About Premier Urgency International

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.

PUI in Ethiopia:

Although PUI has not been operational particularly in Ethiopia, the organization has long time presence in East African region, mainly in Sudan and South Sudan.

Following the north Ethiopia conflict, which erupted in 2020, and the reports of recurrent drought, which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. For this reason, PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022 to enable the organization to operate legally in the country. Since then, PUI has been doing needs assessment in different regions of the country to identify gaps in order to decide where to put its effort for optimum results. Following some of these assessments, PUI has decided to implement its first project in Afar rand Benishangul Gumuze region where the consequences of the recent conflict and the ongoing drought has significantly affected the population of the region.

PUI is also actively looking for more partners to respond to more humanitarian needs in other regions of the country which were affected by conflict and natural disasters.  

General Assignments / Scope of the Role:

The Human Resources Officer supports PUI ETH mission in all the activities related to human resources management at the coordination office. S/he also supports and follows up on the good HR practices and cross cutting tasks at mission level.

Summary of Task and Responsibilities:

CONTRIBUTE TO THE HR MANAGEMENT OF LOCAL PERSONNEL

Recruitment and Integration of Personnel:

  • Ensure that the recruitment policy and guidelines are being implemented and respected.

  • Follow up on the recruitment and selection process of open posts

  • Ensure proper onboarding process is in place

  • Support, if needed, in the preparation, follow up and finalization of tool(s) of the induction plan with the recruiting manager and concerned staff as well as availability of administrative equipment.

Employment Contractual Documents:

  • Prepare contracts, amendments and agreements of local personnel, and ensure that the latter is aware of contract/agreement terms & conditions;

  • Support, if needed, in ensuring that HR files are complete and updated with all necessary contractual documents;

  • Follow up on the contract/agreement ending dates

  • Support in preparing documents related to end of employment contract as per HR guidelines.

Follow up on Performance Evaluations and Skills Development:

  • Follow up on probation period employment contract and ensure line managers are being in formed on the proper time line

  • Support, if needed, in following up on the staff performance evaluation as per due dates, adjusting relevant tool(s) with updated information and informing line managers accordingly;

  • Review the performance appraisals.

  • Support the line manager in highlighting identified skills and any attention point to be improved;

  • Support the line manager in identifying training(s) as per the determined needs and organizing trainings;

  • Support in updating the concerned tools and keep track of all trainings conducted by personnel. 

PAYROLL AND EMPLOYEE TAX ADMINISTRATION

  • Prepare monthly payroll and follow up with payment process on monthly basis.

  • Support, the base admin officers and follow up on monthly employee income tax and pension settlement.

  • Facilitate Coordination office employee income tax pension settlements on monthly basis.

  • Ensure proper documentation of validated monthly payroll, employee payslip and tax payments sheets

ADMINISTRATIVE MANAGEMENT & FOLLOW UP

  • Support, if needed, in following up on personnel’s monthly attendance with line managers;

  • Support, if needed, in preparing and following up on relevant tool(s) (i.e. attendance sheets, leave requests, order of missions, etc.);

  • Support, if needed, in keeping track of the personnel leaves and update concerned tools and system(s) accordingly;

  • Support, if needed, in collecting, conforming and archiving timesheets (signed PDF, excel).

ADMINSTRATIVE MANAGEMENT- COMPLAINCE AND GRIVANCE

  • If required collect and receive complaints and grievance, and ensure the proper procedures have been maintained;

  • Ensure confidentiality and address the issue on the expected time period.

  • Keep track of the compliance reporting tracking sheet and report

  • Be a focal point of HR in receiving of complaints and safeguarding

ARCHIVAL OF HR FILES

  • Support, if needed, in maintaining and ensuring the completion and archival of all supporting documents/tools of the recruitment processes as per Recruitment Guidelines;

  • Support, if needed, in receiving and archiving all relevant training documents (i.e. training requests, certificates, materials, etc.);

  • Support, if needed, in archiving attendance tool(s) (i.e. attendance sheets, leave requests, order of missions, certificates, etc.);

  • Suport, if needed, in archiving legal documents in personnel files and update relavant tools and systems accordingly;

  • Support, if needed, in managing the physical and electronic archival of personnel files as per HR Guidelines;

REPORTING

  • Keep track and provide accurate and updated HR reports/systems on a regular basis and as per needed (i.e. HR Database/Payroll, HR Pack, HRMS, organizational chart(s), insurance claims, tracking tools, newsletter, etc.);

  • Support, if needed, in the preparation of reports related to disciplinary measures (i.e. minutes of meetings, etc.);

  • Support in the preparation of any internal/external HR audit;

Contract Duration: 3 months with possibility of extension

Job Requirements

Required Qualifications and Professional Experience

  • BA Degree on Business Administration, Management, Human resource, marketing, public administration or any other related filed

  • Minimum of 4 years’ experience out of which 2 years in INGO experience with Similar activities

Required Skills & Competencies

  • Self-motivated, flexible and adaptable to the needs of the team and organization

  • Computer skills: good knowledge of the MS Office software including Word, Outlook, Excellent in Excel

  • Strong commitment in humanitarian principles

  • Ability to work independently while taking initiatives and showing a sense of responsibility

  • Honesty, integrity and confidentiality

  • Ability to withstand pressure

  • Ability to organize and manage priorities, to prioritize a heavy workload and to delegate accordingly

  • Good analytical skills, rationality and logic

  • Problem solving and Excellent communication skill
