JOB SUMMARY:

The project coordinator will be tasked with the designing, implementation, technical supporting, monitoring and evaluations of pastoral-oriented livelihood resilience building, climate change adaptation, facilitating preparedness measures for climate induced future shocks, organizing peace building meetings, cross-border community dialogues and facilitating early and anticipatory measures in collaboration and coordination with WHH partners, Government sectors, customary institutions, and community groups in the context of Arid and Semi-arid Areas (ASAL) and climate induced displacement. In pastoral oriented development and livelihood resilience building programs, the incumbent is expected to lead in conducting research on conflict and natural resource management practices, ensure conflict sensitive programming, gender, social cohesion. He/she will further oversee the mainstreaming of the do-no-harm approach, environmental sustainability, complaint response mechanisms, core humanitarian principles and standards and  early warning systems and anticipatory actions to combat future shocks related to climate changes and associated multi-causative factors.

Duties and Responsibilities:

1.      Project designing and proposal development.

  • Along with other technical and program team at the field and country office, actively partake in the designing of new development and humanitarian projects in line with the pastoral and agro-pastoral context and the current drought induced humanitarian crisis, displacement and preparedness, early recovery and actions.

  • The project coordinator will ensure pastoral development and emergency response designs align with the national, regional and global pastoral development policies, national DRM policy, WHH Ethiopia’s multi-year country strategy, strategic goals and Alliance2015’s joint emergency preparedness plan and response targets.

  • He/she will provide technical guidance for the WHH team, implementing partners and other key stakeholders how to harmonize the designing of the pastoral development proposals in view of the national pastoral development policies and strategies and the countries growth and transformation plans as appropriate.

  • He/she will ensure the program designing of emergency projects follows core humanitarian principles, standards and livestock emergency guidelines and standards (LEGS).

  •  He/she will explore gaps related to pastoral development policies and practices to be used as an entry point for policy advocacy and lobby purposes at different events and advocate peaceful co-existence among cross border communities.

  • He/she will make sure the designing of the pastoral development and emergency response proposals are well informed with the evidence acquired from pastoral and agro-pastoral development projects implemented in the context of pastoral communities.

  • He/she will be responsible to ensure the pastoral programs to encompass the three pillars of the pastoralists such as natural resource, livestock and the people and their institutions and enabling environment at meso and macro levels.

  • He/she is expected to ensure the mainstreaming of cross cutting issues such conflict sensitive programming, gender, social cohesion and inclusion of the Internally displaced people (IDPs), the do no harm approach, environmental sustainability, complaint response mechanisms, core humanitarian principles and standards, early warning systems, etc.

  • He/she will proactively assess the potential impacts of water development interventions, settlement patters, land use pattern on the health of rangeland and distributions of water points in ways that would not lead to detrimental effects to the rangeland conditions and apply holistic natural resource management (HNRM) approaches.

2.   Lead in Implementation, monitoring and evaluation of programs designed for pastoral and agro-pastoral communities.

  • In collaboration with key stakeholders develop detailed implementation plans of different projects in the pastoral contexts by involving relevant stakeholders and incorporate their ideas, insights, and experiences to improve the planning.

  • He/she will ensure that all projects in the scope of his/her functions are implemented according to country program, rules & standards of WHH and donors’ grant management guidelines.

  •  In collaboration with other stakeholders the incumbent will play a leading role in guiding on proper land use planning, participatory nature resource mapping, management of bush invasive bush species, the use of prescribed fires, soil and water conservation measures, reseeding, gully erosion management and communal enclosure formation and pertinent by-law formulations.

  • He/ she will conduct, facilitate/actively take part in different workshop including the project launching workshops, validation workshops, regular program progress review meetings, zonal and district level development and/or emergency response coordination meetings and other crucial meetings with the members of customary institutions and produce pertinent reports; circulate the reports and follow up on key issues with relevant team as expected.

  • He/she will conduct regular monitoring of the program activities that WHH implements with its respective partners in different districts and produce the report of the findings and bring important issues to the attention of the implementing organizations and WHH to be addressed on time and as expected.

  • He/she will facilitate and actively engage in baseline assessment and evaluations of different projects.

3.      Facilitation and coordination of different studies and assessments

  • He/she will facilitate & coordinate or take part in assessments (studies) related to natural resource based conflict analysis, the assessment on the roles, capacities and challenges of peace committees, provide technical backstopping on participatory rangeland mapping, hold discussion forums on NRM governance system, land use patterns,  development and preparation of rangeland rehabilitation guidelines, the mapping of water resources and their functionality rate, the status and accessibility of livestock health service delivery and feasibility of livelihood diversification options.

  • He/she will facilitate the preparation of the validation workshop related to different studies to be carried out by consultancy firms and document the inputs provided by different participants at such workshop to fine tune and consolidate the key findings of related to a particular study.

4. Representation and advancing the visibility of WHH and its key donors and Alliance 2015 members at different forums, projects locations and workshops.

  • He/she will attend different workshops and official event upon delegation or regularly on behalf of WHH field office.

  • He/she will adhere to the core code of conduct of WHH I ensure mutual respect with stakeholders, building trust, collaboration, mutual support, sharing of resources and generating continuous learning.

  • Ensure that visibility signboards are put in place at project sites and constructed infrastructures such as water tanks, roof catchments, micro-earth dams, storage facilities, material distribution sites, training, and workshop events among others.

General

  • Perform other duties as assigned.

Job Requirements

  • BA degree in natural resource management, regional and local development, rangeland ecology, conflict management, agriculture, climate change and adaptation, sociology, economics and other relevant professions

  • At least with a minimum of 6 years of experiences preferably in humanitarian development organizations and pastoral context.

  • MA degree in natural resource management, regional and local development, rangeland development/ecology, conflict management, agriculture, climate change and adaptation, sociology, economics, and other relevant disciplines

  • At least with a minimum of 3 years of experiences preferably in humanitarian & development organizations in pastoral context.

 Additional requirement

  • Advanced skills in English and local language proficiency (writing, reading listening and speaking)

  • Willingness to work in hardship areas with limited facilities.

  • Team orientation and willingness to cooperate, collaborate and team up with the professionals of diverse backgrounds.
