ROLE PURPOSE

The Grants Coordinator will be responsible for coordinating the pre-award planning, organization, preparation, and the post-award administration of various grants to multiple women’s rights organizations (WRO’s) in Ethiopia. Feminist principles of collaboration, participation, transparency, and respect for the agency of women’s organizations will be integrated into all aspects of this role. The post-holder will be based in Addis Ababa yet travel to the project locations in Amhara, Oromia and SNNPR for approximately 50% of their time.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Some of the activities include:

  • Annual plan development, overseeing implementation and monitoring while ensuring quality program delivery of the Women’s Voice and Leadership project in the four-program area (Amhara, Addis Ababa, Oromia and SNNPR, networking, developing and strengthening partnerships.

  • National/ regional advocacy and networking, strategic thematic area planning, developing and strengthening partnerships and mainstreaming of feminist approach for gender equality and empowerment of women and girls.

  • Nurturing, developing and facilitating the achievement of results in close collaboration with the Women Organization partners and movements in Ethiopia.

  • Striving for gender equality and empowerment of women and girls with government stakeholders, creating and nurturing partnership and learning the respective organizations and government agencies including, Women, Children, and Youth Affairs.

Leadership

  • Work closely with WOs as per the requirements of the project agreement and established project delivery and performance measurement system. Ensure WVL planning, implementation, monitoring and evaluation processes meet and comply with external accountability requirement and standards.

  • Will be responsible to work across all grant recipients and all four regions of the project implementation to ensure timely, quality, and effective programming.

  • Will be a member of the Project Management Team (PMT), and technical grant advisory committee (TGAC).

  • Closely work with the Women’s Voice and Leadership Project Lead, MEAL Specialist, and Capacity Building Specialist at PIE CO.

  • Ensure the technical soundness, appropriateness, and general quality in all aspects of the project cycle

  • Closely work with the Project Lead and technical granting advisory committee (TGAC) to support the realization of the Women Empowerment Grant (WEG), Flexible Response Funding Mechanism Grant (FRFMs) and influencing and evidence grant IEG to WOs

Project Design

  • The Grant Coordinator is responsible for initiating development and delivery of annual work plans, as well as budget preparation and review.

  • Support the development of the project’s feminist model and other training modules with the Plan international project team, consultants, and Women organizations.

  • Responsible for supporting the day to day realization of the project implementation plan and systematically follow-up and monitor outcome and output delivery.

  • Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program.

Planning

  • S/he provides managerial and technical leadership in the realization of the project objectives and activities

  • Support the annual and semi-annual activity planning, implementation, and budgeting process.

  • Provided one-on-one support with multi-year Women’s Empowerment Grant (WEG) and Influencing and Evidence Grant (IEG) recipients, in the development of their project implementation plans (PIPs).

  • Provide technical support and guidance to the Women Organizations on project learning and monitoring data during the preparation of annual work plans (AWPs).

  • Support the validation of the Logic Model (LM) and Performance Monitoring Framework (PMF) before used as a governing document for the project.

Monitoring

  • Support the overall delivery of output and outcome and monitoring of activities on a regular and periodic bases (monthly, quarterly, semi-annually, annually)

  • Work with the MEAL Specialist and Capacity Building Specialist to ensure relevant and quality project results and data is collected, analysed, and disseminated to support evidence-based project intervention.

  • Conduct regular visits to the project sites in Addis Ababa, Oromia, SNNP, and Amhara region, and participate in joint supervision activities with relevant stakeholders to ensure quality service delivery (as per the project work plan)

  • Provide quality guidance to Women Organizations (WOs) in implementing WVL in their planning, monitoring, and evaluation processes and in materialize the project goal and objectives.

  • Ensure that M&E data from all WOs are collected, analysed, and presented in a way to helps decision making, and ready to be shared with both external and internal audiences as required.

  • Identifies gaps in project implementation and practices, extracts learnings on successes, challenges, and lessons learned for corrective action and improvement.

Evaluation

  • Along with the M&E and Capacity Building Specialist, support the baseline, midterm, and end line evaluations of the project in accordance to the performance indicators set for the project.

  • Ensure that the project is implemented as per the quality intended and in accordance with the results-based management principles and tools.

  • Engage in the design and development of tools to collect outcome level performance indicator and disaggregate data through project evaluations.

  • Along with the M&E and Capacity Building specialist, engage with consultants and research partners to ensure that commissioned research and evaluations are carried out to high international standards and successfully completed.

Reporting

  • Prepare and submit quality quarter and annual reports in a timely basis; in collaboration with the Women’s Voice and Leadership project team; - M&E and Capacity Building Specialist.

  • Prepare (draft) donor country-level programs’ performance reports and ensure program quality and adhere to the department’s compliance requirements.

  • Review the regular reports of the WOs and provide hands on feedback for improvements and continual learning.

  • Upload and monitor the data in the SAP system for timely update in accordance with Plan Guideline including SAP administration reports to all related persons by quarterly (as appropriate).

Learning

  • Capture, document, and share lessons learned from project implementation to larger stakeholders and the community, including evidence on project stories of change and promising practices.

  • Provide information on project learnings and monitoring data to integrate lessons learned and course- correction in implementation going forward.,

  • Capture and document stories of change or stories and learnings under the project for program improvement, reporting and documentation.

  • Undertake documentation and regularly track and update the project’s progress and data base of respective WOs and project locations.

  • Support knowledge management and learning by producing specific programme information resources.

  • Proactively seek and promote promising and best practices as part of monitoring, evaluation, program effectiveness practice, and learning.

  • Lead the organization of review meetings and prepare events in collaboration with M&E, Grant Coordinator, and Capacity Development Specialist.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

  • Ensures that staff under his/her supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualification and Experience Requirements

  • Academic qualification BA/MA in economics, business, project management, or other relevant fields.

  • At least 5 years’ experience in project management, grants management and compliance with more than one development aid donor.

  • Proven experience working with program management tools and processes, including financial reporting budget guidance, work plans and monitoring templates.

  • Experience in sub-granting for multiple partners, from due diligence to agreement signing and grant disbursement finally to liquidation

Knowledge

  • Knowledge of development issues, trends, challenges and opportunities and implications to community development.

  • Demonstrated knowledge of strategic work planning processes.

  • Understanding of feminist principles, gender equality, and women’s empowerment.

  • Familiarity with Global Affairs Canada guidelines and requirements.

Skills Specific to the Post

  • Ability to establish priorities in a time-sensitive environment, track project performance, meet deadlines, and ensure high-quality deliverables.

  • Excellent interpersonal and communication skills (written, oral) in English (verbal and written) and Amharic. All donor reports, deliverables and communication will be in English.

  • Proficient computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet). SAP software application skill is desirable

Languages required

  • Fluency in English language is essential

  • In addition to Amharic other local Knowledge of Local Languages is a desirable
