support to Gambella Regional Blood Bank.

5.Medical-humanitarian emergencies in Gambella region, such as disease outbreaks, large population movements, mass casualties, are assessed and responded to.

6.Awareness raised on the health and humanitarian situation in Gambella to relevant stakeholders advocating for improved access to assistance and protection for refugees.

1.       PROJECT OBJECTIVES AND PURPOSE Amhara

Overall Objective: Reduced morbidity and mortality amongst migrants and vulnerable populations affected by Kala Azar and snakebites and improved monitoring/surveillance and response to acute medical-humanitarian needs in Amhara region.

Project Purpose: Improve access to free and quality care for Kala Azar and snakebites and ensure the medical humanitarian needs of conflict affected populations in North West Amhara Region are addressed.

#Specific Objectives

1 Patients with Kala Azar receive quality, person-centred care in a timely manner at Abdurafi Health Center

2 Patients with snakebites receive quality, person-centred care in a timely manner at Abdurafi Health Center

3 Operational research and pilot implementation strategies carried out to improve care for patients with snakebites and Kala Azar and inform policy change

4 Emergency medical-humanitarian situation in North West Amhara region is monitored, assessed and responded to.

5 Improvement in the health status of the population is advocated for at national and international forums using relevant humanitarian and medical data

Job Requirements

Education

·         Essential laboratory technician degree/diploma, desirable specialization or training in tropical diseases or other laboratory domains..

Experience

·         At least 2 year experience as a lab tech. Desirable previous working experience with MSF or other NGOs. Also desirable experience in developing countries.

Languages                      

·         Essential mission working language and good command of English.

Knowledge

·         Essential computer literacy (word, excel and internet)

 Additional (Flexible) Requirements 

Education Degree/Advanced Diploma/Higher national Diploma  in Medical Laboratory Sciences

Experience Minimum 2 years’ experience in laboratory management or minimum 3 years’ experience as laboratory supervisor with more than 5 years’ experience working in a hospital laboratory.  MSF or other NGO  Laboratory experience is an added advantage

Languages Mission language essential; Local working language desirable

Knowledge-           Proven knowledge of and work experience in all medical laboratory fields including; Clinical chemistry, haematology, blood transfusion, parasitology, microbiology and immunology  and would be an advantage to have worked in HIV/AIDS, Malaria, Kala-Azar diagnostics-           Experience with manual and automated Hematology testing plus CD4 PIMA and FACSpresto, Humalyzer 2000 and Simplex TAS, Gene Xpert machines and TB Microscopy.-           Knowledge of and experience in laboratory quality management systems-        Demonstrable experience in supervising, coaching and training others.-        Training on laboratory management, laboratory quality management and experience in research studies are added advantages
