In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Activity overview
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028).
Position summary
The Emergency Response Advisor (ERA) is responsible to manage public health risks, improve capacity of local Early Warning and Alert Response systems, improve capacity and approaches to addressing gender in emergencies, and support innovative approaches in improving health system preparedness, response or recovery from public health emergencies or other crises.
The Emergency Response Advisor (ERA) will provide technical and programmatic support through implementing planned activities in the conflict, and post-conflict affected QHA intervention areas. The ERA will coordinate closely with the Cluster Coordination platforms, MOH, RHBs, federal, and regional Public Health Institutions (EPHI), implementing partners, other USAID IPs and others in the implementation of lifesaving activities. The person works closely and in an integrated manner with the Team Lead for Emergency Response (TLER), Field Operations Director (FOD) and Deputy Chief of Party (DCOP) to ensure smooth delivery and reporting of emergency response activities.
Prepare situational analysis, action plans and reports and identify rapid needs
Assist the Team Lead during the development of the Emergency Response Preparedness Plan (ERPP) work plan to support area implementation teams once the crisis modifier is activated.
Participate on proposal and budget development to support the ER via providing substantial input into the new activity, materials, and supplies, specifically for health facility-based risk reduction.
Plan and implement emergency responses working closely with the humanitarian coordination system.
Support the development of Minimum preparedness actions (MPAs), and ERP plans (SOPs) for the and its project offices and locations.
Provide technical assistance and capacity building training for facility level health workers and QHA area implementation team.
Work closely with health/WaSH sectors/partners to ensure availability of required emergency stockpiles stocks.
Support the planning, procurement and distribution of goods and services.
Promote and follow up on protection mainstreaming and inclusion issues.
Conduct supportive missions as needed and requested.
Assist the national and regional level request for supports either from MOH/EPHI or RHBs
Conduct post monitoring activities and collect feedback from the beneficiaries.
Review, assess, and evaluate the effectiveness of ER interventions.
Prepare, review, and share report as per QHA requirement.
Produce, share and document best practices and lesson learned from ER implementation.
Actively participate and engage on national/regional UN lead and Joint supportive supervisions as well as review meetings on ER as per the delegation.
Provide any other support as needed to ensure the successful completion and documentation of deliverables.
Perform other duties as assigned by the Activity.
Master’s degree/BSc in health fields with relevant experience related to implementing and managing humanitarian assistance on Health, WaSH, and Protection sectors.
At least 5 to 7 years of technical and programmatic experience in life-saving emergency responses. Tested experience in early warning system, resilience or emergency management relevant to practical work experience in an area of health systems and resilience health with technical leadership role for a multi-year project. Previous experience in a similar, dedicated technical leadership role for a multi-year project preferred.
Able to communicate with a variety of stakeholders, including technical and non-technical partners.
Experience of working in conflict/fragile, harsh/hard to reach (H2R) and post-conflict settings.
Experience of working and communicating with USAID, INGOs, Governments and Local NGO partners. Familiarity with the USAID rules and regulations, including policies and procedures regarding human resources, grants management, financial management and reporting, and procurement processes.
Demonstrated skills in capacity building through technical assistance, mentoring and coaching.
Willing to temporarily base and travel within Ethiopia and able to relocate from one region to another.
Experience of using innovation and technology tools to improve the Early warning system and emergency responses.
Knowledge of health policies, strategies and plans as well as familiarity with the Sphere standards, Mapping, HRPs, and HNOs.
Demonstrable competencies in project cycle management, leadership, teamwork, and conflict management working in a health system.
Able to work with minimum supervision.
Being able to communicate with more than one local language is a plus (Afan Oromo, and Tigrigna added value).
