Job Description

Contract Details: Definite period

Job Purpose:

  • The Livelihood Project Officer will be responsible for the designing, planning, and results-based implementation of livelihood activities at the field level. The Livelihood Officer will work along with the team members and will be responsible to coordinate and establish the linkages amongst all the project team members, groups, stakeholders, line agencies. The Livelihood Officer will provide timely, accurate, reports to the Project Manager.

Main duties & Responsibilities

Project implementation:-

  • Develop and provide technical support in livelihood resilience development activities, initiatives in line with the project strategy including necessary preparation of design, technical support, stakeholder consultation, preparation of terms of reference, concept notes, action plan, identifying appropriate implementation modalities to operationalizing activities;

  • Develop guidelines, tools, and SOPs for livelihoods activities, including tools to support market research; and participate in labour market assessment

  • Carry out regular monitoring of field livelihoods activities, report findings and provide recommendations for improvement.

  • Working together with project stakeholders in beneficiary targeting

  • Maintain regular contact with TEVTs and private companies to ensure that training and apprenticeship are being carried out effectively and to the required standard;

  • Documentation and filling of all beneficiaries related data;

  • In close coordination with project manager and other project staff, select enterprises for apprenticeship and wage facilitation

  • Facilitate tailored training on marketing and Business development for entrepreneurs;  

  • Create market linkage between urban and regional markets: e.g., identify exhibition opportunities for target beneficiaries for their local products and facilitate to participate in exhibitions;

  • Design technics and procedures for regular monitoring with a caseload of self-employers and apprentices to ensure that all parties gain maximum benefit and full framework outcomes;

  • Strengthen linkage with locally available institutions and ensure that project target HHs get appropriate market and job access;

  • build public-private partnership (PPPs) to promote work based training;

  • Implement project activities as per the plan within the agreed time table and require quality;

  • Dealing with local institutions mainly Cooperative, SACCo and other institutions providing basic services to the target beneficiaries in areas of financial service;

  • Communicate and working jointly and create common understanding with relevant stakeholder for planning, implementing and monitoring of the project activities;

  • Prepare weekly/monthly reports to the Line manager with detailing progress and challenges;

  • Any other assignment as may be required by the Project Manager

Monitoring, Evaluation and Learning

  • Ensure that all the database are properly documented and reported for analysis

  • Supervise and ensure the proper collection of monitoring tools at household level

  • Produce IGA sector accomplishment report and monitoring reports and submit on deadlines to the supervisor;

  • Document the progress of  all activities and outputs for monitoring purposes;

  • Support to the Project Implementation Unit, for the regular meetings of between line agencies, and local level, stakeholders; groups; and Facilitate spot checks of the implemented activities at the field level.

Planning, Reporting and Accountability

  • Prepare monthly report and submit to PM as per the deadline;

  • Ensure effective communication and transparent information flows are maintained with PM

  • Contribute to ensuring that strong complaints response mechanisms are in place across the project

  • Ensure that Core Humanitarian Standards are met and that any concerns are raised to the project manager

Financial Management

  • Prepare detailed budget plans and implement the approved budget in line with Concern finance policies and procedures.

  • follow up and monitor the delivery of the project input

  • Responsible for proper, efficient and timely utilization of allocated budget for project activity and provide technical input for the purchasing of standard and quality materials;

Emergency Response

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Accountability

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 

  • Establish/strengthen the implementation of complaint response mechanism (CRM) at community level and ensure its functionality by closely working with the project team.

  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 

  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

  • Understand local safeguarding structures and arrangements.

  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect.

  • Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.

Job Requirements

Person specification:

  • BA/BSc in Entrepreneurship, Business Management, Economics, livelihood development

  • Dev’t studies and other related educational background from recognized University;

  • Demonstrated understanding of livelihood development activities with at least 4 years of practical working experience with the first degree or 2 years of relevant experience plus post graduate degree

  •  Experience in program design, monitoring, and evaluation is an asset

  • Familiar with urban livelihood development with market system development approach is preferable

  • Previous experience with similar INGO/NGO projects will be an asset;

Skills Required

  • Basic supervisory/managerial skills.

  • Technical and report writing skills

  • Computer literate.

  • Fluent spoken and written English.

  • Good communication and interpersonal skills
