BACKGROUND
The five-year (January 2024-December 2028) USAID/Ethiopia Lowland Health Activity (LHA) works to reduce maternal and infant mortality in Ethiopia by focusing on reproductive, maternal, newborn, child health, and nutrition. LHA is implemented by EngenderHealth in partnership with international organizations, JSI Research and Training Institute (JSI), University of North Carolina at Chapel Hills Carolina Population Center (UNC-CPC), and local organizations consisting of Pastoralist Concern, Ethiopian Muslims Relief & Development Association and Ethiopian Women Lawyers Association (EWLA). Geographically, the Activity will cover 35 selected pastoralist woredas of Afar, Somali, South Omo Zone in South Ethiopia, and Borena Zone in Oromia regions. The goal of the LHA project is to improve health and nutrition outcomes in pastoral areas by increasing access, quality, and utilization of health and nutrition services.

JOB SUMMARY
The Senior LME Advisor is a full-time position based in Addis Ababa, Ethiopia, with extensive travel to project sites. The Senior LME Advisor will be the focal point for LHA monitoring and evaluation (M&E) and health management information system (HMIS) activities across all partners. S/he will help to forge strong working relationships among LHA partners and government counterparts to advance LHA’s efforts to strengthen maternal and child health outcomes and system resiliency. The Senior LME Advisor must be proactive in delivering work, communicating progress, and being solution-driven. Additionally, s/he will work with project staff, partners, and local stakeholders to ensure the proper design and implementation of all monitoring, evaluation, and research activities. This includes indicator development and tracking; database development and data collection forms and processes; development of metrics to assess improvements in program outcomes; project targets/benchmarks; data quality assurance approaches; capacity building; knowledge management and ensuring data informs future programming and continuous program quality improvement; and overseeing the day-to-day management of the LME and HMIS team. S/he will report to the LHA’s Learning, Monitoring, and Evaluation (LME) Director and will work closely with project technical and management staff to ensure the integration of strategic information across programmatic activities.

Duties and Responsibilities:

  • Oversee the day-to-day management of the LME activities within LHA and engage a “one-team” approach amongst LME staff across LHA staff and partners to ensure expectations, deliverables, and quality standards are outlined and that LHA-related deliverables are produced on time and are of high quality.

  • Manage the development and implementation of project Monitoring, Evaluation, and performance measurement and related databases and data collection forms, including the project’s performance measurement plan, M&E work plans/manuals, routine monitoring and evaluation, information systems, and the design and implementation of activities.

  • Develop and apply standards and mechanisms to streamline data collection and ensure the project adheres to the overall technical quality of evidence-related activities including ensuring the project has well-defined results and data quality assurance approaches are developed and implemented.

  • Provide leadership and training in the development of progress against indicators template, quantitative and qualitative tools (surveys, focus groups, KIIs), routine monitoring tools, and analysis and data visualization to enable the project to assess outcomes and impact.

  • Provide leadership to all performance monitoring and evaluation activities undertaken by LHA to ensure quality standards are met, ethical processes are adhered to and ensure high-quality, on-time deliverables.

  • Contribute to LHA’s strategic information and/or learning component, ensuring research and activity findings are used for future programming and planning, drive strategic discussions, and foster continuous improvement through learning and adaptation.

  • Build a collaborative relationship with all LHA partners and promote shared learning, align approaches, and share mutual accountability to quality data collection, analysis, and presentation.

  • Ensure project data is integrated and documented in reporting, lead M&E contributions to quarterly and annual reporting, and prepare other suitable external or internal reports as needed.

  • Responsible for implementing EngenderHealth’s Code of Conduct and adhering to EngenderHealth's policies on fraud management.

  • Establish and maintain regular communication with the LME, and program teams for closer support;

  • Travel to project locations in the field, as needed.

  • Perform any other tasks as assigned by the Supervisor from time to time.

Job Requirements

  • Master’s degree in public health, statistics, information systems, epidemiology, biostatistics, business, or a related field is required.

  • Minimum of 8 years of international public health experience with a focus on high-quality design and implementation of LME systems and the use of data to improve program performance and policies.

  • Experience designing, implementing, and managing LME-related activities for international donor programming required (experience with USAID a plus), experience working on health-related programming in Ethiopia’s lowlands or pastoralist communities is preferred.

  • Ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation.

  • Demonstrated ability to supervise staff and work with partners/stakeholders to successfully design, manage, and implement information systems and monitoring and evaluation plans.

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS

  • Computer proficiency, including use of MS Excel, Word, PowerPoint, and Access, and experience with the Google Suite preferred; experience in advanced statistical packages preferred (SPSS, STATA, R, ArcGIS, word processing, database, and graphical software).

  • Experience with the application of qualitative methods of data collection and analysis is desirable (experience in using ATLAS Ti, MAXQDA, Open Code, or any other relevant qualitative data coding and analysis software)

  • Fluency in Amharic and English while the ability to speak the local languages of areas supported by LHA would be an added value
