The Opportunity
The position holder will be responsible to provide support for returnees and Host communities in Dembe Woreda to claim their rights to access essential services such as legal identity and civil documentation and housing, land and property rights related to EHF funded project that currently under implementation.

· Conduct research, assessments, and studies to inform and guide counselling sessions for beneficiaries.
· Collaborate with local actors to address ICLA issues.
· Provide beneficiaries with group information sessions on civil and identity document regulations, as well as case-specific counselling and legal assistance as needed.
· Assist beneficiaries in obtaining necessary documentation and evidence for their legal identity.
· Collect current information on relevant laws, procedures, and practices regarding LCD.
· Design and facilitate legal identity workshops with stakeholders.
· Where relevant lead mobile group information sessions, designed to raise awareness and provide information to the community, on access to civil documentation, legal identity documents, and related issues.
· Provide beneficiaries who require more detailed information on civil documentation, legal identity documents, and related issues with mobile counselling services and technical assistance
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Qualifications/ experience essential:
A university degree in law and a social sciences degree with a paralegal qualification and/or background
Familiarity with laws, procedures and practices operative in the Benishangul region, particularly laws and procedures related to Legal identity and civil documentation is advantageous.
Good emergency experience
Minimum of three (3) years of work experience, primarily in the areas of legal identity and civil documentation, as well as housing, land, and property rights in emergency situations.
Qualifications and experience desirable
Equipped with sufficient level of awareness on legal identity and civil documentation
Knowledge of Plan policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct
Knowledge of child rights programming
Good knowledge of field level realities of humanitarian NGOs work;
Experience of working in BG is a strong asset.
Good understanding of the external operating environment including government policies, strategies, guidelines and operating procedures in managing emergencies and disasters in the country Perform multiple, non-technical tasks with a potential need to upgrade skills in order to meet changing job conditions.
Ability to work independently
English language and
Knowledge of local language is a very strong asset

The consultant will facilitate discussions, group work, and role-play exercises to encourage dialogue, identify friction points, and propose practical solutions. Following the forum, the consultant is expected to prepare a concise report summarizing key outcomes, recommendations, and agreed next steps, as well as a draft SOP/Code of Conduct reflecting the contributions of participants.
