 Background

 Under the overall supervision of the Preparedness and Response Unit Coordinator, direct supervision of the ESNFI Cluster Coordinator and in close coordination with Senior Project Associate-ESNFI Cluster, the successful candidate will effectuate IOM's commitment to work within the Inter-Agency Standing Committee (IASC) framework and the Cluster Approach.  The successful candidate will support the ES/NFI Cluster to represent and coordinate the ES/NFI response in the Northwest and Central zones of the Tigray region.

 Core Functions / Responsibilities: 

1.     Gather, collate, and analyze data on emergency shelter needs assessments and assist promptly and efficiently, including feedback and/or issues raised by the affected population.

2.     Provide regular updates, summaries, mapping, and analysis of the assessed needs and responses of the cluster. Design shelter typologies and prepare bills of quantities for location-specific interventions.

3.     Identify and report any shelter & NFI assistance gaps to the national cluster.

4.     Implement methods to share this information, as well as broader information on shelter and NFI needs and solutions that the cluster wants to develop and/or share, with all concerned stakeholders and the affected population;

5.     Promote attention to vulnerable groups and cross-cutting issues, including establishing context-specific beneficiary targeting criteria, context-specific monitoring tools, and Accountability to Affected Population strategy.

6.     Verify Emergency Shelter Cluster partner responses align with existing international, national, and IASC policy guidelines, technical standards, and relevant Government obligations regarding urban zoning, building code compliance, and the environment.

7.     Contribute directly to cross-cutting strategies and issues including but not exclusive to Housing Land and Property, cash modality for distribution, gender equity, and protection.

8.     In conjunction with the national coordinator, advocate for funding and materials needs for partners to address identified gaps.

9.     Contribute to preparing and revising contingency planning and preparedness processes at the regional level.

10.  Actively participate and contribute to ICCG meetings at the Regional and zonal level [as they occur]

11.  Track performance and humanitarian outcomes using benchmarks, indicators, and data (disaggregated by age and gender) as agreed through Cluster mechanisms.

12.  Support the development and implementation of a common strategy within the Emergency Shelter Cluster

13.  Representing the ES/NFI Cluster at regional and zonal levels with the regional government's authorities, state representative's institutions, local and national organizations, UNOCHA representation, and donor agencies.

14.  Led the ES/NFI Cluster coordination hubs in Central and Southern zones, designing the regional (context-specific) response plans and assessing needs and gaps.

15.  Establish and maintain a regular meeting schedule to discuss regionally adapted targets, debate on challenges, monitor progress, and identify gaps and overlaps with all relevant cluster members active in their respective areas; organize ad-hoc meetings as required on the above.

16.  Establish, activate or provide support to the sub-national cluster coordinator in maintaining a Technical Working Group (TWiG)

Job Requirements

Educational Qualification

·         Diploma with six years of relevant experience; or,

·         Bachelor’s degree in Disaster Management, Architecture, Engineering, or a related field from an accredited academic institution with four years of relevant professional experience.

Experience

·         Experience in project implementation and management experience, including project monitoring and reporting;

·         Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.

Skills

  • Knowledge of Cluster mechanisms, UN coordination systems and Humanitarian Reform process.

  • Knowledge and experience of shelter-related programs with understanding on natural disaster and conflict-related emergencies and contexts.

  • Knowledge of different data collection methodologies. Proven skills in analysing statistical information. Ability to formulate IM-related technical requirements and Operating Procedures. Ability to translate planning specifications into technical briefs for data capture and analysis and vice versa.

Languages

·         Fluency in English (oral and written) is required.

·         Working knowledge of the local language, Tigrigna, is an advantage.
