Overview of Role

The Tigray Programme Manager (based in Mekelle) will report to the Head of Development Cooperation (based in Addis Ababa) and will have particular responsibility for managing Ireland’s development assistance and humanitarian programme in Tigray, including through the oversight of grant funding; mainstreaming Ireland’s international development policy priority areas (including gender and climate); and, monitoring, evaluation and learning. The role includes responsibility for assessing programme partners’ proposals and monitoring of agreed programme outcomes using a whole of embassy approach.

Overall Role and Responsibilities:

Support the delivery of the Embassy’s Mission Strategy 2020-2025 and the Mission Annual Business Plans as they relate to Tigray region;

Support other key Embassy functions in Tigray region as required, including on-going representation and promotion of the Embassy’s work, preparations and support for official visits to Tigray region, provision of regular updates to the Embassy on a range of sectors as they relate to the programmes supported by the Embassy in the region;

Provide technical and programme management support to the Embassy’s partners in Tigray, in close collaboration with Embassy staff in Addis.

Lead day-to-day management of the Office in Mekelle including ensuring the effective management of staff (Driver/Office Assistant);

Lead on the Embassy’s gender transformative approach and climate action as it relates to the programmes supported by the Embassy in Tigray;

Liaise closely with staff of the Embassy to deal with any consular issues that may arise related to Tigray.

Undertake monitoring of all programmes / projects supported by the Embassy in Tigray

Job Requirement

Essential requirements candidates must be able to demonstrate:

  • Academic qualification with MA degree in Management international development, development studies, sociology, economics, social sciences or related field.

  • Candidates must have a minimum of ten years’ relevant experience working in Ethiopia with relevant work experience particularly in humanitarian, post-conflict recovery and rehabilitation and development programming, in senior managerial role within a development and/or humanitarian organisation in an international and/or regional setting. International management experience will be recognised as advantageous.

  • Excellent written and spoken English, Tigrigna and Amharic.

  • The candidate must provide evidence of their knowledge of the determinants of good governance, gender equality and human rights and their application and relevance to the context in the Horn of Africa.

  • The candidate must demonstrate using examples of working in some of our priority areas (education, agriculture, private sector development, climate resilience, gender and governance.)

  • The candidate should provide examples of being solutions-oriented, and committed to delivering results and taking responsibility for quality outcomes.

  • Demonstrable knowledge of leading strategic planning and monitoring/ evaluation/ learning initiatives resulting in well-defined and achievable strategies and work-plans.

  • Demonstrable experience (through examples) of financial analysis and budget management at a management level.

  • The candidate must demonstrate using work based examples of providing excellent interpersonal & communications skills, working in a team but also dealing effectively with people in external organisations.

  • Proficient with MS Office Suite including Word, Excel, Outlook and PowerPoint; additional IT applications would be beneficial (e.g. working with datasets).

  • A willingness and ability to travel frequently, often to remote areas.

  • The successful candidate must have a legal entitlement to live and work in Ethiopia prior to recruitment

Start date: March 2024

Working hours: Monday to Thursday, with standard office hours from 8:00am – 5:00pm, Friday from 8:00am – 2:00pm with total working hours not exceeding 48 hours per week as per local labour law

Eligibility: Candidates must have a permanent, legal right to reside and work in Ethiopia and will be subject to employment and taxation law in Ethiopia

Annual Leave Entitlement: Annual leave allowance is 20 working days per year

Gross Salary: €2,527.22 per month / €30,326.64 per annum paid in local currency. Salaries are paid direct to a bank account, therefore, the successful candidate must have a bank account

Location Mekelle, Tigray with frequent travel to remote areas

Selection Process:

Depending on the number of applications received, a short-listing of candidates to be called for a competency-based interview may be undertaken based on the Essential Requirements above.

A second interview may be included in the recruitment process; and A panel may be set up depending on the calibre of candidates.
