“Support to the Ethiopian Human Rights Commission”
Social Transformation Cluster
Support to the Ethiopian Human Rights Commission project is supporting the Ethiopian Human Rights Commission (EHRC) through a substantial contribution to a donor basket-fund administered by the Danish Institute for Human Rights, the secondment of personnel and selected smaller contributions to activities of the EHRC (rapid response fund). Through the Human Rights Advisor the project is also providing guidance on Human Rights issues to the German Embassy, the GIZ Country Office and the Social Transformation Cluster of GIZ. This also includes training on human rights concepts, values and objectives for other programmes of the GIZ portfolio. The project forms part of the Social Transformation Cluster of GIZ which has a clear focus on governance issues.
· Support the German Development Cooperation in human rights analysis/studies, as well as in the function of committee member of a steering board in a joint donor-supported project with the Ethiopian Human Rights Commission
· Work in collaboration with the Ethiopian Human Rights Commission in designing and implementing activities under a Rapid Support Fund.
· Provide advice, support and on request trainings to GIZ teams in integrating human rights into the Ethio-German cooperation programmes and activities
· Support the German Development Cooperation in promoting human rights as a common value and upholding international norms and standards
· Support overall project-related tasks such as monitoring, reporting, coordination of short-term consultancies
· Where applicable, advise on integrating human rights in humanitarian response, transitional justice, and post-crisis recovery.
· Other tasks as required
Professional experience
· A minimum of 5 years relevant professional experience at the national level in the field of human rights, with development and/or humanitarian expertise.
· Experience in organizing complex processes that involve a variety of stakeholders and require a high degree of coordination
· Experience in project management, planning and smooth steering of activities
· Experiences in designing and conducting human rights approaches
Language Requirements
· Fluency in oral and written English (writing, speaking, listening); Fluency in oral and written Amharic; knowledge of German is an advantage

Scope of Work The consultant will be responsible for preparing, delivering, and reporting on a four-day Law Enforcement Agencies–Media-CSOs Dialogue Forum. The forum will cover key thematic areas, including: • Media freedom, constitutional guarantees, and rule of law principles with the focus on the international and regional frameworks (including UDHR, ICCPR, ACHPR, and UN frameworks on journalist safety) to set the context. • National legal frameworks governing media and freedom of expression, and their implications for law enforcement, media operation and CSOs advocacy practice. • Digital rights, cyber-security, and the protection of media and CSOs actors in online spaces. • Co-creation of Standard Operating Procedures (SOPs) or a Code of Conduct to guide Law Enforcement Agencies–Media-CSOs engagement, during special events, particularly in the context of the upcoming election. The consultant will facilitate discussions, group work, and role-play exercises to encourage dialogue, identify friction points, and propose practical solutions. Following the forum, the consultant is expected to prepare a concise report summarizing key outcomes, recommendations, and agreed next steps, as well as a draft SOP/Code of Conduct reflecting the contributions of participants.
