Contract Details: Definite period 

Job Purpose:

The Education Programme Coordinator will be providing technical leadership to any education programmes in Concern Ethiopia offices. The job holder expected to build strong relationship between Concern country office and ministry of education at federal level and education bureau at regional level. The job holder expected to lead programme design and proposal development activities in a consortia where international and national partners are engaged. In addition to designing innovative Education programmes and portfolio growth, the role holder will be providing technical oversight and coordination in order to support the quality and impact of field level Education programmes. The role holder will support capacity building initiatives as well as working with Area coordinators, Systems Team, MEAL, Gender, Nutrition, Cash and Markets  and WASH to carry out need based assessments and activities, including setting up quality benchmarks. The post holder is expected to have expertise in Education/ pedagogy sectors, and have the capacity to design and implement Education programming and budgeting. S/he is self-motivated & able to manage a large workload and managing partners in a consortium.

Main duties & Responsibilities:

Strategy & Vision

  • Build strong relationship with ministry of education at federal and regional level.

  • Lead the design of Education programme proposal on the bases of  national education strategy (in line with the global strategy) for the implementation of Education  Programmes

  • Lead consortium in the designing of education programme proposal.

  • Contribute to the development of the country-wide formal and non-formal education priorities, and initiate, and participate in the development and implementation of Education projects.

  • Design proposal to secure resources for Education programme and convince stakeholders to provide support.

Programme Coordination & Implementation Support

  • Work with Regional-level education project managers and support the implementation of timely, quality, and inclusive formal and non-formal education programs in Ethiopia in line with the strategies, proposals, and donor requirements

  • Set programme direction by prioritizing and organizing actions & resources to achieve objectives and contribute to country strategy development.

  • Provide technical support and ensure high technical quality of the formal and non-formal education programmes both in the development of proposals and completion of project activities in the field.

  • Actively seek future funding opportunities and develop strong project proposals in line with the country and sector strategic plan;

  • Ensure programme adherence specific donors guidelines &  internationally accepted technical norms and standards of practices for Education related activities

  • Provide input into and ensure that all donor reporting requirements on programme impact are met and assist staff and partners in setting up reporting and tracking systems to provide such information in an efficient and timely manner

  • Develop a context specific Guide for the implementation of Education Programme, systems, methods, technical tools and materials;

  • Participate in the initial response analysis, mapping and monitoring as necessary to contribute to appropriate emergency Education programming

  • Support field teams to conduct Rapid Assessment of the Education situation in varied contexts;

  • Analyze initial Education assessments and prioritize options to make decisions on the programme to be implemented and the types and combinations of activities in consultation with other technical advisor);

  • Ensure quality control, value-added and impact analyses, identification and capitalization of best practices and lessons learned and make relevant feedback for the development of new projects;

  • Ensure that the implementation of the programme is adapted to communities, authorities and partners and in line with the relevant guidelines, principles, values, quality standards and strategic plan of Concern programs (such as gender policy, Do No Harm principles and beneficiary accountability standards);

  • Contribute to the drafting of reports on Education, in accordance with the requirements of Concern and donors.

  • Ensure the quality of the monitoring, evaluation and learning process for the Education Livelihoods Programme to document the impact of Education activities, in collaboration with the MEL team.

Team Management & Capacity Building

  • Develop and facilitate training sessions and capacity building on Education for development & emergency programme staff.

  • Assist team members with information, tools and resources to improve performance & reach objectives;

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Representation & Coordination

  • Represent Concern  in Education cluster meetings, government meetings and other coordination mechanisms and coordinate with other actors how to efficiently and effectively cooperate on Education related activities in the programme areas we have projects running;

  • Identify, build and manage collaborative partnerships with donors, local authorities, group and other stakeholders.

  • Work closely with other Advisors/Coordinators/Project Managers to ensure a holistic approach;

  • Proactive coordination with other Education actors including consortia partners, and other actors implementing similar or complementary interventions;

  • Communicate effectively to ensure overall project targets and donor obligations are met.

  • Liaise with relevant institutions to bring innovation and technology for adoption in our programmes.

Emergency response

  • Ensure all staff who report to this post have included gender equality objectives as part of their performance Development Review (PDR) are held accountable to this effect.

  • Ensure programme/project staff at all level are clear about how to integrate gender equality in their respective programmes and projects.

  • Ensure Concern’s Gender Equality policy and strategy has been communicated to partners.

  • Coordinate with GE coordinator in planning,  allocating and implementing budget for gender equality activities in line with the Gender Equality strategy

  • Ensure projects are designed based on Concern’s Gender Equality criteria.

  • Ensure programmes/ projects, plans and reports are disaggregated by sex and age.

  • Ensure programme /project reports include best practices on gender equality.

  • Ensure their respective programmes/projects are integrated which can address gender issues in all phases of the project cycle.

  • Understand local safeguarding structures and arrangements.

  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect.

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E)

  • Work with relevant staff to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed

  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities

Job Requirements

Person specification:

Education & Qualifications Required:  

  • BA/BSc or equivalent in development studies, Education, social science or other related discipline with a combination of relevant experiences; MA/MSc preferred.

  • 6/8 years of Education programming in emergency and development experience with post graduate or with first degree respectively. At least 4 years of management experience.

  • Experience in proposal design for significant consortium programme

  • Experience working in diversified team, with local NGOs and partners in the implementation of programmes and support in institutional development.

  • Experience with the development, implementation & compliance of USAID, FCDO and ECHO funded Education programmes.

  • To play a leading role in a consortia and ability to partnership development.

  • Knowledge of Sphere standards and other training in humanitarian response preferred.

  • Demonstrated flexibility and creativity in planning and problem solving.

  • Experience in working with and capacity building of national staff and partner organizations.

  • Familiarity with principles of humanitarian action (international code of conduct and humanitarian charter).

Skills required.

  • Proven management skills.

  • Computer literate.

  •  Project management experience including results based management and M&E (including quantitative and qualitative methodologies)

  • Donor standard proposal and report writing skills

  • Excellent representational and coordination skills.
