About Swiss Church Aid(HEKS/EPER)
HEKS/EPER is the aid organization of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER works towards a more humane and more equitable world, assisting people and communities to overcome economic, social, or humanitarian disparities to gain autonomy and to live with dignity both in Switzerland and abroad. HEKS/EPER engages in development cooperation, humanitarian aid and church cooperation and works in more than 30 countries and runs around 200 projects world-wide. HEKS/EPER is a member of the ACT Alliance. In Ethiopia, HEKS/EPER has projects with focus on Humanitarian Aid (WASH, shelter/NFIs, food security and protection), Natural Resource Management, and Inclusive Markets for Smallholder Pastoralists & Farmers. HEKS/EPER is promoting the Triple Nexus approach throughout its interventions and collaborates with local organizations that have technical and sectorial expertise in health, Education in Emergencies, and protection.
Swiss Church Aid (HEKS/EPER) is looking for a qualified and committed Field office Coordinator for an integrated emergency response for complex drought, flood and conflicts-affected communities in Afder zone in Somali region. The project provides WASH, agriculture, protection, and multi-purpose cash assistance interventions to natural disasters and conflict-stricken communities in Somali region.
The Field office coordinator oversees and ensures effective project implementation, coordination, and supervision of the project team. s/he manage support functions, compliance, security/safety, and field-level external relationships including representation. s/he provides management and technical support to project staff, monitors progress against plans, reports against agreed schedules. Additionally s/he is responsible for documentation of learning for wider organizational use as well as supporting partnerships and accountability measures at the implementation level.
· Field office and staff management to ensure that program activities and staff adhere to HEKS and donor policies and procedures.
· Coordinate the project team members and manage relationships with involved organizations.
· prepare monthly, Quarterly, and annual “Project Progress Reports” by collating required information and inputs from each project team member, following up on comments of the involved organizations and deliver them to the country office and other stakeholders.
· Review progress made towards the proposed work plan as well as the stated objectives and results every quarter;
· Provide technical and administrative guidance and support to all project team members and implementing partners especially in emergency context, gender mainstreaming, Do No Harm, and participatory project planning methods.
· Ensure that the project budget is properly utilized for the project activities and propose revisions in the project budget and action plan if necessary.
· Coordinate the project resources (workforce, time, and other inputs) as planned and disbursed efficiently and effectively as per the approved time plans and resource schedules, by maintaining day-to-day relations with the project team to realize the activities.
· Conduct regular field-level monitoring visits to project sites on a rolling basis and prepare monitoring reports.
· Facilitate capacity building for partners and stakeholders, assist in preparing detailed work plans/budgets for projects.
· Discharge other responsibilities and assignments given by Country Director or Programme Manager
Minimum qualifications & experience:
· University degree, preferably 2nd degree in economics, business management, natural resource management, agriculture, or any other related field
· At least 5 years’ work experience in a similar field (and 3 years in managerial position) in INGOs
· Fluency in Somali and English language is required
· Very good understanding of the pastoralist context and their livelihood systems
· Good analytical skills
· Good level IT skills (MS Office) and computer literacy
Technical/Program:
· Experience in humanitarian interventions, especially WASH, Protection, Agriculture and Multi-Purpose Cash Assistance and related components in Southern Somali
· Understanding of food security and livelihood improvement in the context of dryland ecology
· Good experience in early warning and disaster risk reduction strategies
· Ability to lead gender sensitive and youth led interventions.
· Profound knowledge and skills in conflict transformation and do-no-harm approaches.
· Conviction and proven experience in active community participation (including in decision making) and empowerment of grassroots structures.
Managerial:
· Experience in working with PCM approach.
· Engage actively in “facilitating” processes for better results (facilitation skills)
· Ability to provide effective coordination following result-based management principles.
· Well experienced in monitoring and evaluation techniques & processes
· Good understanding of resource management and value-for-money principle
· Provide coaching and be a positive influence towards other team members.
