Job Description

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Health Field Officer 1 (Midwife) (6 months fixed term contract), based in Nekemte. 

Terms of Employment: 6 months fixed term contract

Duties and Responsibilities:

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.

  • Understands and adheres to the ICRC Code of Conduct.

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.

  • Respects and always observes staff regulations and security rules.

  • Represents the ICRC in a professional manner at all times.

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

  • Takes responsibility for own professional learning and development.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Accountability and Responsibilities

·       Responsible for sexual and reproductive health activities including SV in Nekemte AOR.

·       Support other health activities as required. Define referral mechanisms for survivors of SV and fistula patients from the community to curative care facilities.

·       Ensures that the SOPs related to sexual violence and Reproductive health are available in health facilities including OSCs and adhered to be the relevant staff.  

·       Ensures rational use of drugs related to SRH care,

·       Organizes and supports trainings on SV and Reproductive Health in collaboration with Health delegate, the Health Coordinator and the RHB.

·       Ensures that Health Care in Danger and SV are included in all trainings. 

·       Maintains regular contact with relevant interlocutors at regional and community level.

Main Duties

a)    Health Care

·        Works as part of a health team in Nekemte SD

·       Supports the planning, implementation, and monitoring of SV & reproductive health activities in PHCs, hospital programs, OSCs and Fistula Care center service as per the health strategy. 

·       Supports other health activities as required and works in an integrated multidisciplinary approach within the SD.

·       Understands and promotes the Health Care in Danger file. 

·       Develops an understanding of the challenges in the AOR and maintains contact with the relevant health authorities at Region Health Bureau and other partners involved in the file of SV.

·       Contributes to institutional reporting and participates in field trips and assessments when required. 

b)    Emergencies

·       Monitors suspected or confirmed outbreaks including malnutrition, malaria, measles, diarrhea and communicable diseases and reports to the Health Delegate.

·       Contributes to planning, proposals, and implementation of response as required.   

·       Monitors security in AOR and informs the Health Delegate if any concerns related to movement of ICRC and program implementation.

c)    ADMIN/Reporting 

·       Ensures that supplies to OSCs and inventories are completed on time and stocks received as required. 

·       Monitors equipment needs in OSCs, ensure rational use and inventory of donated equipment is maintained in each facility.   

·       Ensures that items from other agencies/RHB are supplied to the OSCs i.e PeP kits, HIV tests kits, hygiene kits.

·       Provides input to MAD/DHIS2, QHTR, weekly reporting, ensure comprehensive data analysis (contextual/protection lens) as well as closer work with Protection and SV department

·       Understands accountability to Affected Populations (AAP) and disseminates in health programs. 

·       Supports oral and written translations as required i.e., translating in meetings with ICRC community interlocutors, information leaflets, etc.

·       Ensure in collaboration with the relevant parties the update and follow up of the Memorandum of Understanding for all supported health facilities.

Job Requirements

·       University degree in midwifery Nursing from recognized university or college.

·       Must be registered by the regional health bureau directorate of health service, and health related product regulation with valid licence.

·       Good understanding of the context in Oromia region.

·       At least 3 years of active practice as a midwife.

·       Fluent in English, Afaan Oromo, and Amharic

·       Computer skills-MS word, EXCEL.
