The Finance Officer is responsible for assisting with maintaining the USAID/E LHA cash transactions and financial records, reviewing petty cash vouchers, and ensuring timely replenishment of petty cash. The role of the Finance Officer also includes maintaining the project accounting software (QuickBooks), performing accounting and financial duties to ensure accuracy and compliance with internal and external regulations, and liaising with relevant banks, and government departments and offices in relation to taxes and customs. This position reports to the Finance Manager and will be matrix-managed by the Senior Finance Officer.
ESSENTIAL FUNCTIONS
The Finance Officer will also be responsible for other functions such as
Assist with the preparation of payment vouchers to process all vendor invoices, travel expense reports, and other program-activity payments
Support the monthly consolidation and close out of LHA project accounts
Assist the finance team with the preparation of the activity budgets and modifications.
Assist in maintaining and updating the activity budget tracking sheet on a monthly basis and monitor the obligated funds
Ensure completeness of supporting documentation and accuracy of entries on the financial software of EngenderHealth (QB/SAGE) for financial reporting; keeping a proper filing system for all cash transactions
Assist with the follow-up of the cash flow status of the project and prepare cash flow requests as per the requirements of EngenderHealth
Responsible for the preparation of training-related transactions
Support the LHA unit with yearly annual budget planning and monitoring
Handle VAT reimbursement processing with applicable offices and units
Prepare and monitor the status of the reconciliation of travel and other advances.
Assist with the preparation of payroll and deduction of related tax and pension and ensuring all necessary documentation is complete before processing payment
Review payment vouchers and supporting documents such as receipts, invoices, tax invoices, etc.; assist in the processing of grantees' financial reports and grants cash disbursements
Maintaining and updating financial files ensuring up-to-date records/trackers and that all finance files are electronically filed in the office; Will monitor and ensure availability of all documentation for audit and facilitating audit process
In collaboration with the Senior Finance Officer assist with the monthly budget vs actual tracking and reporting to management as well as report preparation for local government office
Liaising with banks in the processing of wire transfers; timely submission of different types of tax to the Govt. to avoid any kind of penalty and performing other duties as assigned by the Finance Manager
Other duties as assigned by immediate supervisor
Job Requirements
Must possess the following requirements with or without a reasonable accommodation
Bachelor’s degree, or other equivalent degree in accounting, finance, Business administration, or other related field
At least 5 years of accounting or relevant experience in various projects
Computer literacy, including proven experience with computerized accounting packages, word processing, and spreadsheets in QuickBooks, as well as Microsoft Word and Excel
Excellent organizational skills
Good communication skills
Prior experience working with international NGOs and government organizations, and knowledge of USAID rules and regulations will be an advantage
