The Opportunity
The Gender Based Violence Specialist is responsible for coordinating the GBV program of Plan International Ethiopia across the various IDP and refugee settings. This includes program development, leading assessments, proposal/concept note development, quality assurance, reporting, analysis and standards setting as well as coordination of different teams and partners. The objective of this role is to further strengthen the response capacity of Plan staff on the ground. The GBV Specialist will need to have extensive experience in the following areas including case management, CPIMS, Children in contact with the law, community engagement, GBV IMS, MHPSS, SRHR, GBV coordination and referral in emergencies.
In addition, the position holder shall support the field team to ensure quality implementation and delivery of the GBV related activities and mainstreaming of GBV and protection in all project areas targeted by Plan International Ethiopia. The post holder, in consultation with supervisor, will be responsible to lead consultations with government agencies, humanitarian actors and community members to identify GBV and protection risks and to develop possible strategies to mitigate protection risks and to strengthen response capacity of various actors. Besides, the position holder is also responsible to provide capacity building trainings on different GBV and protection topics including basic protection principles; GBV prevention and response mechanisms; PSEA to government line bureaus, community representatives and other humanitarian actors. Will also be responsible for ongoing identification and documentation of GBV and protection related trends, lessons and developments. The post holder will also be expected to represent Plan International in general protection, CP and GBV related coordination forums as needed.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that all staff signed safeguarding policies;
Implement Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Bachelor of Arts degree (Masters preferred) in Social Work, Psychology, Sociology, Gender Studies, Law, or other similar social science field of studies;
5+ Years of relevant experience out of which 3 years on a senior level experience and experience in GBV or general protection related roles
Experience working in NGO and writing project proposals is an advantage
Experience working in IDP and refugee context is desirable

Demonstrates knowledge and abilities to oversee implementation of a multi-sectorial response to GBV
Understands principles and practice of a case management approach and can apply to GBV programs
Demonstrates knowledge of and engages effectively with the humanitarian architecture
Demonstrates knowledge of GBV prevention theory and identifies and applies prevention strategies at different stages of the humanitarian response
Demonstrates critical analysis skills including context, trends, and vulnerabilities related to GBV
Demonstrates knowledge of prevention of sexual exploitation and abuse responsibilities within the humanitarian response and supports implementation
Able to influence other sectors to mainstream GBV prevention and response
Behavioural competencies:
Adapt and cope with pressure
Demonstrates good judgement and decision-making skills
Able to negotiate and advocate effectively with a range of stakeholders
