About Brooke
Brooke is an international animal welfare organization working to improve the lives of working horses, donkeys, mules and the people who depend on them. We reach over 2 million working animals across Africa, Asia, Latin America and the Middle East. Our staff include vets, animal welfare experts and advocacy and development specialists.
Our aim is to equip local people with the knowledge and skills to give their horse, donkey or mule a better life; and to enhance local capacity and conducive environment to sustainably improve the lives of working horses, donkeys and mules. Brooke has been working in Ethiopia since 2006 with a country office in Addis Ababa.
Main Purpose of the Job
The Sr. Manager for Program Performance and Capacity Development will be responsible to ensure quality performance of the country program, managing BE’s overall MEAL function, and support team technically both on animal health and animal welfare initiatives. Responsibilities will include:
Championing Evaluation, Accountability and learning (MEAL) and Capacity Development Support
Supports the use of AHMF, FQMF, the adoption of guidelines and standards, looking for improved ways of working, and provides quality assurance of training curriculum, aids and materials for all community engagement and service provision initiatives.
Revises guidelines and ways of working based on best practice and learnings from urban and rural interventions.
Proactively raises issues (good and bad) indicated by the data for learning.
Lead capacity development plan of Brooke Ethiopia team and partner staff in close collaboration with the head of Program and Operations.
Facilitate the development of Brooke BE learning strategies for improving program performance, for example how to synthesize evaluative information to inform team and organizational learning, dissemination of good practice, facilitation of critical reflection and learning activities.
Ensures the MEAL framework is fit for purpose and implemented, providing tools, systems and training for monitoring, evaluation and assessment.
Provide leadership and inspiration to improve Brooke Ethiopia’s monitoring and evaluation system.
Identify good practice and working with Brooke colleagues globally to position Brooke as an innovator in relation to program performance, evidence building and accountability.
Provide quality information to support SLT evidence-based decision making on program direction, exit, expansion etc.
Ensures compliance of technical teams to Brooke minimum standards.
Provide technical consulting services in support of CD on organizational development, and adaptive management. This could include designing performance monitoring systems and adaptive management processes, conducting key informant interviews, developing performance management plans, designing and analyzing small surveys, developing learning agendas, and providing training.
Ensure program experiences, lessons and key achievements are properly documented, to enable program improvement and also sharing to others (in collaboration with the wider team).
Work closely with Brooke UK technical team (MEAL, Animal Health, Animal Welfare, Community Development and Research).
Management and Leadership:
Directly manage and support MEAL manager, Animal Welfare and HBC Coordinator and Farriery Coordinator.
Work closely with the Head of Program and Operations to design individual plans for performance management and accountability.
Identify and provide capacity development of the technical field team as necessary through mentoring, targeted training and other opportunities.
As a key part of the Senior Leadership Team (SLT), actively engage in the strategic leadership and decisions of the country program.
Foster collaboration and build a spirited team. Recognize contribution of others make and raise the profile and responsibility of team members.
Participate in the performance appraisal process of the community engagement and animal health field offices in collaboration with the program operations team.
General
a. Perform such additional tasks as may reasonably be required by the Country Director
b. In undertaking the role, comply with all Brooke global and country policies and procedures.
c. This position has a budget management responsibility and expected to manage budget as per the organization financial policy.
d. The role requires regular in-country travel, sometimes at short notice.
e. This list of tasks may not be exhaustive and will be reviewed from time to time.
Reports to
Country Director (CD); this position will require regular interaction between Regional and Field Teams, other Senior Leadership Team (SLT) members and Brooke UK.

Knowledge and Experience
Graduate Degree in Doctor of Veterinary medicine (DVM) with extensive experiences of working on Animal Health, Animal Welfare and Community Development Initiatives.
Significant senior level experience (5+ years) of leading and managing MEAL processes in an international NGO
At least five years of experience of work on Agriculture/Livestock/livelihoods or Community Development in the NGO sector.
Proven experience of designing and implementing Monitoring and Evaluation (M&E) tools and systems, including data collection and analysis.
Proven experience in provision of Capacity building/training.
Ability to work independently and think innovatively and strategically, as well as work collaboratively.
Knowledge of basic Animal Welfare (AW) concepts and the importance of working equines to households / the economy.
Experience of managing subordinate staff
Commitment and enthusiasm for the Brooke’s mission and values in promoting equine welfare.
Skills and Abilities
Clear, strategic thinker with strong analytical and problem solving skills.
Demonstrable skills in results based planning, monitoring and evaluation
Excellent IT skills, especially MS Word, Excel and other MS Office applications
Strong interpersonal skills and ability to manage complex and sensitive organizational relationships.
Fluency in English and Amharic (spoken and written).
