LWF World Service Ethiopia is a registered foreign charity, which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Job Purpose
MEAL officer is responsible for supporting LWF NBS+ project team in the area of monitoring, evaluation, accountability and learning activities in accordance to LWF PMER system and donor (CFGB) requirements This position is responsible for gender sensitive data management (data collection, collation, entry, analysis, interpretation and reporting), developing different reporting formats and checklists, updating and maintaining databases and proper project documentation for accountability and learning. Responsible for making sure that appropriate Compliance Response Mechanism (CRM) put in place, complaints are welcomed and handled as per the procedure in place. The jobholder will be responsible for documentation and sharing of key learning for the improvement of the project
Design filed level M&E system for data collection, analysis and reporting, including: reviewing log frame and indicators, developing M&E and data collection plans
Actively involve and support projects’ design such as drafting concept note and conducting needs assessment and situational analysis
Design Terms of References for baseline, mid-term and final evaluations based on available data, donor and LWF requirements and actively engage in and facilitate the execution of these.
Provide technical guidance to project teams with project planning the design and implementation of baseline/midline and other data requirements to support project analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of program progress
Support project teams in the collection of activity- and output level achievements through routine monitoring tasks and reporting through LWF PMER system
Support project team in using electronic data management and collection system and accessing and utilizing data using LWF PMER system
Build the capacity of the project teams under the regional coordination office in the area of M&E. Work closely with the project field team to ensure all team members are aware of, feel ownership, and take responsibility over the M&E goals, requirements and tools. Support and follow the direct involvement of all team members in the implementation of the LWF M&E system.
Organize and lead knowledge and learning events/workshops as required/agreed including bi-annual and annual review meetings
Track most significant changes observed due to the project intervention using CFGB guidance to track most significant changes and write human interest stories at individual /community level
Support external enumerators , researchers, consultants on NBS project related tasks including ethics and safety, sampling and respondent selection etc
Support Facilitate and support joint monitoring efforts with stakeholders
In collaboration with the field team, identify the key learning agenda for the project, setup a learning and knowledge sharing plan, including agreeing and implementing a methodology for identifying and documenting learning.
Compiling and preparing quarterly, bi-annual, annual and other needs based program / project progress report
Support the project teams in effectively rolling out LWF World Service Ethiopia accountability framework mainly complains handling mechanism, participation and information sharing
Ensure that literature reviews, secondary data analysis and synthesis for proposals are disseminated as appropriate
Experience, Knowledge & Competencies
Qualification
Bachelors and/or Masters from a recognized university/college in statistics, economics or any other social sciences that can bring added value to the position
Relevant PMER experience of at least 5 years preferably in an international NGO
Additional requirement
Experience in working with various donors and familiarity to donor requirements (e.g., BPRM, ECHO, UN agencies, SIDA, GAC)
Experience in web based and electronic data management software such as Survey CTO, Kobocollect, Activity info
Experience in food security, livelihoods, WASH and women empowerment preferred
Creative and able to work with limited resources
Ability to work independently with minimal or no supervision
Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.
Knowledge of local language Oromifa is advantageous.
