JOB SUMMARY:

CARE seeks a Senior Gender Advisor for the anticipated USAID-funded Markets for Sanitation Activity in Ethiopia. This Activity aims to increase gender inclusive and equitable access to, and use of, improved sanitation and hygiene products and services.

The Senior Gender Advisor will be responsible for leading and implementing gender-responsive strategies within the Markets for Sanitation Activity. The Senior Gender Advisor will work closely with project teams, partners, and stakeholders to ensure that gender considerations are central to program design, implementation, and monitoring and evaluation. The successful candidate will be responsible for conducting comprehensive gender analyses and evaluations to inform the development of gender-sensitive strategies and activities.

This activity is expected to be a five-year program in the $31M million range.

This is a Key Personnel position, subject to USAID approval and funding. National candidates are encouraged to apply. This position does not include international relocation benefits or allowances. This position will be based in Addis Ababa, Ethiopia.

Responsibilities:

  • Build capacity of government and program team (from CARE and Consortium members), partners, and other stakeholders in gender and governance enhancing their skill in delivering initiatives and governance across program activities.

  • Develop, adapt, and apply tools and strategies for mainstreaming gender and social inclusion into programs and policies.

  • Conduct gender analysis and support in incorporating the findings into project planning, budgeting, monitoring, evaluation, and reporting.

  • Provide required support to develop gender-sensitive policies, plans, and procedures for all components.

  • Contribute to design and participate in formative research on gender related fields.

  • Develop mechanisms and processes for scaling up successful practices and results related to gender equality.

  • Conduct monitoring, evaluation, and reporting of program activities from a gender perspective including impact measurement, and lead/support documentation of gender equality related outputs, outcomes, and lessons.

  • Establish partnerships with government line agencies, project partners, market actors, and other relevant stakeholders for effective implementation of gender interventions.

  • Coordinate and strengthen networks of gender focal institutions/experts including donors, partners, civil society, and non-government organizations.

  • Develop learning briefs and position papers capturing the best practices in all project components.

  • Lead/Support policy discourse and advocacy on the issues relating to gender.

  • Contribute to an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, exploitation, and abuse. 

  • Understanding and demonstrated commitment to the importance of gender, youth and social inclusion issues.

  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSEAH (safeguarding), as evidenced in previous positions / programming.

Job Requirements

Qualifications:

  • University degree in gender, sociology, women studies, international development, economics, business administration or related field required.

  • 6-8 years of relevant experience in international development roles related to gender, preferably on sanitation and/or market-based approaches programming.

  • In-depth knowledge of gender issues with demonstrated expertise in gender mainstreaming.

  • Familiarity with USAID gender policies and guidelines.

  • Experience assisting with recruiting, developing, and managing staff and teams.

  • Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations.

  • Fluency in English required (spoken and written).

  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.

  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).

  • Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).

  • Ability to travel within Ethiopia as required and as security conditions allow.
