Reports to: LEO, Maternal, Child & Adolescent Health Service Lead Executive Office

/RHFPAYHS Desk head of MOH with dotted line reporting relationship to RISE/AYSRH Director, PSIE

Based in: Addis Ababa/Ministry of Health

Duration of contract: Indefinite based on performance and availability of funds.

Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits.

We are looking for a Senior Advisor for Adolescent and Youth SRH Program to support the overall implementation of the Adolescent and Youth reproductive health program. Under the close supervision and leadership of MCAH LEO, the Senior Advisor for Adolescent and Youth SRH will work in collaboration with the Smart Start focal point and is primarily responsible for the implementation of national Smart Start institutionalization and scale up and AYH RH programing. 

The senior advisor for adolescent and youth sexual reproductive health is responsible for overseeing and coordinating the AYSRH program including Smart Start/RISE institutionalization and scale up, family planning, adolescent and youth health/reproductive health related interventions. The senior advisor general provide a technical support to the overall RMCNAH portfolio of Maternal, Child and Adolescent Health Services Lead Executive Office ( MCAH-LEO) in general and the RHFPAYH desk in particular focusing on strategic issues of AYSRH program involving  in program designing, developing, and implementing and monitoring of  low cost and high impact AYSRH interventions.

Duties and responsibilities: 

•        In consultation with RH, FP and AYH Desk of Maternal, Child and Adolescent Health Services Lead Executive Office design and implement innovative, low cost and high impact AYSRH interventions to be implemented at different levels of the health system.

•        Develop smart start institutionalization and scale up/AYSRH related strategic documents, guidelines, training manuals, standard operating procedures, protocols and other documents as needed.

•        Identify opportunities for and conduct operational research on AYH in collaboration technical working groups.

•        Provide technical advice and advocacy on smart start institutionalization and scale up/AYSRH issue to high level officials and government leaders and other relevant stakeholders.

•        Publish AYH related documents including technical briefs, lessons learned, best practices in collaboration with knowledge management team and share with stakeholders at different levels.

•        Identify competency gaps and build the capacity of health workers and other relevant actors and create evidence for learning and improvement. 

•        Develop smart start institutionalization and scale up and other AYSRH strategic initiatives annual and quarterly activity plan in consultation with the RH, FP and AYH Desk of Maternal, Child and Adolescent Health Services Lead Executive Office.

•        Coordinate the AYSRH/ smart start institutionalization and scale up technical review and provide technical input to national policy and strategies to successful implementation of AYSRH Program.

•        Engage in the RH, FP and AYH Technical Working Group (TWG) meeting, and other working group activities, joint supportive supervision and other relevant national level forums, panel discussions and seminars as needed.

•        Work closely with maternal, child and adolescent lead executive desks and other activity members to meet key milestones and deliverables, monitor, analyze, and troubleshoot any challenges related to Smart start institutionalize and scale up and other strategic initiative interventions.

•        Collaborate with different development partner’s investments on AYSRH to capture best practices, identify potential AYSRH related interventions for scale up and continuity.

•        Provide technical support on gender inclusiveness to ensure equity and quality in the provision of adolescent health service provision

•        Provide technical guidance to address the implementing of youth integration strategy, youth Friendly Services (YFS), meaningful engagement of the young and digital platforms for youth-focused information dissemination.

•        Writing annual and quarter AYSRH activity reports and submitting to RH, FP and AYH Desk and to other respective bodies as required.

•        Perform other duties as appropriate and as assigned by immediate supervisors of the MoH 

Key Result Areas: 

•        Implementation of key AYSRH programs including smart start activities in smart start scale-up woredas and regions

•        Ensure the institutionalization and strengthening of smart start through integration into the routine health delivery system.

•        Scale up of smart start in new woredas and new region.

•        Ensure availability of AYSRH tools including smart start tool at each service delivery point.

•        Adaptation of smart start for new contexts (such as urban setup and developing regions)

•        Progress of method adopters among the target groups

•        Ensure quality service with minimum standard of client safety, privacy, confidentiality; and service is delivered through full, free and informed choice.

•        Ensure availability of smart start data in DHIS II for routine access and use.

•        Generating and analyzing performance data to support evidence-based decision making.

Job Requirements

Qualification/Education 

·      Master’s degree in public health or Sociology or related fields with at least 10 years of demonstrated experience in Adolescent and Youth Sexual Reproductive Health Program

Your background 

·      Knowledge and experience on AYH and gender program including family planning

·      Having an experience of working on gender and social inclusion is a plus.

·      Experience on strategy/policy document, manuals or training materials development.

·      Computer skills in word, power point and Excel.

·      Proven experience of working along the health system

·      Experience of interacting with local governments, international organizations, other bilateral donor and civil society representatives.

·      Excellent written and verbal communication skills in English and other local languages.

·      Good time management and organizational skills.

·      Experience in technical project implementation in general and family planning in particular.

·      Demonstrated ability to work independently and with limited supervision.

·      Excellent interpersonal skills and good team spirit.

·      Willingness to travel.

·      Ability to follow deadlines, accuracy and attention to detail.
