Position Title: Monitoring, Evaluation and Learning Officer
Reports To: Senior Program Manger
Duty Station: Addis Ababa with frequent travel to intervention areas (Afar, Amhara, and Tigray)
Minimum Hours of Work: 40 Hours per Week
Job Summary
The Monitoring, Evaluation and Learning Officer (MELO) will ensure the monitoring, evaluation, analytics, and reporting of performance and results of the “Integrating Health into the PSNP” project. She/he will lead activity, output, and outcome efforts to strengthen monitoring and evaluation and performance reporting within the operational area of the project. S/he will support documentation of learning for wider organizational use and will support partnerships and accountability measures. This position reports to the senior program manager.
Provide guidance in development of tools and templates for data collection, analysis, interpretation, and reporting in line with the project Performance monitoring framework,
Regularly assess the capacity of program team and provide capacity building on data collection, analyzing, and interpreting data, and use for action,
Conduct regular data quality assurance on M&E data to ensure accuracy, completeness, and consistency and conduct validation,
Participate in the project joint monitoring and coordination meetings at different levels of administration,
Assists and participates in project baseline assessment, mid-term and end-line evaluations, outcome survey, and other project start-up surveys and assessments.
Introduce to project Feedback Complaint and Response Mechanism (FCRM),
Support the detail implementation plan and performance monitoring plan (PMP) /framework preparation, and revision as required,
Collect and Compile project data monthly, quarterly, semiannually, and annual project tabular reports by reconciling with the narration reports.
Lead in documentation of project (best practices, case stories, lessons learned) which can be shared with donors and government counterparts,
Participates in project performance review meetings at different level,
Ensures cross-cutting issues such as gender and age are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability,
Ensures all project data are collected, cleaned, stored, reported, and documented properly.
Actively participate in abstract and manuscript write-up
Perform other duties assigned by the immediate supervisor and the country director
MPH, bachelor’s degree in social science, public health, statistics, monitoring and evaluation, or other related fields.
At least 5 years of relevant experience in M&E with 3 years of relevant experience in RMNCHN activities
Strong computer skills particularly Microsoft Word, Excel, and PowerPoint, and others
Utilizing programming and statistical software (such as SPSS, ODK, IP Info, CommCare and others) to compile data and information for various systems and knowledge of basic monitoring and evaluation and research tools.
Strong experience in program databases development, generation of data, and qualitative and quantitative data analysis skills.
Familiarized with FMoH RMNCH standards, procedures, and policies,
Well organized, strong analytical skills which gives attention to details,
